Rock County highlighted at jail conference
Rock County Sheriff Bob Spoden and the Rock County Sheriff’s Office reportedly played a big role in November’s Wisconsin Jail Administrator’s Conference.
Spoden led a discussion about the importance of jail alternatives instead of incarceration to reduce overcrowding.
He highlighted the county’s electronic monitoring, RECAP and Workenders programs.
Capt. Russ Steeber, Sgt. Brent DeRemer and correctional officer Janel Karstetter also led breakout sessions.

The electronic monitoring, which allows convicted people to serve their time in the privacy and comfort of their home, is a good alternative for low level crimes and driving offenses. But it often puts people convicted of battery, or serious repest drug offfenders out with little consequence if they screw up.

Such a great innovative program. Thanks Sheriff Spoden for allowing these programs. It's nice to have such positive recognition of Rock County by the other Sheriffs Departments in Wisconsin.

Clearly we should be proud of these innovations. Not only are we finding out what works and what doesn't work, building data that other jurisdictions can study, we're saving taxpayers money and making sure the jail always has room for sex offenders, drug dealers, and batterers.

Given all the other things Rock County is enduring right now, it's great that we're becoming known for something positive like this.
