Governor’s legal adviser doesn’t have Wisconsin license

MADISON, Wis. (AP) — The senior legal adviser to Gov. Jim Doyle doesn’t have a license to practice law in Wisconsin.

Chandra Miller Fienen was named to the office of legal counsel in 2008 after working at the state Commerce Department. Miller Fienen was formerly a lawyer in California.

Doyle’s office says Miller Fienen doesn’t need a Wisconsin license because she only advises the governor on issues and doesn’t represent him in court.

Veteran Milwaukee attorney John Finerty says legally advising the governor is, in fact, practicing law.

"You don't have to have a license to work...
All you gotta do
is apply for one.
The state law says that
you can work ...
while they're processing
your application.
They got a ten-year backlog.
They'll never find out. All you gotta do
is keep changing your job title.
Like, uh, from Casino Executive
to Food and Beverage Chairman.
They take your application,
they put it at the bottom of the pile.
I know guys been workin' there
for years, don't have a license." ;-)

Doyle himself is an Attorney as well as formerly being the Attorney General of Wisconsin. For him to say he was unaware that she was not licensed in this state doesn't pass the smell test-or any other test. Of course he knows what the licensure requirements are. For example, I am a licensed real estate broker. Suppose you asked me what the license requirements are and my answer was "I don't know." You would not believe that, would you? Of course not. Both Doyle and Miller-Fienen should be investigated, and if there is probable cause which in her case is obvious and in his case likely then they should both be prosecuted. In addition to that, impeachment proceedings should be begun against Doyle.

You mean the story that was posted a whole hour and a half AFTER I posted my comment? Again learn to read. Plus after it was learned that she didn't have a valid license it was Doyle's OWN office who downplayed here role as legal counsel and started calling here an adviser instead. Do YOUR research!!

exFIB, may statement comes from the very first line of the story, "Gov. Jim Doyle’s chief legal counsel..." Am I to believe this means she is -not- legal counsel? Just saying!

Jakoi, read the very story you're posting on....

"The senior legal adviser to Gov. Jim Doyle"....

"Doyle’s office says Miller Fienen doesn’t need a Wisconsin license because she only advises the governor on issues and doesn’t represent him in court."....

Sounds like an adviser to me, or is the Journal Sentinel (the source of the story for the Gazette) wrong too?

Who's ignorant now? I hope you learn to read soon. It helps with the smack talk a lot.....

Before all you legal experts go off half-cocked could the Gazette please answer the question about a licensing requirement for the post in state statute?

If this is just more whinging and creebing by WisGOP then it can be dismissed as easily as most of their other statements. If there is a statutory requirement that an advisor be licensed then we need to find out how and why she's held the post.

More reporting is needed. More finger pointing isn't.

Psst, exFIB. She is paid to be his chief legal counsel. Please do your research before making false statements, and take your ignorance elsewhere. Tata! (source: http://gazettextra.com/weblogs/latest-ne...)

Any truth to this statement?? Just asking.
.
Anybody opening an office downtown (or anywhere) "advising" people on legal matters wouldn't get off like that. Even if they didn't "represent" them in court.

Much ado about nothing? Doyle was a former Attorney Genaral for cryin' out loud. If anybody should know better, he should.

But did he appoint her because her daddy is a powerful state senator?

http://www.fox6now.com/news/sns-ap-wi--g...

Also it was reported that her salary was in excess of $100,000, not to provide counsel, but to "advise".
100K to advise..... your tax dollars at work again.

This is much ado about nothing. Obtaining Wisconsin licensing is a formality (which I agree she should have done) if you have been in practice in another state.

.
If there is no constitutional requirement that an adviser have a law license then no violation has taken place.

From http://www.wispolitics.com/index.iml?Art...
.
"Chandra Miller Fienen, often described as Governor Doyle’s chief legal counsel, is not legally licensed to practice law in Wisconsin.
She was formerly licensed to practice law in California, but that license is currently suspended because she no longer resides or practices in that state. Chandra Miller Fienen is the daughter of Democrat State Senator Mark Miller, the powerful Co-chair of the Joint Finance Committee."
.
So, was this a quid pro quo deal, like so many of those no-bid contracts Diamond Jim awards, or is she a a slender Monica Lewinsky-style assistant?
