Budget top priority for Janesville city manager

The Janesville city manager says his top priority right now is balancing the city's budget. Eric Levitt says he expects the budget shortfall to be around $2.4 million. He says there's about $1.8 million in the shortfall, plus the way the city budgets its revenues, there's another $600,000 that might need to be made up.
He plans to present the budget to the city council in September.
