Rock County considers new approach to jail expansion
Rock County might not go ahead with plans for a full-scale jail expansion.
The county's Public Safety and Justice committee voted unanimously Monday to break the construction down into separate phases to allow greater flexibility. An uncertain local economy and successful jail diversion programs are two reasons for the change in plans. Additional funds are necessary for the project because a phased construction design for a jail is complicated. The county would contract with a firm in Waukesha for an amount not to exceed $35,000 for completion of the phasing plan, analysis, value engineering and cost estimating for each phase. The county would also pay no more than $7,500 in additional fees to finalize the design and drawing.

The taxpayers are being squeezed right and left from increased assessments tied to an illusory real estate market to the money we'll have to allot to the jail expansion to the increase in fees under Doyle's administration.
