State wants race data from traffic stops

MADISON, Wis. (AP) — Police in Wisconsin’s largest counties would have to track the race of people they pull over under a provision in Gov. Jim Doyle’s proposed budget.

Wisconsin has grappled for years with a disproportionate number of minorities caught up in its justice system. Doyle’s provision would mark the state’s first attempt to gather data on racial profiling if it passes.

“There certainly is a perception (that) people of color are being treated differently by police. Data management, it sort of gets everything out. Let’s look at what’s happening,” said Chris Ahmuty, executive director of the American Civil Liberties Union Wisconsin chapter.

Wisconsin has struggled throughout the last decade with more minorities winding up in prison. Doyle, a Democrat, appointed a study commission which reported last year that census data shows blacks make up only 6 percent of Wisconsin’s overall population but comprise 43 percent of its prison population.

Under Doyle’s budget, officers in the 11 counties with 125,000 people or more would have to record the race of drivers and any passengers searched along with the reason for the stop.

According to the U.S. Census Bureau, Rock County 2007 population was an estimated 159,623.

The budget said the raw data would not be subject to the state open records law, which exempts personal identity information that might be used in an investigation. But Robert Dreps, a lawyer who specializes in the open records law, said he believes it would be subject to the law.

The local agencies would send the data to the state Department of Justice. Officials there would compare the data with the county population and the estimated number of drivers to see whether police had stopped a disproportionate number of minorities. They would decide whether racial profiling was occurring and send annual reports to the governor.

Follow the money. Who is sponsoring this bill and who has the loudest or richest voice? ACLU maybe? Or is this just a personal thing Doyle just thought up.

Governor Doyle, if you want less minorities in prison it's very simple. Legalize drugs. Law Enforcement Against Prohibition (LEAP).

Ozzyman, yes that is a racist comment. The black woman was the middle car and was not speeding. It was daylight and the officer had plenty of time to see the drivers. Three attorney's watched the entire event and there is no doubt it was racial profiling.

The sorry thing happening is our officials trying to use the budget as a back door for their social engineering projects. That is not the purpose of a budget. Let those issues stand on their own. If the situation is that important Doyle should propose stand alone legislation.

People of different races tend to commit different crimes. If your looking for a drug dealer chances are they are going to be black or hispanic. If you wan to nail a bank embezzler chances are they are going to be white. The police deal mainly with street crime (shootings, robberies, drug dealing) while in their patrol cars. Street crime offenders are generally going to be darker skinned people. Now the guy who is running the drug ring at the top, he is probably white and is involved in money laundering,extortion, racketeering, fraud etc. If thats a racist comment then so be it but its true

Sandman has very valid points. Just curious why the need for bass thumping and laying back in the car seat so far they look like they are laying down. I have seen all races do this and don't understand it. Can anyone enlighten me?

JMO, but I feel as though the minorities that are jailed/imprisioned are there for a reason--they broke the law... many of those men/women have given the local authorities and judicial system reason to be incarcerated to begin with... I'm not saying that those people that are caucasian that are locked up are innocent, but statistics have shown an increased number of african americans/hispanics/asians, making those that are caucasian more of the minority... if a person is locked up, it's no one else's fault but their own for breaking the law to begin with.... it's not right to view the increased numbers of any one majority or minority group that is incarcerated as being racist... it all falls on the individual that was convicted of an illegal act or is a repeat offender, not the race/color/creed of a person...

Perhaps the cop did want to pull over all three cars, but only the black woman stopped. Perhaps this is because the white people knew they could talk their way out of any trouble, while the black woman knew she would have no such luck.

Just a question how could the cop pull over all 3 cars? I bet he chose the one who was lagging behind a bit and caught the yellow light runner that was last one through. Sheesh I can't see that it would be easy to determine race, let alone sex of a person from behind when looking for possible redlight runners. Now what if this woman had gotten into a accident for running that light, would that still be racial profiling if you gave her a ticket for actualy causing a accident?

Illinois has been doing this for awhile. When its dark out or the car is speeding by the officer can not always see the race of the driver. Its a pain in the rear for the officer to have to fill out the forms for each traffic stop.

Three cars are seen going through a yellow light on Milton ave and you think the cop who pulled one of the three over had time to make a determination as to the color of each vehicals drivers? They were probably going 40-50 mph. The cop barely had time to determine which three cars went through muchless the race of all the drivers.

Racial profiling is alive and florishing in Rock County, and some of your comments just support the racism that prevails. If you don't think profiling is taking place perhaps you can explain why the following event occurred. Last summer three cars with professionals, in business suits, were on Milton ave coming back from a workday lunch. Two were Lexus cars and one car a sedan. They all went through the same yellow light and the only car stopped by the Janesville police was the one in the middle, containing the black woman driving one of the Lexus cars. This individual was then given a ticket for running a yellow light. However the cars with white drivers going through the same light, not stopped, no ticket. So all the arguments about racial groups commiting more crimes are not accurate, the white and black drivers had committed the same traffic offense, the police just selected the minority to sanction.

yeah, sure prevention. Keep making excuses for the minorities that think it's OK to break the law. Your comment that "White people are better able to 'talk themselves out of trouble" is pure stupidity.

Until people (black, brown, white, green or purple) can take accountability for their own actions, there will always be people screaming "racism". It's so much easier to blame it on "the man".

Never once when I was in a vehicle whether mine or a friends that was pulled over did we all have to get out and sit on curb and I IMO know the difference as to why after seeing it done to a select group over the years. "TIME FOR CHANGE"

This is one of the greatest things IMO they have suggested as I think there is a big issue with the racial profiling, and traffic stops. And how they are treated as to when pulled over and I have seen this myself on numerous occations, They make them get out of vehicle if more then one occupant and have them sit on the curb. I raised 2 minority boys (nephews) into adulthood and have experienced some of this and it is not right. Until they see the statistics and the truth of them I hope, Then maybe it will end or at least looked into and something done to change it. I also hope they can see the difference in sentencing in the court system as to time given for same charges where race is concerned IMO.........Not only race but lower income individuals and what certain people consider lower class people.

Utter, complete, enabling BS ... has Doyle really lost it? The obvious answer is YES! In case he hasn't noticed, there's an economic crisis going on ... hello ... anything up there? Perhaps he should go back to Spain and watch the choo-choos if this is the kind of legislation you choose to waste this state's time on!
License your car, properly display the plates, make sure the vehicle's equipment is in working condition, get a DL, stay sober, obey the traffic laws, and keep the drugs and weapons at home -- where the kids can watch 'em, as you sure can't handle 'em. And by the way, turn that stupid thumping bass down while you're at it -- people are turning to look at you 'cause you're an annoying immature simpleton, not 'cause you cool! If you can't do that -- TAKE THE BUS (taxpayers certainly waste enough money keeping that system going for a handful of questionable riders)!
Taken completely out of context with the complete facts of the related traffic stops, just what is this mandatory collection of excuses going to show? Will we ever really be able to leave the "you're just pickin' on me 'cause I'm (fill-in-the-blank-with-your-favorite-personal-excuse-for-lack-of-any-responsibility-whatsoever)" behind us? Likely not -- it's the ultimate spawn of LBJ's probably well-meaning but completely misguided and horribly failed "Great Society" entitlement debacle! They're just picking on "yo" because ... YO'R RESPONSIBLE FOR WHAT YOU DO (as we all should ultimately be in a C-I-V-I-L-I-Z-E-D S-O-C-I-E-T-Y)!
