The Rock County Environmental Network is calling attention to what they consider the short sighted nature of Janesville's comprehensive plan.
Spokeswoman Julie Backenmiller tells WCLO's Stan Milam Show, the problem isn't growth, but urban sprawl. She says the city intends to use thousands of acres of prime farm land for residential and business development. Bakenmiller suggests a moratorium on new building, unless it's within the city limits.
She says this would force revitalization of neighborhoods because of the growing value of residential land.
