On Janesville City Council agrees to zoning change for Rock Theater

BW "Wortnik, are you saying that the city council cannot overrule the planing commission as easily as they can overrule the city staff?"
- Poorly worded question - In The case of Menards the Planning commission was the final word. Unless the applicant filed an appeal with the Zoning Board of Appeals. If the ZBA upholds the Plan Commission the Applicant then has the right to go to court.Check out Marwood vs BLM. The City Council has "no easy way to overrule" the Plan Commission in this case. I suppose if the council was so incensed by a plan commission decision they could attempt to not renew the commissioners when their term ends. Not easy

"Ultimately, it's the city council that answers for all of these decisions since the planning commission and the city staff, manager included, answer to them by law."
- Key Word: Ultimately, Duh
"Since there is no mayor, the city council sets all policy, either directly or by delegation of authority. And as I said, this decision, in light of the decision that the council let stand regarding the Menards' property, is inconsistent. The council can't side step it's responsibility by blaming the planning commission."
_ I do not recall the council blaming the Plan Commission in regards to Menards and they reinforced the PC decision by rezoning the Rock Theatre.

Billw
The Plan commission made the Menards decision. No Council involvement.
The Plan Commission made a recommendation on the Rock Theatre rezoning and the City Council made the decision to rezone.
The city staff was consistent in not recommending either project.
gazettefan is correct. the details of each decision (more than reported in the Gazette) has plenty of relevance in two completely different projects.

On As part of designation, DNR will stock Lions Pond with fish

Thats what the story says John.
Kids under 15 and disabled people only can fish for 6 weeks mid march to early may 2014 after that it is open to all. You may qualify based on your disabilities (Does not appear to be limited to wheelchair bound). I would also think you could go with your grandkids as long as you don't dip a line in the water for yourself.

On Janesville vs. Menards

My point is obvious. It is Menards building and they plan to do basically nothing at all to improve it. Period.
Monterrey Hotel is another kettle of fish and adds nothing to this particular argument except to confuse the issue at hand.

Those of you who support Menards realize, I'm sure, that Menards was not going to spend one dime on exterior renovations. Is only going to seal the parking lot cracks. Was only going to take down the sign because the City was demanding it. Wanted to allow outdoor storage of cars boats and RVs. Was only planning on hiring one employee. was only spending the least necessary to divide off the interior. I am sure this was common knowledge to all who support Menards in this proposal.
