Janesville Post Office Undergoing Remodeling

The Janesville Post Office is undergoing remodeling expected to last through early August.
The reason is mail volume has decreased by 20% since 2007. Postmaster Jon Buchholz says workroom space will be reduced by almost half. The new lobby will feature 24-hour access to P.O. boxes, an Automated Postal Center, and self-service kiosk. Mail collection boxes currently on the island in the front parking lot will be moved to the rear parking lot.
The remodeling is expected to save the $3.7 million over a 10 years period.

But what is the cost of this going to be here in the now, and is this something that could've waited until the economy gets better?
And if by going smaller and more efficient will this mean layoffs? 24hr access to PO boxes doesn't sound like it's something that's needed or for that fact even secure, are there really that many people that need access to their PO boxes at say 3:00am?
I'm glad it will save money in the long haul but what is it going to cost taxpayers in the meantime?
