Improvements slated for Interstate 90/39

— Rock County residents will have two opportunities to learn more about a plan to reconstruct a 45.5-mile stretch of Interstate 90/39 from Madison to the Illinois state line, including the addition of a third lane in each direction and modification of interchanges.

"It's—in general terms—time to upgrade," said DOT project manager Larry Barta. "Traffic on that stretch has steadily increased where four lanes won't be handling it for much longer."

Traffic is expected to continue increasing over the next 20 years, particularly as Illinois expands its toll way to six lanes, he said.

The cost of the project is estimated at $715 million. Barta said funding for major projects is "pretty well spoken for" through 2015. But as soon as funding is available, the project will be constructed in segments over about five years, he said.

Barta said the DOT plans to divert traffic across the median so four lanes of traffic can safely operate on one side of the Interstate while the other side is being reconstructed.

Planned improvements include:

Janesville area

-- Highway 11 bypass/Avalon Road: Interchange ramps will be adjusted to give motorists enough distance to accelerate and decelerate.

-- Highway 11/Racine Street: The interchange will be reconstructed, and signals will be installed on the ramps.

-- Highway 14/Highway 26: The existing interchanges will be reconstructed. A new four-lane underpass will be constructed to connect Pontiac Drive and Deerfield Drive. Noise wall barriers will be constructed between Highways 14 and 11.

Janesville to Madison

-- Highway 59: The interchange will be reconstructed. A park-and-ride lot also is planned.

-- Highway 51/Highway 73: The interchange will be reconstructed. Highways 51 and 73 will be reconstructed as four-lane divided roadways in the interchange area.

-- Highway 51: The interchange will be updated.

-- County N: The interchange will be maintained, and County N will be reconstructed as a four-lane divided roadway in the interchange area.

-- Highway 12/18 (Madison beltline): The interchange will be reconfigured.

Beloit area

-- Interstate 43: The cloverleaf interchange will be reconstructed.

-- County S/Shopiere Road: The interchange will be reconstructed, and County S will be expanded to a four-lane divided roadway in the interchange area.

As long as they dont put those dangerous wire barriers in like IL is doing on I90. IL put them literally 1' from the left lane fog line. Imagine if a motorcycle gets clipped by a car and the rider(s) slide into it. Instead of sliding into the grass and possibly being able to get up, they will get torn to shreads by that type of barrier. Even Armco is safer to a biker than that wire barrier.

I'm all for 3 lanes each way and mandate all truck traffic banned from the left lane also. I can just see 3 truckers trying tp pass eachother 3 wide going only 2 mph faster than the other.

funny so many people are mad at Doyle. I also am one that is tired of his crap. Its funny though because he is a DEMOCRAT! Everyone thinks the democrats are our saviors. HMMMMMM....... anyway, why did they widen the bridges years ago and now cant widen the road until 2015? those bridges will be 10 years old already when they start the road widening. Just about time to update the bridges again. What a waste of taxpayer money that was.

StaceyU2 - theoretically, that young mayor in Edgerton can stabilize the tax base by adding to it.

When no developement occurs, the tax base, other than when a revaluation occurs, remains static. Thus, proprty taxes increase because fixed expenses continue to increase (roads, insurance, etc). Likewise, schools never cut expenses, so among the 5 taxing authorities on your tax bill, nearly all of them are impacted by a lack of developement.

You should welcome new developement. A few months ago, I was back in the area and drove through Edgerton and past the Dana Plant where my uncle once worked.

I do not know what is being leased in that new building downtown - it sure looks nice for a crappy downtown like Edgerton's - but I would guess if the new hospital ever gets built, several hoospital support businesses (dry cleaners, office supply, uniform supply, jantorial) may locate there. It is a sign of things to come.

If that young mayor is not focused on bringing developement, jobs, and owner occupied homes to his city - even if he has to expand the boundaries of his city - then what else would he be working on?

Hopefully, he is not sitting on one of the many barstools in that city, like the previous mayor did (from what I read in the Gazette archives anyway).

That "Young Mayor in Edgerton" needs to focus on other things in his budget, besides the annexation of Albion and Newville, Hell my taxes are bad enough out here with out his help... Just look at the EYE SORE he has downtown *the new business building that was to be finished last summer -2008), including the old DANA plant on the west side.. If he tries to annex the Truck stop and the Newville interchange, He will end up TAXING us right out of our house

Too bad Wisconsin won't join the 21st century and, along with the reconstruction, incorporate "open road tolling." Let the FIB's share in the road maintenance.

Ahhhh yes, I can see it now. Gridlock and backups for 20 miles. Getting to the Badger games should be quite the challenge. Those going north might want to consider Hwy. 26 or 73 to 51. Wake me when it's done.

I wonder if everyone is noticing the little wooden and steel brackets the DOT is installing at every interchange. Those brackets will soon be holding closing arms so the interstate can be closed during bad snowstorms. It sure will be nice to see all those that normally TRY to drive the 'I' driving around our city streets in the snow!

Resounding truth about Doyle. If I recall correctly, the money was all ready to be allocated to the lane addition/widening project which was to immediately follow the bridge widening project. Then Doyle hit the transportation budget to balance the education fund, which by the way STILL has unfunded mandates. SHEESH dont even get me started!! "L"

This will be good for my ole hometown's economy as mid-size businesses look for good shipping routes to relocate from congested urban areas.

And that young mayor in Edgerton ought to be looking at annexing the land out to I-90, at both the Newville and truck stop/Albion (??) ramps.

Economic developement coming down from the north and reaching up from the south will make Edgerton a desireable location for both residential and industry. That city has been dead since the Dana Plant closed and adding lanes and better ramps/access to the new city limits of Edgerton would bring that city into the 21st Century.

I don't think there's any geographic bias involved. I-90 from South Beloit to Des Plaines is maintained by the Illinois Tollway Authority and as such has a separate source of funding. I think WisDOT is a little behind the ball on this one but the timeline here is pretty typical and is in line with previous estimates of when reconstruction would be necessary and possible. It's just that with a project of this magnitude the lead times are enormous. Reaching the public hearing stage is actually a major step forward.

Meanwhile the state has poured money for the last 15 years in Wausau and other "favored" geographic locations. South of Madison, we are left to scrap for leftovers. I-43 from Beloit to Milwaukee was a prime example of horrific neglect. I realize some improvements have been made the last 2 years there, but jeez, they pave the highways in the Fox Valley with gold.

Your right cjjs35. It could be, but it won't as long as Governor Doyle continues to raid our transportation budget. With the new huge projected shortfall and unhealthy business environment 2015 is probably a pipe dream.

Rockford area will be done by end of 2009. The Beloit Janesville area could be done by end of 2010 or maybe mid 2011. That sound better and Madison first then rip up here in 2012 or 2013

I hope they start on the Illinois line and work north to Madison. Rockford area has already started the project. It would make sense to keep one flow going
