Campaign finance law challenged
MADISON — Wisconsin Right to Life has filed a federal lawsuit challenging a new state law that increases the amount of public money available for Supreme Court races.
The lawsuit, filed Friday, claims the law violates free speech rights under the First Amendment.
Wisconsin Department of Justice spokesman Bill Cosh had no comment.
Common Cause in Wisconsin director Jay Heck said the legal challenge was expected, but he expects the law to be upheld. He said the lawsuit has nothing to do with the First Amendment but is rather an attempt to drown out voices of candidates and voters.
Wisconsin Right to Life attorney Jim Bopp said under the law, the speech of third parties is chilled because spending money on one candidate will trigger public money for the opponent.

You can block some automated dialer calls by placing the phone company S.I.T. (Special Information Tone, see http://privatecitizen.com/sit.html for more information) for a disconnected line at the beginning of your answering machine's message.

Play it on my computer while re-recording your answering message, followed by your regular message or something like "Hi, it's <state your name>. If you are not a telemarketer or solicitor or poll-taker, please leave your message when you hear the beep."
I'm sure the automated telemarketers will find a way around this blocking method, but at least they will have to spend some time/money to do so. It also leaves a pretty clear message to human telemarketers not to waste a lot of time calling back.
