Monterey not a sure skateboard site

— A site for a proposed skatepark has long been on shaky ground, and Monday’s 5-2 city council vote to put it in Monterey Park still doesn’t put it on solid terrain.

Council member Frank Perrotto voted Monday night in favor of the Monterey site, but he said Wednesday he considers it only a proposed location.

“I want to make sure when we build this that it’s going to be used and we have no regrets,” he said.

Council members Monday raised numerous concerns about Monterey:

-- Flooding. The proposed site floods, so staff said the park would likely be elevated. Flooding probably would preclude a bowl construction.

-- High water table. Council members wondered if freezing and thawing would crack the concrete.

-- Goose droppings. The park is a popular hangout for the large fowl.

-- The safety of young children who attend nearby Wilson Elementary School. Council member Yuri Rashkin said Monday a suggestion to close the skatepark during school hours doesn’t make sense.

-- Site size. The skatepark would encroach on two practice fields, one of which is used by the Wilson football team.

“I think we’re trying to plunk something in an area and make it fit where it really doesn’t,” council member Russ Steeber said at the meeting.

“If you don’t have a bowl, you’re selling yourselves short, putting money into something that wouldn’t be worth the effort,” he said Wednesday.

He and council member Tom McDonald voted against the Monterey location.

For the others, reluctance to again override a site recommendation from the leisure services committee might have contributed to their votes in favor of the Monterey site.

Council President Bill Truman, a member of the leisure services committee, warned Monday that several committee members are frustrated.

“Why serve on these committees if the council is not going to consider what we did?” he asked.

The search for a location goes back years.

The council in 2005 chose Palmer Park as the skatepark site, disregarding a leisure services committee recommendation to put it across from Lions Beach. The chair of the committee quit over that decision.

Soon after, council members questioned Palmer Park as a site and suggested that a central city site might qualify the park for federal block grant funds.

The council asked staff and the leisure services committee to do a second search. Two frontrunners surfaced—Monterey Park and a site near the batting cages on Jackson Street. The cages soon will be moved. Staff has since found that federal funds are not available for a skatepark.

The committee eventually recommended the Monterey site, which already has bathrooms. Building bathrooms at Jackson Street would increase the cost by about $100,000, staff said.

Roger Streich, who is raising money for the skatepark with his wife, Fern, told council members that he hopes to build a premiere park where tournaments can be held. He prefers a Palmer Park site.

Streich said the council should pick a site based on the kind of facility the community wants rather than pick a site and then force the skatepark to fit.

Streich has raised $26,000 in five years, and the council recently promised Streich $50,000 if he could raise $250,000 by the end of the year.

Streich has said that the council’s indecision on a site hampers fundraising.

Tom Malone, management analyst for the city, said staff now will meet with the skatepark committee and Wilson staff and do soil tests.

“We feel that the site offers a lot of amenities,” he said. “The design wasn’t something we looked at.”

I'm sorry if you think I'm snobby. I just think it is an injustice to child when a parent doesn't try to ensure their kids live a better life than they did. I grew up in the "cycle of poverty" where my families example taught me that it is okay to live a life of struggle and blame all my problems on the system or the rich people keeping me down. Luckily, I had a positive influence who showed me that there is a way out by valuing education and working hard. What makes America the greatest country in the world is that you are only bound by yourself, not what you were born into.

I was referring to your two comments "...people can volunteer to supervise, I would" and "...grade schoolers swear and smoke, where have you been hiding?"
The former indicates you would volunteer and the latter indicates you accept grade schoolers smoking as just a part of growing up.

I get the swearing, but the smoking? I think you meant ....grade schoolers WITH POOR PARENTAL GUIDANCE...smoke..."

JMO: I wouldn't want a parent who accepts a grade schooler smoking as a norm to supervise any kids.

With very few exceptions, kids tend live by the standards their parents represent. I thought the goal of a parent was to ensure your children live a better life than you by showing them a a better way through sacrifice?

File this project along with the unreal local politics of Janesville's sidewalk "plan" and the ice arena concept (debacle?--good riddance!), and the County's "Coroner vs Medical Examiner" celebrity death match--all under "I" for "(In)decision."

At least with recent powerful state legislation we'll eliminate Indian Mascots (like Shiva, Vishnu, and Lord Ganesha, I presume) and put a stop to school bullying once and for all--just like we the successes we've had in stopping gangs, illegal drugs and drunk driving, making everyone wear their seat belts, rotate their tires and floss their teeth.

Maybe someday we'll even get people some jobs again (or at least make them work for their handouts!).

Justme46, by the way, my name is Karen. I am all for the skate park at Monterey. As I have said in previous posts (that were shut down becuz of idiotic posts), kids could frisbee golf at Lustig park then walk to Monterey and skate or skateboard. Pre-teen to teens, probably. It can be supervised if the ciy wants it to be or people can volunteer to supervise, I would. It would be well lit at night also. There is always people down there, fishing, running, walking, biking, football in the stadium part. I see nothing wrong with this idea and a lot right with it. JMO

Newflu owns the Pipe, that is why he is against the new park. He gives my step son a hard time because he did not buy his skating stuff from the pipe, and that is why he does not go back. Hey Newflu how much business have you been losing?

Again Janesville has a great indoor skatepark. Called The Pipe Skatepark. Most Cities do not have that! So "rock on janesville" dont waste tax payer money on something we dont need. Thank you.

beloit built their skateboard park years ago when the city was awash in CASH. in the year 2010, cities throughout the nation are STRAPPED for cash. WE DON'T HAVE THE MONEY! bottom line.

I agree that the time for a skateboard park is not now. However, the city has given the Skateboard Friends a tall order. You raise the money, and the city will provide a location and a small sum. My opinion is to start small and if there is a larger need for the sport, then build something larger. BTW, if the street that is going through the park is good enough to build for cars, then it is safe to build a skateboard park regardless of flooding. And, if you are worried about "bringing your kids" to that location; guess what. They will go their regardless. Build it and they will come - if there is a need for it.

I don't get it...is this about location or money or need? or all three? Beloit has a nice outdoor skate park. Why can't people drive their kids there? And since I consider skating a "sport" how about if this thing IS built in JVL, put it in the SPORTS COMPLEX. I don't think near an elementary school is a good idea. Teenagers smoke and swear and graffiti. I don't think that's good for elementary kids. My bottom line is this: Right now, a skate park is not what Janesville NEEDS. It's probably close to last on my list of Jvl needs. If there were a referendum on this...i'd have to vote "no." For now, anyway.

Streich now blames his inability to raise cash on the city council's indecision.
hmmmmmmm.
He has only raised 26k of the $250,000 he needs (over 6 years (counting 05 and 2010).
If there was interest, he would've raised the money.
There isn't.
And the city is broke.
What part of NO do they not understand?

I think most of you against the skateboard park stereotype skateboarders. you blame them for all your problems . you ban them from downtown etc. But hey football or hockey, now there's an all american sport we can get behind. The city is contributing spit to this five year delayed project.I don't even think the skateboarders have been asked for any imput in the design let alone the location. But in the meantime [and I do mean MEAN] Lets worry about the little kids getting harrased by the boarders and lets not forget about the wildlife interuption cause I know it's more than the eight lane or whatever I-90 proposed rockford to Madison will be. and anything else that we can throw at this project.That's American, complain about stuff that has'nt happened yet.

The article suggests "where the community wants it", well, i'm part of the community and I think it's a waste of money. Do something for the kids, but spend the money on something ALL kids can utilize.

Are you guys drunk? The Pipe is a horrible place that is NOT well supervised. Have you seen all the graffiti that lines the area upstairs? Full of obscene language and drawings of penis's and girls phone numbers. The only adult I see there I have NEVER seen leave the office and gave me grief because I didn't buy my sons skateboard from him. He doesn't require ANYBODY to wear a helmet, no matter how young - and the kids have free run to behave however they please. If you want to see a well run park go to 4seasons in Madison.

So I am not a skateboarder once so ever. My opinion on an outdoor skate park is that it really isn't needed. I highly doubt it would stay supervised. Also, it snows half the year, and rains for part of the other half, leaving the outdoor park to only be used for a few months of the year! I have been to the Pipe before, and it is always supervised! I have seen kids of all ages there and all respected. I'll never forget watching a teen teach a 7 year old how to do tricks!
