Delavan council OKs referendum ordinance
DELAVAN In the future, voters will get to weigh in when the Delavan City Council wants to fund a big-ticket project.
After a long debate Tuesday night, the council approved an ordinance that would require a binding referendum for most construction projects costing more than $3 million.
Some projects are excluded, and the council could choose not to hold a referendum if members voted unanimously, according to note written by city clerk Sue Kitzman.
Tax incremental financing district money would not be included in the $3 million.
Street, road or highway projects, except for highway interchange projects, are excluded from the ordinance.
The referendum must be worded to include the specific purpose, location and cost of the project. The council may not divide projects to get under the $3 million limit.
Alderman John Finley originally introduced an ordinance requiring the city to go to referendum to spend $4 million, Administrator Joe Salitros said.
The referendum topic was in committee for a year before last night's debate and approval, Kitzman said.
Before the council amended the ordinance during Tuesday night's debate, the general operations committee had unanimously approved the $4 million ordinance.
