BELOIT TOWNSHIP—A drug bust in Beloit Township on Wednesday led to the seizure of 51 packets of heroin.

Bruce A. Milsap, 30, Beloit, was arrested on charges of possession of heroin with intent to deliver and maintaining a drug vehicle, according to a Rock County Sheriff’s Office news release.

Milsap was arrested at 5:15 p.m. Wednesday in the parking lot of 3201 S. Riverside Drive, Beloit Township, while attempting to deliver heroin, according to the news release.

The heroin packets combined to weigh 11 grams, according to the news release, and it was worth $1,000 on the street.

Milsap remains in the Rock County Jail pending his initial appearance Friday in Rock County Court.

The Rock County Special Investigations Unit, Janesville Police Street Crimes Unit, Beloit Police Drug and Gang Unit and G-ROC officers made the arrest.

It's also important to note that the brain will remove any un-used pathways during stage 2. A trauma that a kid can't talk about because it's just too scary, is still there, but the conscious connecting pathways have been removed. Thus, the knot of infection, as it were, is still there and causing a need for escape, but the person in question has no idea why.

The ER shouldn't allow people to use heroin there. How irresponsible!

Heroin is a HUGE issue in ROCK County!! It's been an issue for awhile now. Did you know that one person a day overdoses in the ER on heroin!!! This bust is really a very small dent in what really needs to be done in our city!

spark. its not about being 'stoned' for me. while i wont deny that part of my marijuana smoking is recreational. a LARGE part of it is medical and consists of about 5 inhales of pot smoke at a time. not 'stoned'. i dont walk around 'stoned' all day. when i medicate the instant effects last from 45-60 min. i dont have time to write exactly what the long term effects have been for me, not that youd read it, and even if you DID read you wouldnt believe, how marijuana has helped me shed who i once was and WITHOUT A DOUBT has helped me become who i am today. ive tried life without pot. no thanx. ill stick with what works. peace.

While I've never denied that heroin was being sold in Rock County I have to admit I had no idea there was so much of it. It seems like every week there are arrests being made in which heroin is found.

I guess I'm a little shocked that heroin has become such a problem in Rock Co. I don't rememeber it being that bad when I was younger. I'm sure it was around. I'd also like to point out to everyone that this is a sad testament to just how bad society has become in Rock Co. It reflects badly on the folks of Rock Co and could mushroom into a national embarassment. Also, it is stunning that many of your responses are "Lock Them Up!" Why not treat the problem like societal illess and offer practical solutions? The only solution you can offer is that its best hidden behind prison walls. You'd rather throw more and more money at it; or be reactive instead of proactive. Perhaps the first step is to treat this like any other infection. Rather than hide it, why not immunize against it.

And finally: you praise law enforcement now, but just wait, you'll find this disease has infected them as well. "It takes two to tango."

I gotta wonder how many accidents were the result of "legal" drugs... Some people just don't know how to drive all that well to begin with, I'm thinkin'. (as in keeping emotion out of the equation)
Response to carlitosway: And there are those who DIDN'T progress like you did. Can't generalize, my friend. It's the easier, softer way to deal with things that are just out of reach of one's ability to grasp the big picture. (doesn't mean that it can't be attained, just have to work harder. :) )

momfirst what do you think it makes her for dating them not a thing as so many people live with addicts/alcoholics/abusers/ etc. and don't even know it.Some wake up and realize it, some don't see it as a problem. Some people that have such pure lives in here amaze me as to the ignorance of "It Can't Happen to Them" Get a clue IT AFFECTS ALL WALKS OF LIFE. And no one is an exception as to the power of it!!!! IMO

johndoe' under the constitutional laws it is an invasion of your privacy act and a good lawyer could push that issue. That is why there is a law that states refusal and you lose your license anyway. Some medical facilities will not draw blood if the person says no as to the fear of lawsuit. don't get me wrong here as to we need to get drunk drivers and people under the influence of drugs including pot off the roads to protect all innocent people. momfirst1979' pot is a gateway drug IMO as the high is harder to get the longer you smoke it so you move on to bigger things to get high seen it in so many young people as to the age of my sons now adults.Seen it with family members. I smoked weed and inhaled years ago and reached a point where it didn't get me to that high I felt in the beginning after a long time smoking it, so I tried other things to "Get There" and the chain went on. And alot of people live like I use to. I always went back to alcohol as it could take me to a blackout every time. "what I life" now I don't do anything and haven't for years. Because I Grew UP and looked at the reality of it and the dangers of all of it and am grateful I am alive!!!!!!!

here's what i think... people when they are young and subjected to all of life's pains and emotional traumas get really angry when anything doesn't go their way in adolescence or adulthood.. Pot takes this anger away, along with most negative emotions. The problem is, people become dependant on the pot to relieve those symtoms and it can get worse as time goes on. For some, depending on their emotional state, pot just isn't enough and seek more escape from those pains (maybe this explains what momfirst1979 was talking about). The demand will never go away unless we, as parents, decide to not BECOME parents just cuz sex feels so good (another escape, by the way...) Wanna stop the war on drugs? Become better parents (read: less selfish). Period.

Start busting the users that would hurt the dealers in addition to busting the dealers. Users will just find another dealer. They all need to get busted.

Now this is the crap i dont like. i dont like any kind of drugs. ppl think pot is harmless but guess what? NOT!!! I know first hand. its been in my family its tore my brother,& ex-boyfriends brain cells to shreds. And if they dont have it on a daily basis you would think that one or the other were on another drug. I know they will never get it all off the streets but starting with this smut is a good start!! As far as im concerned drug dealers (no matter the choice) are in the same category & child molesters & rapists!!

samueladams1775...FYI...here is Wisconsin's implied consent law..

Wisconsin’s Implied Consent Law allows law enforcement to draw your blood, breath or urine without a search warrant, because you operated a vehicle on State roads and have a State license.

And that includes testing for alcohol as well as any other substance.

Momfirst, there is one huge problem with legalizing marijuna is that the US Constitution (as interpeted by the US Supreme Court) says that you can't be forced to give a urine or blood sample. Unfortunately that is the only way to test for marijuna use. So, the drunk driving problem is horrible now, what do you think will happen when all these people find out they can get stoned out of their minds and not be tested. I would never feel safe on the road again.

I don't do drugs. I would never allow my children around drugs. However, Legalize marijuana, tax the hell out of it. There goes over population in jails, the economy would get better. As for it being the gateway drug for everything else? I don't buy that. I think people that are doing other drugs would be doing them regardless.

If law enforcement manages to reduce the amount of heroin by a great amount, and the demand stays the same, what happens? Searching the Internet on this subject is very interesting.

So 51 packets of herion only cost $1000 and only weighs 11 grams total? Personally I would think it should be more than that but I guess I don't buy it so I don't know. I thought herion was one of the more expensive drugs, more for less kinda thing.

What is chipping?

Looks like he will have 11 chances to give up a few scared, paranoid people. Watch them all scramble to cover their tracks, pardon the pun, and find a replacement supply. I bet more arrests are coming! Look around you people. Heroin is a community plague that is closer than you think. Someone you know may be using right under your nose, or their own. Chipping or Snorting is often undetected, and the infamous track marks on the arm can be non-existent if they shoot up any one of the many other locations you may never see. Congrats to the real G-unit! Keep up the good work.
