A regional "Auto Adjustment Entrepreneurial Support Initiative" recommends Janesville build a place for industry start-ups to grow.

The group says Janesville needs manufacturing space for start-up companies needing less than 5,000 square feet. According to a city memo, staff members propose the city apply for an Economic Development Administration grant that would cover 75 percent of building such a business incubator. The grant would total $1.125 million, and the city would provide a local match of $375,000 in land. The building would have multiple tenants and be built in an existing tax increment finance district.

The proposal comes before the city council Monday.
