The economy and cold winter appear to be taking a toll on some Janesville families, as their homes are deemed uninhabitable.

Kelly Lee, a neighborhood specialist in the City of Janesville, says three homes have been vacated this month. One did not have working heat, another didn't have working plumbing, and the third was crowded with so many people and animals the living conditions weren't sanitary.

Last year, the City issued a record number of orders to vacate because they issued fifty associated with the flood. Lee says since this winter is so cold, the weather tends to do more damage to pipes and furnaces. If those problems aren't fixed then a home could be deemed uninhabitable.
