JANESVILLE When a Rock County Jail inmate was strip-searched, authorities said a bag of crack cocaine fell from his underwear.
A correctional officer tried to grab the bag, but the inmate snatched the bag and swallowed it.
A tube had to be inserted into the inmate's stomach through his nose, forcing him to regurgitate. His stomach contents tested positive for cocaine, according to court documents.
Fransua D. Jarrett, 24, of 603 1/2 S. Main St., Janesville, appeared in Rock County Court on Tuesday on two felony counts of delivery of cocaine and one felony count of possession of cocaine.
Jarrett was arrested Nov. 21 in the 100 block of West Delavan Drive in Janesville on two charges of delivery of cocaine.
Three days later, a correctional officer received information that an inmate had been attempting to sell crack in the jail, according to the criminal complaint.
An inmate told the correctional officer that Jarrett had crack in his underwear, according to the criminal complaint, and he had sold crack to two inmates.
Jail officials decided to strip-search Jarrett, according to the criminal complaint, and they brought him into the booking area.
A correctional officer saw a domino-sized bag full of a white rocky substance fall from Jarrett's buttocks, according to the criminal complaint.
Jarrett then swallowed the bag and was taken to Mercy Hospital, according to the criminal complaint.
Hospital staff gave Jarrett a laxative to try and expel the baggie and its contents, but Jarrett was unable to drink the laxative without vomiting, according to the criminal complaint.
Nurses then inserted a tube into Jarrett's stomach, according to the criminal complaint.
Jarrett's stomach contents filled the tube, according to the criminal complaint, and the tube was drained.
Small squares of a brittle substance were separated from the fluid, according to the criminal complaint, and the substance tested positive for cocaine.
Jarrett remains in jail on $1,000 cash bond. He is scheduled to have a preliminary hearing Dec. 10.

The odds say that if you've been convicted of a crime your likely to commit another, however without a standard form of justice (innocent until proven guilty) most individuals arrested would simply be assumed to be guilty and that's a very dangerous situation for a presumed innocent citizen to be in...
When your in court accused of a crime even the guilty are protected under certain laws and policies, so when the media portrays a man or woman as already "guilty" the very same process that's in place to protect the innocent now works against us all.
Due process...? This man was arrested on "suspicion of drug selling" and upon his arraignment all charges were dropped.
So that means he didn't do it right...?
The issue or issues are anyone at anytime can be accused of anything and having a track record of criminal activity doesn't help but even the most hardened crooks are protected by our Constitution, state and local laws even when we feel they don't deserve it (rape, murder etc)
It's wrong to print a one sided opinion before a court hearing and then refuse to print an update...
When your arrested your searched, when you enter a facility your searched again...if the officer in question didn't find anything on the "initial search" why was he brought into custody???
And a $1,000 bond for crack? That sounds a little suspect as well because if there was actual evidence the court would require a more substanstial security note.
in any event, it's innocent until proven guility even for the worst of the worst...sad but it has to be true.

Someone can "have a good heart", yet be the scum of the earth. Its called charisma. It doesn't mean he isn't a career criminal. Someone only a mother could love, eh?

lyziwyzi--how about you let him live with YOU, YOU be his role model, and then you let us know how much he steals from you, and pawns your jewelry. Let him babysit your kids. I"m sure pedophiles families say the same thing about their molesting relative "he's a good man...deep down." Sorry, I'm not buying it.

I agree, He should have known by now that those choices he's making are wrong. He is an adult, rise above. I know, coming from an abusive family, you can either let it dictate your life or rise above and make a better life for yourself. We all have minds of our own, and we can make rational decisions if we want to. do the right thing!!!

How has the system let him down? Because the system didn't raise him properly?? It dosent take a rocket scientist to know right from wrong ! People need to start taking responsiblity for there own actions and stop blaming it on everybody else. The "system" did not stick crack up his rear he did!!!!

I grew up on the Southside of Chicago in foster care, infested with gangs, attended more funerals before the age of 18 then I could count. Got in trouble too, but cleaned up my act. I became an RN.
I understand his circumstances and what poverty does to a person, but that does NOT excuse selling crack, especially when ( I am ASSuming) he is not putting the money he makes into his community, he's buying cars with rims and a booming system, and selling that poison to children to get them high and start the cycle all over again.
I'm sorry, but that is a load of crap.

Has anybody ever thought why these kids are forced end up in these situations? I think the system has let them down. I know Jarrett and he has had one heck of a life. If he had the proper role models in his life I am sure he would had made better choices. He is a good person deep down inside. He does have a good heart. He just needs some support. We can spend our taxes on other things, why not put to kids like him. After all they are or future.

belisamasana--If jarret was brought in on a fresh/pending charge then it is illegal for correctional officers to strip search him. Since this seems to be the case then they did their job. Only inmates sentenced with or without huber can and will be strip searched. Just an FYI

It is my understanding that when people bring in "property" (socks, t shirts, and underware) to inmates, there has been a problem with the searches. Quite frequently the people bringing in the items have been sewing the contrabad into the elastic in the drawers. The correctional officers just unfold the items to search, they do not always have time to feel the entire item. So when the inmate gets the property all they have to do is remove it. When someone in the work release part of the jail goes out to work or whatever it is they get out for they "pack" it in. They wrap the item in cellophane and cram it up the ole shoot, when they get into the jail all they do is give birth and then they are the hero until it's gone. I've heard of some pretty big items that were brought into jail. Cell phones, pens, lighters, ect. I guess you could say a "hole" lot of things.

Quite the record -- two pages of results on CCAP. It's unclear from that where he grew up, but his entire adult criminal career has been in Janesville. You name it -- possession THC, forgery, theft, reckless endangerment, and that's just the first half-dozen charges. There was a slew of more stuff throughout 2006, then he was sent to State for two years, but appears to be ... out. Since he's violated supervision he should be remanded to state prison after this.
.
Oh, the crack thing? Don't do that. You can die just smoking it, let alone ingesting it. Imagine a hole in your stomach lining.

It sounds like someone down the line didn't do a very good search of the suspect. I wouldn't want to be the one who let this get slipped by. Oops.

We do NOT need that garbage in our community, even in jail.
They are there to serve time, not get high!

This guy does have issues. To swallow the drugs only to try to get it out of your system later to sell it. Here's an idea, try getting a real job like everyone else! Then you probably won't be in jail and have to have tubes rammed up your nose. Hope it was worth it. Enjoy the rest of your stay at the Rock!!
