Sex offender moves to Janesville

From the WCLO newsroom:

Janesville Police are warning neighbors on South Main Street that a convicted sex offender is now living on their street.

Charles F. Denson moved from Beloit to Janesville this week. He is black, 5'5" and about 185 pounds. He will be monitored by the Department of Corrections until 2010 and is not allowed contact with minors. He cannot consume alcohol or drugs, has lifetime GPS monitoring and registration on the sex offender registry.

Denson's criminal history includes two convictions for First Degree Sexual Assault of a Child.

What does it matter if the rate of repeat child rape is lower than other crimes, including other sex crimes? And the rate mentioned refers to 'arrest and conviction'.

The site on directory's post includes this important information:

The reliance on measures of recidivism as reflected through official criminal justice system data (i.e., rearrest or reconviction rates) obviously omits offenses that are not cleared through an arrest (and thereby cannot be attributed to any individual offender) or those that are never reported to the police. For a variety of reasons, many victims of sexual assault are reluctant to invoke the criminal justice process and do not report their victimization to the police. For these reasons, relying on rearrest and reconviction data underestimates actual reoffense numbers."

Actually all the research studies on sex offender reoffending shows that as a group sex offenders have lower sexual reoffense rates than any other type of criminal. Also, consentual sexual intercourse with a person under the age of 16 would be charged as 1st degree sexual assualt of a child.

woody: You said "Maybe he moved here because he is a hockey fan and can walk to the rink". I agree. I also happen to think he regularly posts on these blogs. His screen name starts with two letters that are the initials of a large city in California and ends with the last word of a movie title about a group of British men that find themselves out of jobs and thus in dire economic straights and then turn to stripping in order to earn money for their families' living expenses.
Okay, just joking. This is of course serious news. But people keep telling me to lighten up and I'm doing the best I can, you all know how "negative" and "narrow-minded" and "angry" and "upset" I usually am LOL.

Yes, psychiatry and psychology have determined that child-rapists are incurable.

As far as colonies being a deterrent: if there's such a thing as a borderline child-rapist, colonies might be helpful in that way too.

Janesvillian: I know that it is NOT a halfway house placement, I was simply stating that is, or was the Rock County/JPD's responsibility to notify residents in the neighborhood via mail, when a registered sex offender is going to be moving into their neighborhood. But like I did say above, the rules or responsibility might have changed since 2000-2005. Who knows with Janesville :)

Gazettefan: I completely agree. Most of these men are repeat offenders, or will be at some point in their lives, whether it be for sexual related charges, or drugs......it's honestly quite sad.

It's time to at least think about creating a special place for these people. Isolated colonies so tabs can be kept on them a hundred percent and we can be certain they are no longer a threat to children. And, so just their very presence in a neighborhood doesn't creep people out and harm the reputation of a neighborhood and therefore property values. Awareness of a colony would also serve as a deterrent.

i think they do really need to specify whether a person was just a 20yr old who slept with a consenting 16yr or a violent sex offender against a child.

I vote for just sending them off to the desert.

I meant to say Great News :) I wasn't quite awake yet this morning ;0)

Usually either Rock County or JPD will mail out a notification in the mail letting us know what kind of "scum" are moving into the neighborhood. When I lived out on the south side of Janesville (country) by the 1/2 way house Rock County personally delivered these notices to us to let us know who was being "held" there and what they would be "capable" of if they ever escaped, how nice eh?

I agree that they should not be allowed to live anywhere near a public area where there will be a lot of children ie: schools, libraries, etc. It's to bad that society has come to this....

ladulce, the article says explicitly at the end 'first degree sexual assault of a child.' regardless of the actual statue, that is more than enough (in my opinion) for you to know to keep your children far far away from him. If he'd had consensual sex with a teenager as a young man, I'm fairly sure it's a difference statute, I don't think it would say 'child' in the offense.

Anyone able to find the statutes he was convicted of? I live in the area and need to know. WHY isn't this conviction listed on CCAP? All of his other things are (possession of cocaine, false imprisonment, criminal trespassing, criminal damage to property, theft, etc)... He was convicted in 1985, anyone know where I can find the statutes of his conviction? And, before someone starts with the "he served his time - why do you need to know" stupidity, I need to know because I have 4 young children, and, there is a HUGE difference if he was convicted at 22 years old of, say, having consensual sex with a teenager, or, if he grabbed a 3 year old off the street.

He has been in janesville didnt just move here thanks for the update......Now This guy needs more than monitoring as to his criminal history and most after his conviction of 2 counts sexual assault of a child.At least 3 felonies and 6 criminal.
