A Janesville City Councilwoman is organizing a poverty coalition to help address gaps in education, transportation, health care, food and shelter.

Kathy Voskuil says services are available, but she wants to put a plan in action and get the rest of the community to rally behind it. She's currently working with non-profit agencies and the City's Neighborhood Services Department to help form a solution. She says existing agencies could also come together to form a focus group.

According to the State Department of Workforce Development, the most recent figures show the Janesville Metropolitan Statistical Area has thirteen percent unemployment, the highest in the state.
