Group seeks driver certificates for illegal immigrants

Feb. 13--A coalition of groups today stepped up its effort to convince Gov. Jim Doyle to allow illegal immigrants to obtain certificates that would allow them to drive and get car insurance.
About 20 members of the Wisconsin Coalition for Safe Roads went to Madison today to deliver 2,735 signed postcards asking the governor to make the change in his new budget.
“We call on Gov. Doyle to not fund the REAL ID Act, which is a federal unfunded mandate that would cost the state an estimated $22 million, and instead allow certificates to be issued to ensure public safety on our roads,” said Christine Neumann-Ortiz, director of Voces de la Frontera, a member of the coalition.
“We’re not talking about criminals here, but working people who need to drive to New Berlin and Mequon to clean buildings, or take a family member to the hospital and to do so safely and with insurance,” said Tony Baez, president and CEO of the Council for the Spanish Speaking, another coalition member.
Because illegal immigrants can’t get Wisconsin drivers licenses, scam artists try to sell so-called international drivers’ licenses to low income families, Neumann-Ortiz said.
Congress passed the REAL ID Act in 2005. It requires all states to check a person’s immigration status before issuing a drivers license or state ID. Only drivers who are citizens or have legal status can qualify.
In response, Wisconsin passed a law in 2006 that required proof of citizenship or legal status, including a Social Security number, to get a driver’s license. The REAL ID does allow states to issue a drivers license certificate to residents without Social Security numbers.
The certificate could not be used as federal identification for boarding an airplane or entering a federal building.
Since 2005, more than 40 states have considered legislation that either opposed REAL ID or urged Congress to amend or repeal it, said Ortiz. Some states, like Utah and Tennessee have enacted driver’s certificates, said Neumann-Ortiz.

One of the biggest problems with illiegal immigrants is the reluctance of many of them to assimilate into the American culture. Think about it. They leave their country because they don't like it there. Then, when enough of them are here, this turns into the very thing they were trying to escape in the first place. Another little nugget...if all of those drugs and people can be smuggled into the U.S., what else might come across that border? Then ask the people from Guatamala what happens when they try to cross into Mexico illegally. I can assure that they don't get a driver's certificate.

Few cases better illustrate how dysfunctional this country's immigration and “justice” systems are today than that of Roger Barnett - a Cochise, Ariz., man who is being sued in federal court by a group of 16 illegal aliens who accuse him of violating their “civil rights” for holding them at gunpoint after catching them trespassing on his property.
The illegals, who are suing Barnett with the assistance of the Mexican American Legal Defense and Education Fund (MALDEF), seek $32 million for civil-rights violations, the infliction of emotional distress, and other things - $1 million in actual damages and $1 million in punitive damages for each of the illegals who were purportedly “victimized.”
One of the illegal aliens seeking to collect his $2 million is Gerardo Gonzalez, 38, a convicted drug dealer; in September 1993 he was convicted of possessing a controlled substance for sale and was ordered deported back to Mexico.

Oh, yeah, just remembered something else the DMV said (thank heavens I got an employee who loved getting the TRUTH out!!)....There are only 4 or 5 states left that issue licenses to illegals, and 2 of those are now looking at getting rid of the horrible practice. So that would magnify moreso the illegal magnet effect of letting Wisconsin issue illegal alien driver certificates. Also, the DMV said we should all ask the state of TENNESSEE how their driver certificates worked out...I guess it was a big mess! And, as a few have already noted...they still won't buy insurance, because when you're illegal, it's way easier to just avoid consequences than face them. That's what you do everyday...avoid consequences. So, it's easier to move to another rental and go without a phone so the injured party after a crash can't locate you and your illegal butt. I say the state patrol, all county cops, all local cops, and all DMV agents undergo federal 287(G) training and start nailing these illegals when they pop up for air!!

The DMV also revealed to me that the only way they can do a darn thing about illegals that come into the office is if they...a) admit they are illegal, b) claim to be legal but are unable to produce documents within 30 days, or c) claim to be legal but then produce bad documents or lie on their application for license or ID card. THE KICKER?? Even then, the DMV personnel CANNOT KEEP THE ILLEGAL'S LICENSE OR ID CARD unless the person ADMITS THEY ARE ILLEGAL!!! And who's going to do that at the counter in front of everyone?? So basically illegals can walk in and out of a place THAT CHECKS FOR LEGALITY without ANY CONSEQUENCES!! And what's worse, the DMV told me that in many parts of the state, the local police/sheriff won't even respond or will take so long responding that even calling the police doesn't usually do anything to the illegal, and even if police come, they will avoid the extra hassle of "no habla" illegals by just turning them loose once they take them outside of the DMV!! UGH!! I also found out that even the ones who can't produce documents in 30 days don't even have their licenses/ID's cancelled in timely fashion most of the time...due to staffing shortages, illegals license/ID status in the DMV computer can stay valid for months after the 30 day deadline, possibly letting them escape contacts with law enforcement that would have flagged them, or gotten them ticketed and prompted them to flee back to their homelands, at least. I'm sure glad I asked some questions there...here the DMV is in the same union as our state troopers but they basically tie their hands when it comes to enforcing the law!! I say turn the DMV loose on these illegals...they come into those offices, they should leave in cuffs and be on their way to foreign homes!

The Wisconsin DMV has been requiring proof of legal presence since April 1, 2007...just saw a sign at one of their offices. I asked some questions and found out the following: THE BIGGEST REASON "DRIVER CERTIFICATES" DON'T WORK IS THEY MAKE THE STATE AN ABSOLUTE "MAGNET" FOR ILLEGALS IN ALL SURROUNDING STATES, and even non-surrounding states, and MASSIVELY INCREASES THE NUMBERS OF ILLEGALS USING "RESIDENCY FRAUD" to claim to live in WI and get driving privileges here. The DMV told me that when surrounding states started passing "legal presence" rules for driver licenses, fraud investigators for WI DMV started finding huge numbers of people claiming the same house for WI residency and all using that for their driver license or ID card. Wisconsin was "late to the party" on stopping illegals licenses and ID's, and so we spent all of 2004-06 and part of 2007 as a "magnet" state and that resulted in a ton of illegals in WI getting ID's and licenses before the April 1, 2007 deadline, many through residency fraud. The DMV also told me that what's the real kicker to this is that THERE WAS A GRANDFATHER ELEMENT TO THE LEGAL PRESENCE LAW THAT LETS ANY ILLEGALS KEEP THEIR LICENSE IF THEY GOT UNDER THE April 1, 2007 deadline wire!!! UGH!!! I told them they should go through the records and nail all these illegals to the wall and not only take away their license/ID card, but report them to the Feds! I can't believe we "grandfathered" illegal aliens!!

My daughter was hit by an illegal "resident". The driver barely spoke English, didn't have a drivers licenses didn't have insurance, and the baby she had wasn't in a car seat. She caused 3,500 hundred in damage to my daughters car. The police told my daughter the illegal driver had 1 year to pay for the damage and if not than my daughter could take her to court. Well of course after a year the illegal was no where to be found. What SHOULD have happened - The illegal driver should have had her baby put in foster care for neglect, and she should have been put in jail UNTILL the 3,500 was paid, but of course our wonderful system bascily let her off to run to the next town and keep driving. I'm surprised WI doesn't have more illegals, we make it so easy for them to break the laws and get away with it - just like drunks!!

If they were here leagaly they can drive on their liscence from their country of origion. Not all illegals are Mexican. You may see a white person walking down the street thats here illegally and he may be from South Africa. I live in Florida and sad to say I believe one out of four people are here illegally. If their working and paying taxes great they should not get that money back. That should pay there ticket home.

thelaw says you have to prove you're not illegal to get a license to drive, but want to give out permits to people who aren't legal, it's illegal to rob a bank, but can you get a permit to rob one somewhere then, this is crazy,,,

the only thing that those in power understand is when people take their causes to the streets. It's been proven over and over that that is the only way that they will listen. You know, my Mother and I used to fight over this all the time when I lived in Arizona. Now that I think of it, she made alot of sense. How many US citizens are taking advantage of the system and how many more would do it if our government allowed it? The fault lies with our government for allowing this to happen. If our government gives you handouts, are you going to turn it down?? If anyone comes here legally, I have no problem with it as long as they pay their taxes, dues, etc. Our laws should not cater to illegals, nor should they cater to all the US citizens who take advantage of our system. We are paying taxes for them also.

If these people truly love what this country stands for and not just what it can do for them then they would take whatever steps are necessary to be here LEGALLY. I would never go to another country to live without going through the proper steps to become a legal citizen AND learn their language. There should be no handouts to anyone that comes here just to take advantage of the system. I don't care if people from other countries want to live here but they need to get a job, pay taxes and learn the language.

Writers are talking about the surface issues in this exchange - unemployment; illegal status; overwhelmed public services; government ineptitude; money leaving the country; and, rewarding people for breaking the law. And now comes the odious "But." But, who benefits from all of the above? We have to search deep in our hearts and ask, "Who is allowing this to happen, and who does this benefit?" Could it be, oh say, the same people that have incrementally established policies that have sent good paying jobs overseas? Could it be the same crowd that benefit from wars we seem unable to win? Could it be the same bunch that seem gleeful most of us working schleps in America now earn just above minimum wage if we work at all. Or, if we work at all, we work quasi-jobs with no benefits and that are unlikely to allow us to ever enjoy a weekend in our life-times again. A whole generation now does not realize Americans once had weekends off. Who are these people that celebrate the destruction of the Middle Class?
The sad reality is that some of them live right around you. Most of us have sent the people that celebrate the new Second World (an impoverished nation with nukes) America, back to Congress, the Senate, the many state legislatures, and the many governor mansions. If you are beholden to the two political parties (two-party paradigm) we are prisoner to here in America you must look in the mirror when you ask, "Who benefits from the destruction of America?" The Republicans love the cheap illegal labor (all while claiming they are tough of the border). The Democrats love the votes they will get from appeasing the left who coddles the interests groups mentioned in the article (all while claiming they want good jobs for Americans). The Republicans wreck our economy and spirit, and then the Democrats come in and strap us with more debt we will never pay off. Neat and tidy little Orwellian arrangement we wallow in isn't it folks?
Who benefits from the cheap products and services that come from jobs shipped overseas and illegal aliens labors in this country. When we lose our jobs to the overseas, we run to the big-box store for cheap products. And the band plays on - the spiral into the Second World is solidified, with us as the vehicle, with us as the facilitators. Job well done, but there will be no pat on the back - suckers that we all are.
Illegal visitors and squatters always come to the surface as an issue when the economy collapses. It is one of a dozen dilemmas that are in the rubric of the current looting of America. America is being looted by those that seem to take the notion there will always be an America to loot. One of these days the play house we all try to survive in may no longer be around to loot. Again, I ask the tough question we must all painfully confront, "Who benefits from grinding America in the dirt?" The answer may be to painful to deal with.

Health care insurance costs are way to high for most people, if you must
pay part of your insurance DROP OUT............take a page from the
illegal, marauding, trespassers (not really immigrants) handbook, for your primary health care provider
go to any hospital emergency room for your needs, it is all at the taxpayer's expense,
get something back from all the money they extort from your paycheck every week!

Why not give them a business too and let them run it for a few years tax free and (Sending their money to their families in their homeland.)Then they can give it to a family member (which wouldn't be hard as to fake IDs and names) for a few more yaars tax free and after 20 or 30 years they can sell it and make a good profit and move back home after they have bilked the American people. And this is done alot within our country. Or maybe free education and funding and hire more interpeters and place the burden of the cost on tax payers too.

I wish I as a USA citizen got everything given to me. I have earned everything I have including the privilege to drive. Im so fed up with all the coalition groups fighting to get everything for the people who have come into our country without permission!!!! What group is going to fight for the American legal citizens when they have nothing to pay their bills, feed their family, afford gas, get health insurance for their children,find them a JOB ETC: ETC: ETC:???? No you can't compare them to Bin-ladden but in a sense you can as to continue to support and give to illegals will eventually starve the people (who pay taxes and have lost their Jobs to cheaper labor)to death Now is there a difference? Oh yes: there is, this is a form of slow death and we have to sit back and watch our families suffer over a period of time. I am 55 years old and have lived pay check to paycheck paying my bills feeding and clothing 4 kids but we were happy. I have worked since i was 12 years old and have PAID TAXES since I was 15 and now my kids are grown but have been laid off or can't find a job and have come back home and Im not working and have no assistance from any coalition to help me with a free ride and by God I was born and raised here. IMO lets take care of the ones who have Legally built this country and QUIT worrying about illegal people having more then a majority of citizens have right now.

Don't say all of the illegals do all of the bad jobs and get only 6 something an hour. That is a false statement. Go to any factory in Ft. Atkinson or Jefferson or Whitewater and see how many temps are there and many are getting way over minimum wage. Jobs like that are scarce in Janesville. Then they send alot of their money home and don't spend it here. Also, they are like any other people. Some work hard and others don't. But the operative word here is ILLEGAL. Why can't people understand that?

With unemployment in Janesville being the highest in the state, it is troubling indeed that we are throwing in the towel in our efforts to control illegal immigrants in this country. Let's GIVE them certificates to allow them to legally drive in our state even though they are in the country illegally and are taking jobs away from citizens of the United States of America who have recently been put out of work due to the country's economy spiraling downward. I have been working steadily for over 32 years and now find myself out of a job with a wife and 3 kids at home. I would be happy to "clean buildings" or do any other kind of work to put food on the table and keep the house warm and lit up. When did this happen? Was there a referendum concerning this? What is happening to our country? I realize that the REAL ID Act of 2005 has an estimated cost of over 5 billion dollars to the states over a period of 5 years and this would be an unacceptable burden to the public, but I don't think throwing in the towel is the right answer for this type of dilemma- or is it? Throwing in the towel would be an acceptable solution for thinning out the jail population and raising revenue with another tobacco-type tax with regard to the legalization of marijuana. (What are your views on this?) But to allow criminals (illegal aliens) to go freely and take work away from legal citizens and even reward them by bestowing upon them driving privileges is criminal in itself. Of course this is only me talking- an out-of-work, family-raising, tax-paying American born citizen who's frustrated with losing half of my personal savings plan for a retirement that I may now never see after working overtime for over two thirds of my life to try to provide things for my family that I never had.

Ok first of all, I am new so welcome to me !! 2nd of all, deporting all illegals/immigrants is NEVER going to happen so get over it !! These are the people doing the minimum wage work that caucasion/other races dont want to do...working the fields picking cotton, vegetables, doing your drycleaning, getting your hotel room ready, cooking your food all for $6.55hr(minimum wage in WI),I want to see how many of you stand in line for these low paying jobs ?? Any takers ?? They are not the reason for the mess this country is in right now (that would be your former president Bush whom you voted for TWICE) and if every single one of them did leave, you would certainly feel the pinch. Now, please dont get me wrong, I dont agree with everything they do but at the same time I am able to see both sides. Are these the same people that invented all of these temporary employment agencies that find illegal immigrants work? They require background checks? Ha! Try to apply to one of these agencies in town and see how many people seem to be from other countries there. And they even have their own language interpreters. Why hasn't our SO CALLED elected officials looked into this? Contact your representatives and ask them WHY. Why is there so much unemployment? Is it because all of the illegals get preferential treatment at these employment agencies and employers take advantage of this? I think so!

Ok folks here it is plain and simple for eveyone and A little history for some of you younger readers.
Back during the Great Depression, Then President Herbert Hoover ordered the deportation of ALL illegal aliens in order to make jobs available to American citizens that desperately needed work.
Harry Truman deported over two million illegal's after WWII to create jobs for returning vetrans.
And then again in 1954, President Dwight Eisenhower deported 13 MILLION Mexican nationals! The program was called 'Operation Wetback' (Look it up its true if you doubt me)so that American WWII and Korean veterans had A better chance at jobs. It took two years, but they deported them!
Now if they could deport illegals back then, they can do it today!!
Here's A reminder for all of you wanting them to stay,
Don't forget to pay your taxes 12 million ILLEGAL ALIENS are depending on you!
Give them rights, Ok but only if I can give them A few LEFTS as we send them back.....

I just heard on Fox News that more and more illegals are taking their anchor babies back to Mexico and applying for the child's citizenship in Mexico due to the drop in availability of jobs in the US. Is this one possible good thing about the recession? Maybe it will do what the government hasn't been able to do thus far.

We all have every right to be angry about this certificate to drive. Congress just pass the stimilus bill with NO protection for the American worker. Pelosi & Reid refused to allow the E-Verify be part of the bill. Now illegal immigrants can be hired instead of an American worker.
