Sex offender released in Rock County

JANESVILLE A sex offender was released Thursday in Rock County, according to a news release from sheriff’s office.
Rick A. Clark, 38, was released Thursday to Rock Valley Community Corrections, a halfway house at 203 W. Sunny Lane in Rock Township, between Janesville and Beloit, according to the release.
Clark was convicted in 1996 in Jefferson County of:
-- Two counts of second-degree sexual assault after touching and having sex with a 17-year-old girl and touching a woman. Both victims were sleeping and both lived at his residence.
-- One count of third-degree sexual assault after touching and attempting to have sexual intercourse with an adult female acquaintance. The victim was intoxicated and sleeping.
Clark is white, 6 feet tall, 255 pounds with blue eyes and blond hair. He must have no unsupervised contact with minors, not visit bars or liquor stores, not consume alcohol or drugs and cooperate with electronic monitoring.
He also is a lifetime registrant of the Sex Offender Registration Program.

he shouldnt never be out in the first place and we have enough of these sick people in this county. iwould rather live next to a drug dealer than a pedifile

If his crime was committed, and he was convicted in Jefferson County.. then why are we in Rock County. I could have sworn I read somewhere in the State Statues that, "they (sex offenders) are suppose to be released back to the community where they were convicted." Did I miss the memo, and that's no longer the case?
