Janesville homicide suspect appears in court
JANESVILLE -- A Milton man accused of killing his ex-girlfriend in Janesville's Fourth Ward neighborhood was ordered held in the Rock Couny Jail this afternoon on $1 million cash bail.
Kyle E. Hicke, 37, of 108 Forest Lake Drive, Milton, made his initial appearance in Rock County Court.
He was charged with first-degree intentional homicide, first-degree reckless endangerment, possession of a firearm by a felon and attempting to flee or elude an officer, according to the criminal complaint.
Hicke was arrested Wednesday morning after a high-speed chase throughout Janesville and Beloit, police said.
He is suspected of fatally shooting his ex-girlfriend, Erica M. Ostenson, 25, Janesville, at 9:16 a.m. outside her home at 412 1/2 S. Academy St., police said.

As a citizen of Milton who lives quite close to the Hicke's, I am concerned about the family posting bond. Does anyone have information on whether they would keep him on house arrest or any form of physical restriction if released. Also, will the public be notified before he is released? He committed this crime out of anger and desperation. How much more desperate and angry would he be if released and facing life in prison? He would have nothing to lose.

well i feel really saddened for the little boy geeze look what he has to live with,the subject wanted his mom to hurt like he was ,well in a sence she is look what that little boy has to live with,my granddaughter came home from school with a paper about it, he goes to school where she goes she was really saddened .my feeling go out to her mom and his family its awful thing to go thru,my commendations to our janesville police dept job well done

26 weeks of group on educating them on power and control. It is too late for those who are in prison for murdering there girlfriends or wives and the women who have lost their lives but what about those who are still living in fear in their own homes? And men who are getting a slap on the wrist for domestic violence related crimes

This man is a violent offender. His court records show that. It's a shmae that poor girl didn't call the police to report the repeated threats. He will get life for this needless killing. It's also a shame that Wisconsin isn't a death penalty state, this murderer deserves it.

My sincerest sympathies to all who are affected by this horrible tragedy.
Thank you to all law enforcement officers who risked their lives and did an excellent job. It's great to see overwhelming support for them.
Regarding educated vs non-educated, some of the people I know who do not have post-high school education have an enormous amount of common sense, moreso, than those highly educated.

Scenario. Police shoot driver of fleeing truck going 90 mph. Truck goes out of control, smashing into at least three vehicles, killing two adults and one child. Truck then jumps a curb, crashes into a house, explodes into flames, seriously injuring two elderly people eating breakfast.

All I have to say is I do not have a degree so I am uneducated. However, I do have feelings and opinions that being said I am glad he is in jail I hope he stays forever. And great job to our police departments. I am glad to hear this little boy is being taken care of could you imagine if he had no one. God bless the family.

It seems like those with all of the answers have no idea about the judicial system, what it takes to be a successful lawyer, and certainly how difficult the district attorney’s job is. I would like to say I agree with you, that the PD could have done what the people of Wisconsin choose not to...(trying to write this in a manner that won't get deleted by staff) BUT...I would prefer that they sent him into a tree by himself at 90 MPH rather than having a 90 MPH pickup that is effectively driverless and 100% out of control had they used the more cost-effective method. That could have turned into a much bigger tragedy.

Hey Miltonguy, just in case you have forgotten (or never really knew in the first place) the obligation of the educated district attorney -who's job is surely one of the toughest out there, especially in cases like this- is to serve the people (or "idiots" as you said) that are posting their opinions on this blog as well as the victims and family members of the victims in this tragedy, some of whom happen to be friends of mine. I am assuming that you have had one hell of an educational experience to say such things as "a post like this comes from someone without a college degree", but let me tell you, your education has obviously failed you because really, you are the one who sounds like an idiot. This tragedy has turned our community upside down, and we DO have the right to post our feelings and expectations of our public officials in this matter. I don't agree with most of what gets said on this website either, but MY college education taught me that since I was lucky enough to have the opportunity to have an education, I now have a responsibility to serve my community, not to demean them with my "credentials". So why don't you use a little bit of the wisdom you must have gained at Harvard or wherever your entitled ass went to school and go away now. And quit using the name of my home town in your username, your dragging it through the mud.

Yes, the PD people involved kept the public safe. Good job boys and girls, "high fives" all around...
However, when the use of deadly force is ok'd, why did they decide to wreck two patrol cars trying to stop him??? It would have only taken 1 bullet from the guns they carry that would have not only stopped the chase, but saved we the taxpayers a TON of $$$???!!!!

I do understand the outrage that Hicke received bond. But unfortunately Hicke has rights until he his proven guilty. I can assure you this loser is not going to be able to post the bond. He probably doesn't have a pot to p**s in.

The Eighth Amendment to the Constitution of the United States bars excessive bail. Wisconsin law requires that bail be "only in the amount found necessary to assure the appearance of the defendant". Bail conditions may be imposed to protect the community, and if they are violated, bail is revoked. In the rare cases where a defendant is believed to be dangerous to the community at large, bail may be denied.

Hicke won't be posting bail. You have to post the full amount in Wisconsin. I really want to commend the Janesville Police Department and the Rock County Sheriff's Office. They did an awesome job getting this idiot into custody and keeping the community safe. We really don't commend our police force as much as we should. Thanks to all of the officers involved!! Great work!!!

Bail agencies usually want 10%, so he'd need $100K plus fees. Rock Country still gets the million. I've never done it, so I'm not 100% sure.
