Pay freeze helps Beloit city budget

The City of Beloit's bargaining units have agreed to a pay freeze, reducing pressure on the city's budget.
City Manager Larry Arft says employees have a pay freeze that will run until December 2011.
Arft says Beloit has a much better budget than other cities in Wisconsin and other parts of the country. He says the city is relatively fortunate.
The city council meets throughout the day in a budget workshop then later holds a public hearing on the budget at its regular council meeting Monday night.
