Chief wants OWI arrestees monitored for alcohol use

WASHINGTON -- On style, the second presidential debate was a draw, a riveting boxing match. Almost literally, the two boxers confined within a ring of spectators, circling, hurling stare downs and feints. Except for the referee’s clumsy and heavy-handed interventions—breaking up flurries that were just getting interesting—it might have won the prize for the most entertaining political display since the last donnybrook in the Taiwanese parliament.
