Deputies honored for pursuit of homicide suspect

— Deputy Ben Riemer spotted the homicide suspect, and Deputy Ron Schmitt stopped him.

The two were honored with the Medal of Valor on Wednesday during the Rock County Sheriff’s Office annual awards ceremony.

Riemer saw Kyle E. Hicke, 37, of 108 Forest Lake Drive, Milton, along Highway 51 on April 22 after Hicke was suspected of killing his ex-girlfriend and fleeing the scene.

The chase began.

“It’s a huge adrenaline rush,” Riemer said. “Your heart just gets racing.”

After a 19-mile chase, a Janesville police car hit Hicke, spinning him around. Schmitt then pulled in front of Hicke, blocking his pickup truck.

“He was looking right at me,” Schmitt said. “I kind of braced for the impact.”

The two deputies and others helped arrest Hicke that afternoon.

“We all made up our minds he wasn’t getting away,” Schmitt said. “My greatest fear was that he was going to run over somebody … or kill somebody.”

Other honorees

Unit Citation Award: Capt. Russ Steeber for his work in community corrections.

Unit Citation Award: Sgt. Kerry Schlittler and Sgt. Steve Selby for their work with the Rock County Sheriff’s Honor Guard.

National Defense Award: Correctional Officer Timothy Mauerman for his Marine Corps service in Iraq in 2004 and 2005.

Commendation Award: Correctional Officer Christopher Krahn for preventing an escape from the Rock County Jail. He located two metal rods hidden inside a mattress. Two inmates had tried to chisel a hole in the wall.

Commendation Award: Capt. Jude Maurer provided leadership during the April 22 high-speed pursuit of a homicide suspect. He ensured proper policy was followed during the chase.

Lifesaving Award: Deputies Troy Egger and David Rossmiller on Aug. 7, 2008, found an unresponsive victim of a heart attack. They revived the person.

Lifesaving Award: Deputy Tom Kunkel on Aug. 8, 2008, found an unconscious victim of a heart attack. He revived the person.

Lifesaving Award: Deputy Caleb Beutin on Oct. 26, 2008, responded to a one-vehicle crash. The vehicle was on fire. The driver was unconscious. The deputy used a fire extinguisher to stop the flames.

Deputy of the Year Award: Deputy Matthew Jacobson is a field training officer, SWAT team member and recreational safety team member. He also is a firearms instructor.

Correctional Officer of the Year: Correctional Officer Niles Boeche is the negotiator for the SWAT team. He also is a training officer.

Civilian Employee of the Year: Administrative assistant Maria Amador has excellent clerical skills and bilingual abilities.

F. Joseph Black Leadership Award: Sgt. Pat Lalor has been promoted through the ranks of the sheriff’s office. He mentors staff and has compassion for inmates.

Sheriff’s Award: Sgt. Steve Selby helps lead the honor guard. The honor guard represents the sheriff’s office at parades, funerals and other events.

Citizen’s Award: Daniel Nipple, Mike Ferris and Neil Grman risked their lives along Highway 14 on Sept. 17, 2008. They came upon a two-vehicle crash when one vehicle burst into flames. They freed the trapped driver.

Citizen’s Award: Doug Sherman, Stacy Babiarz and Sandra Kraft helped organize a sandbagging operation during the June 2008 flood. They helped produce thousands of sandbags for anyone in need.

officerfriendly~~seriously, get over yourself already. I don't think any of us are saying that we should never question things. But, in this case, you're just going on and on about something that is really irrelavent. Why you bashing them for what they SHOULD have done, when what they did obviously was the right thing to do since it went as it did. I read all your comments and all you are talking about is what YOU think they SHOULD have done.

Again, for those that can't or won't read all the comments. Everything the police do is great? We can't question how things are done by the police? Things can't be done better? The day we can't question law enforcement or government in general is the day we no longer have a democracy. Hitler, Stalin and Hussein didn't like questions either.

officerfriendly~~I can read just fine. You just keep spouting off your they should have done this, they should have done that. They did what they did and it ended in the apprehension on a vile criminal without anyone else getting injured~~seems to me they did their job just fine. Maybe, just maybe, they knew what they were doing. Maybe you, who wasn't an officer in the situation has no idea what they 'should have' done because you weren't there.

Does anyone know how to read on this website? I'm not blaming anyone for the chase. Where did you get that from? The chase was completely justified. All I'm saying is the chase lasted too long. The suspect should have been stopped by whatever means necessary before he got back to Janesville. RCSO didn't attempt to ram him because either they don't have a policy that allows it or they didn't want to damage their new Charger. Well guess what, it got damaged anyway. It should have got damaged earlier. The guy should have been stopped long before JPD stopped him.

officerfriendly~~was your butt out there chasing the criminal? Ummmmm, I'm gonna guess NO!! So, don't give us coulda, shoulda, wouldas! They did what they thought was best, caught a killer and all without anyone else being hurt or injured. It seems to me they accomplished what they were supposed to. You want to blame someone for the chase and how it all went down? Then place the blame where the blame belongs~~on the idiot that shot and killed an unarmed woman.

Oh that's right. Don't ask questions of the police. Everything the police do is right. Come on. This isn't Russia or China. We should always question government. If government officials can't take the questions then they should look for different work. These officers did a good job. It could have been done better. The suspect should not have been allowed to drive right back to the area of the crime scene. He should have been stopped by whatever means necessary before that happened. The officers that were involved would probably agree. I'll venture to guess that someone asked permission from a supervisor to take the suspect out at some point prior to him returning to Janesville. I'll bet a supervisor denied that request. What would you be saying if he shot someone else or ran someone over, maybe officers, back at the crime scene? I don't think the Medal of Valor is warranted for simply chasing a dangerous suspect.

Wanna know why "officerfriendly", see my comment about dopes who spend there whole lives monday morning quarterbacking everything the cops do, you know, guys like yourself who like to think you have some idea of what you're talking about but haven't done anything but sit in your recliner criticizing. I'm guessing if they would have tried to end this earlier and anyone would have gotten hurt or any property would have been damaged you'd be typing away about how the cops should have had more restraint. Maybe you and Nancy Pelosi should split a time share together, you both seem to have a common philosophy, you want the job done, you just don't want to be troubled with the details. BTW, see my previous quote reference a battle of wits with an unarmed man...guess which one you are....

The pursuit was a multi jurisdictional involvement that not only went according to policy, but also spared the loss of more life and property.

And I don't see why there is all of the negativity. So we lost a couple of squads-big frickin deal! Beats the hell out of someone else getting killed.

The suspect shot and killed a woman who he 'loved.' He shot her 5 times. Now, that was someone he loved. What the hell would have he done to a perfect stranger?

These officers and deputies did their job and did it well to protect all of the candy ass, whining, sniveling little ones like yourselves who hide behind a key board.

These officers and deputies protected the general public and your right to cut them down.

That being said, knock it off, stand up, and give these protectors of life and property the proper credit and praise they deserve to protect your whining, and self absorbed critical ways.

These are our tax dollars at work and we are getting more from them than any other tax expense no matter how many ways you look at it.

I am truly grateful to the officers and deputies who protect us daily. Thank you to one and all of you for your sacrifice!! It is very much appreciated!

JPD used potential deadly force to stop him by ramming him which was completely justified. PIT is a less lethal option. If police are justified to ram in this situation then I think they could have tried a PIT if they had the proper training. At no time did speeds get below 35 mph? Must have been some awful fast turns. PIT should at least be an option for law enforcement to use. RCSO's policy and all policies should include PIT as an option. RCSO wasn't going to ram him either yet two county squads were damaged anyway. This chase should not have gone on as long as it did and definitely should not have been allowed to return to the area of the crime scene. He should of been rammed or PIT'ed long before that happened.

The PIT maneuver was not appropriate in this situation. That move is not recommended when the vehicle speed is above 35mph or when the bumpers are of significant height difference. Both conditions were present. This move also involves the front vehicle losing control, not really something you want to do in a residential area. While the PIT has is uses, this situation was not one.

While I think the deputies did OK I think the Medal of Valor is a bit over the top. RCSO should rethink their pursuit policy to include the PIT maneuver so in a situation like this the suspect could be "taken out" before he is allowed to drive back to the crime scene.

Well "localboy" where do I start. First, this is a Sheriff's Department ceremony, so I'm guessing giving an award to another agency's officers would be a bit odd. Second, the deputies "chased this clown for several miles" because, unlike you, they have to take into consideration the safety of the community at large when engaged in a high speed pursuit, and unlike CSI Miami, they can't just do whatever they want. Why you ask? Well that's because if they did and the slightest thing went wrong there would be plenty of dopes like yourself to come to the forefront and call for these cop's badges. Trust me, when operating a 1200 lb. piece of machinery at 75+ MPH, things can go wrong and when they do, they go wrong fast. But I wouldn't expect someone like you to understand that 'cause I'm sure when you're involved in car chases when you're playing Grand Theft Auto, they all work out just fine. Tell you what, why don't you just save yourself and everyone else some time and just take a trip up to the Capital and take a whizz on the Law Enforcement Memorial then call it a life, that's really what you want anyway.

You know, every time I get on one of these blogs and debate one of these idiots I'm reminded about an old saying about the futility of entering a battle of wits with an unarmed man.

It's nice to see recognitions where they are due! Just don't forget about people who are not able to get the spot light but have huge affects. Trust me they exist. Some of these awards may be hand picked, but the people who put themselves in peril to do a job, such as the deputies in the chase and the Marine over seas (etc.) they are most deserving of our respect!
