Ships on Great Lakes may need permits from Wis.
MADISON, Wis. (AP) — Gov. Jim Doyle wants to create new ballast water discharge permits for vessels on the Great Lakes to fight the spread of invasive species.
Doyle's budget proposal includes about $460,000 for three Department of Natural Resources positions to administer the permits. But budget summary documents don't provide details on what the permits would require or their cost, saying only that they would closely mirror Minnesota's permits.
Before vessels can dump their ballast water in Minnesota ports, they must buy a $350 permit and have a ballast water management plan. They also must install ballast water treatment equipment by 2016.
Federal regulations require ships to dump ballast water at sea or rinse their tanks. But every Great Lakes state except Wisconsin has adopted tougher standards.

I think JD is being responsible (Finally). He seems to be managing our resources (Fresh water) and collecting a few buck doing it (How does appear to be tax/spend?)

This is one plan that actually might be worth the cost. The benefits in this case could offset the cost. Before putting into effect tho, it would be nice to know estimated costs, savings and methods of enforcing the regulation.
