Convicted sex offender being released

JANESVILLE A convicted sex offender was scheduled to be released today and placed at Rock Valley Community Programs, 203 W. Sunny Lane, located between Janesville and Beloit.
Tyshaun D. Robinson, 25, was convicted in July 2003 of second-degree sexual assault of a child, battery, bail jumping and possession with intent to deliver cocaine, according to a news release from the Rock County Sheriff’s Office.
Robinson will be monitored electronically. He is forbidden to have unsupervised contact with minors; to enter taverns, bars, or liquor stores; to contact his victims, or to consume alcohol or drugs.
Robinson is 6 feet tall and weighs 204 pounds. He wears glasses and has black hair and brown eyes. He has scars on the center of his forehead and the back of his right leg.

A person accused and convicted for having sexual contact or sexual intercourse with a person who has attained the age of 13 years, but has not attained the age of 16 years is guilty of second-degree sexual assault of a minor child, a Class C felony. (WI Stat 948.02(2))

I was not saying this guy isn't a worry or a threat, but everytime ANY sex offender story is on here I read comments saying, "throw them all away and throw away the key!" I am simply saying EVERY case has a INDIVIDUAL story!! Just because of the title of the conviction sounds bad it does NOT always mean the person is going to be picking up kids off the street! Kip's case is NOT one of these cases either! Do you know the difference between a pedophile and a hebophile??? A sex offender is ANYONE who has been convicted of a sexual crime and the minor/child thing does not tell if it was consentual! How about the freshman who dates a senior in high school? If the parents decided to press charges wouldn't it say child?

The only fact, and it is a FACT, is that he was CONVICTED of 2nd degree sexual assault of a MINOR! That is all the FACT needed.

He will be under extended supervision, but after his third stint based on the 2004 conviction, I'm not clear on how long. Given his prior record of violating supervision he is pretty likely to do so again, which will put him right back in the state pen.

But kitfox, the law does not work the way you want it to. Release is something that happens at the end of a criminal sentence, not at the whim of an official. To be kept in custodial commitment for life requires the state to hold a hearing like a trial and prove (although the standard is lower than in criminal court) that he WILL be a danger to the community. The state faces an uphill battle on commitments and will devote its resources to the situations where they believe they will win. Most of these situations are first degree sexual assaults involving repeated behavior, violence, and stranger victims, which do not appear to be the case here.

Personally, as much as I try to be realistic about sentencing, I do find the combination of charges he faced to warrant a longer stint in prison -- but then by his own actions he managed to work that out.

By the way, being at Rock Valley is not a guarantee of release to extended supervision in Rock County.

schnckstac1, I looked on the circuit court system web site and quickly found 24 entry’s for this 25 year old man. He spends almost as much time in court as a judge. He is a habitual offender that has no respect for anyone or anything. He may grow out of this in time but it’s impossible for a leopard to change his spots.

Is the person with the authority to sign his release papers willing to be held responsible if this man violates again. Will this person of authority go to jail for the mistake he made in releasing a sex offender? If not then keep the convicted offender in jail forever. The police do not have the resources to track these snakes 24hrs a day.
If released the sex offender should have his entire body tattooed blaze orange so that he can be easily identified at a distance.
A loud beeper should be implanted in his body so that we can also hear him coming or know where he is lurking for his next victim.
My daughter was recently attacked by one of these freaks and had he been blaze orange and beeping she would have been able to avoid him.
It seems like this is a small price to pay for the privilege of being released.

Here we go again with the UNeducated making judgements based on fear of what they do NOT know. Ask some of your teenagers (14-16) how many older men they hang out with! I bet if they told you the truth it would shock you! I am not saying it is right, but what IF the girl was 15 and 1/2 and he was 18 and it was consentual? The words sex offender does not always mean pedophile! It does not always mean these men are out to get your children walking down the street! Over 90% of the time it's someone you know! They do have a way of keeping them in the system. However little jail or prison time they get is usually always followed with lots of extended supervision (parole / probation). They screw up, their parole is revoked and back to prison they go. When they go for sentencing on the parole revocation they are usually give X amount of prison time...and you guessed it...More extended supervision. They usually keep screwing up, thus staying in the system. This is why many have been in and out and in and out of prison.

The length of his sentence is notibly less than what would have been given in other Wisconsin counties..Consider the fact that our DA doesn't prosecute to the fullest of his abilites.

Actually he served less than that. He was parolled and did something to get his parole revoked and sent back to prison. But thats the status quo for our judicial system isnt it? They view child molestation more as a "sickness"(bullcrap) than a CRIME. Look at Kip Lecher. He served a few months in HUBER and is back to running his ice cream shop across the street from a PARK! RIDICULOUS!

His conviction is listed as a class BC felony. From what I can find the law says that if it were with someone 16 or older it wouldnt be that serious of a felony, more like a class A misdemeanor. From the way the statutes read it appears the victim more than likely was younger than 16 years old.
