Sex offenders spooked on Halloween evening

— The homes of 70 registered sex offenders under the watch of the state Department of Corrections were visited Halloween night by law enforcement personnel who were in no mood for tricks or treats.

Seven violators were arrested and taken to jail for violating the rules of their supervised release.

Warrants were issued for another two for not being home when guys in real uniforms showed up at their homes for unannounced visits.

More than 10 percent of the registered sex offenders visited were arrested, said Walworth County Sheriff's Capt. Scott McClory. He is an organizer of what has become an annual law enforcement event.

Registered sex offenders cannot participate in Halloween, hand out candy or answer their doors if masked goblins come knocking. They are not allowed unsupervised contact with children.

The state Department of Corrections gives registered sex offenders signs that say "Trick or Treating Not Allowed at This House."

If the notices are not posted, it is considered a violation of the sex offender's rules of supervision and could result in sanctions, such as being returned to incarceration.

"It's very important to protect the community as best we can by cooperating with other law enforcement agencies and the state Department of Corrections," McClory said. "Children who are trick or treating are vulnerable to people who have been convicted of sex crimes."

McClory explained that a supervised registered sex offender is actively being monitored by the office of probation and parole.

Those offenders must register with the nearest law enforcement agency and disclose the locations of their homes and jobs, McClory said.

On Halloween, offenders must be home an hour before, during and an hour after trick or treating times in the communities where they live.

This was the second year of the law enforcement effort known as Operation Trick or Treat.

The agencies that participated this year were the Walworth County Sheriff's Office and police departments from Whitewater, Elkhorn, Bloomfield Township, Walworth, Sharon and Darien.

The seven men arrested are:

-- Joseph P. Chapin, 53, Sugar Creek Township.

-- Brent J. Morse, 44, Delavan.

-- Matthew L. Camp, 19, Elkhorn.

-- Steven J. Moore, 26, Sharon.

-- Thomas E. Kemp, 55, Sharon Township.

-- Walter J. Opper, 26, Lake Geneva.

-- Terry L. Harmon, 49, Lyons Township.

According to police reports, Opper was sent to jail because probation agents found he had several candies at his home that were available to hand out.

Camp was found to have not properly posted his "no trick or treat" sign and was taken to jail.

McClory could not say why the others were taken into custody, but none had committed violations beyond Halloween-related rules.

As of Wednesday, only Moore remained in jail, according to the daily jail roster. It could not immediately be learned what happened to the others.

I agree, justmy414. Did anyone watch the news and see the new survey? Kids that text more have more sex! Now come on! How can they determine that? I say kids that drive have more sex, just hop in the backseat! JMO

Actually in Wisconsin, age 17 is when the adult criminal system takes over. So the 17 year old is automatically charged with crimes as an adult and at the same time is too young to consent to sexual activity. So in your example, the 18 year old gets charged with sexual assault, and the 17 year old could be charged with sexual assault if the partner were 17. Marriage, consent of the minor and misunderstanding of the age of the minor, even if the minor affirmatively lied (including showing ID of herself over age 18) are not a defense to the charge. The old phrase "jail bait" is more alive than ever in a society where teen sex is increasingly accepted. Everywhere except the criminal system. Many states have a "Romeo and Julliet" clause in the sexual assaul, prohibiting charges when the act is consentual and the parties are within 5 years of age of each other. We should have one too, but legislators are too afraid to look soft on sex offenders to take it up.

People have been using as example the hypothetical case of an 18-year-old high school senior having sex with a 15- or 16-year-old freshman or sophomore. Let’s draw a finer line. What about two dating high school seniors having consensual sex, where one is 17 and the other just turned 18? Should the 18-year-old boy or girl be arrested and labeled for life as a sex offender? Is the law still the law?

35 years ago, as an 18-year old, I had a relationship with a 17-year old. I've been carrying this guilt all my life! Where do I turn myself in.

Since the legal age of consent for sexual activity is 18 in Wisconsin, even if the 16 or 17 year old was a completely willing participant it would be prosecuted at "without consent".

schnckstac1, how would you propose labeling them then? Different color jerseys? Tattoos on their foreheads? No one knows that while trick or treating. The creeps should learn to follow the rules of being a registered sex offender, plain and simple.

future...I have been a victim myself and they were never arrested. Actually the police assused me of lying!! So, I understand where you are coming from, BUT the point you are NOT seeing is sex offender does NOT mean pedophile! A sex offender is someone who has been arrested for ANY sexual crime. This can be from flashing someone to violent rape. A pedophile is someone who goes for children PRIOR to puberty. A hebophile is someone who goes for a child POST puberty!! Do you really think that a guy who is LABELED a sex offender because of flashing someone should suffer the same consequences as someone who has violently raped someone?? Should that guy who was 17 0r 18 and had an under-age girlfriend 10-20 years later(after therapy completion or whatever is required) not be able to go with his wife and kids trick or treating?? Should the guy who flashed someone not be able to participate in his own children's functions years later? Yes, there are sex offenders we should be concerned about. Do you realize they fall under a thing called special bulletin release? This is where everyone is contacted before they even move into a neighborhood. It is posted in the paper, etc. There are different levels of consequences for TRYING to murder someone and ACTUALLY doing it right? If you really think about it, it really just takes an open mind, maybe a little research, and some common sense to realize not everyone should be labeled and feared!

futurerichguy - That is exactly what she claimed, nothing more. But she wanted the guy prosecuted to the hilt !!!
It's not my place to put his name on here for any purpose. Whether the justice system failed or not, it would totally be his place to try having the label removed.

guest1234, I used the WI Circuit Court web-site and according to that, the crimes committed by Camp were in 2008, so he would have been 17 or 18 depending on when his birthday is. I'm sure the father of the daughter who was violated by Camp is glad to see him on this list.

I'm not defending people convicted of crimes, but for what it's worth...

I looked up Mr. Camp's case. He was convicted of 4th Degree Sexual Assault, two counts, and Disorderly Conduct. 4th Degree is non-consensual touching (looked that up too), and is a misdemeanor (max punishment of 9 mos each count, yay Google). According to an age calculator, he was all of 15 years old when whatever it was that went on happened. Again I'M NOT SAYING ANYTHING ABOUT ANY PERSON'S GUILT OR INNOCENCE, nor am I defending people who abuse others for sexual gratification.

Now, I don't know this person's, or his history, but it's difficult to paint every person in this article with a broad brush. One punishment does not fit all.

schnckstac1, I have a family member who was a victim of a sexual offender, everyone knew about it, and yet the guy was never prosecuted. You want mercy for these predators, but you need to realize that their actions destroy lives. I would not support any sort of amnesty or statute of limitations for sexual predators. Also concerning truth, I would add that not only does it bring peace, but truth is an end in and of itself.

The unfounded fear of all "sex offenders" is very disappointing!! There is a difference between a pedophile and a sex offender! Half the reason they make these rules is because of this fear! If society would just look at the facts and stop judging based on fear alone they would see that out of all of the "sex offenders" out there only a very very small percent is violent or has a huge chance of re-offending! REALITY is they DO keep these people locked up or they are called a special bulletin release and society is notified of a release and supervision is huge!! As a mother, why do I want to make my children scared of some guy down the block because 10-20+ years ago he had an underage girlfriend?? Why do we assume ALL sex offenders are out to get everyone's kids? If people used their heads they would realize it's the people they have NOT caught we should worry about! It's usually someone we know! I am so sick of reading and listening to everyone be so hateful! And then we wonder why kids bully?? Maybe it has to do with how we treat eachother as adults!! And I swear some people only post on here to bicker and judge others! And to the one who says to lay the guy's name out.....truth brings peace or something like that you say?? Huh!? I beg to differ!! Truth usually brings more anger because then people have to face being WRONG and are usually not humble enough to admitt it!!

fanoffun10, if what you say is true I would think the person in question would want this story to get out. Truth brings peace. Either way, there are always going to be examples of people whom the justice system has failed. My assumption though is that this person has stated it was only a "butt grab", but the victim probably said it was much more than that.

I'm not going to list someone's name on a news blog futurerichguy. That wouldn't be right. But I KNOW first hand a guy who was charged, prosecuted, and is a registered sex offender for a single "butt grab" in Union Tap, in 1994 or 1995. It is a fact, but the name of the guy you are going to have to find on your own. It's not a friend or relative of mine, but I'm not going to smear a guy who has a family & trying to live a normal life with this label.

TJRockCounty - Not enough coffee this morning or too much ? Never said I didn't understand it, nor did I say it was ok, acceptable, or the law should be different. I simply pointed out a butt grab, gets you the same label as a forcible rape of a child.

I guess baseball, football, soccer, hockey, and basketball players are sexually assaulted numerous times by teammates and coaches after performing well. I am sure there is a group out there wanting to ban these rapes on tv, right ?

ithappens/ You may not have to report where you live after being convicted of having a gram of cocaine but in Janesville, the authorities KNOW where you live. The Drug Enforcement Unit makes it a practice to know, they just aren't leaving it up to you to tell them.

There are different classes of sex offenders, but they are all labelled the same.

Did you know grabbing a butt is a sex offense and you are labelled the same as a child molester ? One butt grab in the bar and you are now "Chester the Molester" for life.

If they are too dangerous to hand out candy....why are they roaming free? If they are rehabilitated and fit for society, then who cares if they hand out candy? Does it really matter? Its all been decided in court, if they are out free they are not a threat. Theoretically.

So someone who is 35 now, should have to post a sign in his or her yard year round, never be around kids unsupervised, and have to be a registered "sex offender" because 17 years ago, when they were 18 years old, they had sex with their 16 year old girl or boyfriend? Apparently none of you know of any instances where a junior in high school is dating a freshman in college, or a senior is dating a sophomore? Yes, the older one is clearly a sexual predator who needs to be locked up for years and upon release monitored constantly...

There is a HUGE difference between the situation I described above and a creepy old guy molesting 5 year old's for years.

And yes gonefishin, clearly I MUST be
a sex offender because I don't believe in lifetime punishment for 2 high school kids having sex.

think of it this way it could be a senior in high school and a sophmore in high school. That doesn't sound as bad. I never said it wasn't right I just don't think a kid should be punished for the rest of his or her life because 1 time they thought they were in love and had sex. That is totaly diffrent than some snake wanting to touch small kids who don't even know what sex is!

Shorty I agree with you the men who were horny boys having sex with 15 or 16 year old girls(even though it is against the law) should not be labled as the sick roaches that like little kids. I also think they should have to post a sign or maybe some sort of symbol year round.
