Sex offender being released Feb. 3 in Janesville

— Sex offender Todd L. Gupton is scheduled to be released from prison Feb. 3 and begin living at Rock Valley Community Programs, 203 W. Sunny Lane, between Janesville and Beloit.

The 46-year-old was convicted of robbery and burglary in January 2004 and May 2004, respectively. He also was convicted of attempted second-degree sexual assault in December 1990 and child enticement in April 1989.

His supervision conditions prohibit him from having unsupervised contact with minors; from patronizing taverns, bars or liquor stores; from contacting his victims, and from consuming alcohol or illegal drugs.

He must comply with standard sex offender rules, wear a Global Positioning System bracelet and be a lifetime registrant of the Wisconsin Sex Offender Registration Program.

Gupton is 5 feet 11 inches tall, weighs 164 pounds and has black hair and brown eyes. He has two tattoos on his left hand—the letters T.G. and a dollar sign. Gupton also has been known as "Jimmy Brown" and "Todd Brown."

I would just like to say that I believe that these people cannot be rehabilitated. I have worked with them and have been told, by them, that they hesitate to tell their counselors the truth when incarcerated. If they did tell them about their urges, the could petition the court to deem them as sexually dangerous people and perhaps move them into another secure facilty. It's easier for them to "play the game" by saying, "Gee, yes, you're right. I was wrong. I realize it now. I will never do it again".
What they learned is how to get better at not getting caught.

While I also believe these creeps that hurt young children need to be locked up forever,I have to ask. What were the ages and circumstances? I remember a guy friend of mine that was 19yrs old and one of "those" girls from high school ,she was 17.Both drunk and both willing.He got it for statutory rape and now will forever be on the offenders list.She even told the police it was consensual but given the age difference, his life was ruined forever! Are any of the cases we are talking about here the same or similar to this? Im not saying what happened was ok but it is a far stretch from an offenders list!

Hannah, they get dropped here because they are a FEDERAL half way house. They can put them where ever they have room, whether they are from this town or from some other state.

How can this frostie freeze guy still be allowed around kids???? he had sex with a 14 year old boy YUK . all his workers are like under 18 i think.

MY2CENTS - you're right in one aspect. If I was able to spend my tax dollars to house this individual in prison rather than a halfway house, I would do so. But the REALITY is, that's not going to happen. These people DO get out, and unless you plan on challenging the laws and working towards sentence reform to ENSURE the laws are re-written to treat a sex offense as a murder(with life sentences) I would encourage you to make sure that your tax dollars that are being spent on his rehabilitation/parole, are being spent wisely. Get involved in your community and the DOC. Or just remain ignorant and forget this guy will be out someday... maybe living right next to you.... Whichever is easiest for you to sleep at night. I know what I'm doing, protecting the future of myself and my family.

I just want to add a comment to those who seem to think that there are only a "handful" of sex offenders in this town. www.watchdog.com has a map and details about all of the offenders in this town. I live by the library and in-between grade schools and there are now 18 offenders living in a half mile radius of my house... and my two young girls. Most of time we don't know who our neighbors are, nor do we know who the man, or woman, is that is walking past our house. All we can do is take care of our children, watch them as closely as we can, kiss them and tell them we love them and hope that nothing bad ever happens to them. I am not saying that sex offenders are right in their offences, but like alcoholism, it is a mental disability that can be rehabilitated. While we cannot accept them back into the community with open arms, we must give the benefit and hope that they are on the right path to redemption.

I think they should be locked up forever! they chose to do these despicable acts and hurt a child in the process, they don't have the right to walk the streets!!! Castorating them is too good for them, throw away the key. I hate to say what would happen if they did this to one of my 3 kids or to my grandkids!! Enough of the bull!

Janesvillean - My point was simply to point out the fact that those appalled by allowing sex offenders on our streets should be equally appalled that a local business owner is a sex offender. Would you want your children to be in that establishment by themselves?

prinny68-you keep on suporting these scumbags as much as you want its your choice. And its my choice not to. You want to spend your tax dollars on people like him and I want to spend it on keeping him locked up. I would rather pay to keep this scumbag locked up for the rest of his life then to help fund a halfway house to help him get back on his feet.

I am not going to read any of the comments here, because I can guess what they all say. And, I too am concerned about the safety of the community, but we have to remember, it isn't our place to judge, and let's just pray that this person is recovering, and pray for the safety of our neighbors. We can't worry about things we can't control...that only leads into insanity. Not that this makes their crimes right (two wrongs NEVER make a right), but we have to remember that "most" sexual preditors were first victims themselves. So, let's learn a lesson from that fact, and make it easier for children to express sexual abuse to a trusted adult, and take them seriously no matter if they have a history of "crying wolf", and the punishments of the offenders more severe to stop this cycle.

Spark/LOVE - I'm not saying I have compassion for these offenders at all nor am I saying I would stick up for them. What I AM saying is that the reality of the situation is that these people most likely ARE going to be out in our community one day. I want to know that while we have them in society's custody, they are going to learn, change and rehabilitate. I want to know that we set measures, provided services, and provided them with every opportunity for us to teach them so that when we do not have our social control on them any longer, they cannot get out and reoffend against possibly one of my THREE beautiful children, or myself(remember victims are not always just children). Turning the other cheek is the same as ignoring that he could be cleaning the bathroom of a McDonald's one day when your child goes in to use it, and you do nothing about it. Open your eyes, don't be ignorant. Be safe, and remember that ignorance is NOT always bliss. Ignoring the fact that we must help this person and teach him to better himself and deter deviant thinking, so that when he no longer has to report to probation/parole, or he is no longer connected to one of those GPS bracelets, we can sleep at night not wondering where in our city he is. Think about it.

I do not work at RVCP but as a future probation/parole agent(a student now) and having a few friends that HAVE worked there, I've learned a lot about the programs we have available in this city that have the potential to be very valuable if used to the best of their ability.

I tried sooo hard to stay ignorant but I actually looked up the registered offenders just to see where they live. I dont think I will EVER let my kids go to the park without me again !These monsters are everywhere!!!!!!!!!! On top of that, they cant walk to a friends house after school,their aunts house,etc.......Im gonna puke!

I personally cant believe these so called humans are allowed back on the street...EVER! I can understand a 17 yr old and 19 yr old and mom gets mad,but these um..OTHER types who hurt young kids need to go away forever ! My daughter is 9 and I guaranty you, If anyone ever hurt her I would spend the rest of my life making sure the animal that did it would never have a life outside of prison..going through what pain he caused others!!!!!!!

MY2CENTS-honestly its attitude like that, that really gets us concerned citizens, nowhere, fast. I wish this guy the BEST of luck, and hope he is able to turn his life around, for the safety of MY community! RVCP is known to house dangerous sex offenders or those that are at a high risk rate for recidivism, on electronic monitoring for the basis of a sex offense, and non-sex offenders for AODA programming needing constant treatment deemed necessary by the WI DOC. The center is basically like a live in daycare, meant for offenders to get a supervised start to finding employement, and eventually transition into the community into approved residences. Most temporary stays are for a duration of 90-days at which time offenders may be transferred to a small 3-bed home near GM which serves as a Transition Living Home, or to private residences deemed appropriate by their supervising agent. While at RVCP residents have strict rules and curfews to follow, are required to participate in cognitive and behavioral programming, and be held accounted for at all times, while on the property or off. It's no Mickey Mouse club, but these serious offenders need this structure to be taught how to live, as immediate freedom could have severely negative impacts on their adjustment to society. These are the types of programs/facilities we SHOULD be spending our tax dollars on, as they promote community safety and healthy living by people eventually making their way into our neighborhoods.

is right, that place basically houses people who get out of prison and helps them adjust to the outside world. It just happens to be between Beloit and Janesville

MissMO: Rock Valley Community Programs is a rehabilitation center. It handles substance abuse and other mental health concerns, not just sexual offenders, but I believe everyone there has been referred by the criminal justice system. In almost all cases they will have been in trouble locally.
