Governor wants more bucks from bacon
MADISON, Wis. (AP) — Gov. Jim Doyle wants to charge Wisconsin slaughterhouses 1 to 14 cents per animal killed to pay for more animal-health and meat inspectors.
But two state lawmakers say the proposal in the governor’s budget plan could drive meat processors out of Wisconsin.
Republican state Reps. Al Ott and Karl Van Roy say no other Midwest state charges a slaughter fee to pay for inspections. They say the fee would put Wisconsin companies at a significant competitive disadvantage.
Randy Romanski is the deputy secretary for the state Department of Agriculture, Trade and Consumer Protection. He says Wisconsin has fewer inspectors than other states. He also notes it’s cheaper for the meat industry to prevent the outbreak of disease rather than recover from it.

This is another grab for cash. Consider these facts:
* Many of the federally-inspected meat plants in this state already pay for meat inspection...why should they be subject to this added cost?
* The Dept. of Ag estimates it will be bring in many more dollars than it needs to pay for additional safety inspection staff.
* The poultry folks really get hammered by this. In that industry, margins are already just a few pennies per bird. There's nobody to "pass this along" to.
* If this is truly a public safety issue, then the public should pay for this with General Purpose Revenue.

I think the Federal Government should step in and take a look at Uncle Jimmy's books.
If nothing else, he should realize how crappy his legacy is going to be when it comes time to rewrite the history books.

"So, who should pay for more inspectors, all you financial wizards?"
-
How about being above board and place the tax where it will be paid anyway---the tax payer. Why doesn't he? Simple, he can they say he did not tax the common folk just the businesses; remember only people vote on election day. Only STUPID people think a fee increase (new tax) like this will not be paid by tax payers; the business must raise it’s prices to compensate. Doyle's pathetic approach to fixing his financial mess is the very reason businesses are choosing to close their doors and move to states that are business friendly. If you dare to look behind the rhetoric and dig into the financials it is not that hard. These businesses are not just selling product in our state they compete for business across state lines. Their competition is from businesses that are not imposed Doyle’s penalty fees to operate. But then this does not take a financial wizard to see!

I am not happy with Jim "Let's Tax Something Else" Doyle, but I see a few problems about his suggestion to tax slaughtered animals. I can not believe for one second that a few pennies tax per animal is going to put Wisconsin packing companies at a severe disadvantage. Per pound I could see where it would be a reason for concern. Secondly, it stated that Wisconsin is already below the average for inspectors. I can not believe there are enough animals slaughtered in Wisconsin to pay for several more inspectors (wages and benefits) through this proposed tax....where will the money really go? And last but not least the two republicans who are playing chicken little want us to believe that a small pittance of a tax will put these companies out of business. If that is true, these businesses have larger problems that need to be addressed. Maybe Wisconsin should require these businesses to pay the full cost of having on sight inspectors instead of being subsidized by the taxpayers. After all they have been free loading for years

Let's borrow the money from the education fund to pay for more meat inspectors - that's where Doyle has been putting the money he swipes from segregated funds. With all the jobs leaving Wisconsin, families will be moving out to more employer-friendly states, so there will be fewer children to educate, and fewer teachers for Doyle to bribe with special programs in exchange for political support.

janesvillean: My first question is ... "What do the other states do?" It will look mighty bad if we become the first state to put a tax like this in place. Doyle has to stop ... might have to cut more services ... that's what a lot of states are doing.

I have lived her most of my life. I was born in MA. I used to always say I won't move home because there were to many taxes in MA. With the job loss and the taxes maybe it is time to rethink that.

Maybe it's Diamond Jim Doyle's subconscious trying to tell him there's too much pork in his budget? The odd thing is that I thought politicians and pigs left each other alone... professional courtesy and all that.
