— A now-familiar silhouette along the Janesville skyline is still on schedule, although work on the city's first water tower won't resume until the spring.

City Utility Director Dan Lynch says the structure needs to be painted inside and out, but it can't be painted in the winter because the metal needs to be above 50 degrees.

Lynch says the water tower could be put to use without being painted. He says if the city felt there was a real need it could be in service in a month. But Lynch says the city doesn't want to bring it on-line that fast. He says there's a lot of potential growth in that part of the city but it hasn't started yet.
