From the WCLO newsroom:

The Rock County Board is ready to investigate renovation options for the county's nursing home.

There are several options for renovations to the Rock Haven nursing home facility. The county can renovate the existing building, building a new building to match the square footage of the existing building or renovate and expand the existing building.

The trigger for the renovations is a federal mandate that nursing homes have fire suppression sprinklers installed by 2013. The county board is set to vote on whether to retain a firm to study the project.

The maximum cost of the study is just under $46,000 and included in the 2009 budget.

Hmmm, wasnt a study done many years ago to the tune of several thousands of dollars. Better idea... pay me the $46,000 and I will tell you what needs to be done... build a new facility!! It's not rocket science to know that the building is outdated, and in need of major repair and renovation, let alone potential safety hazards.

$46,000 is not "so much" when you're looking at a multi-million dollar project.

The short answer is no.

The long answer is the county doesn't have anyone in a position to do a study on major building renovation. The county doesn't do this sort of thing frequently enough to justify a department of employees on County pay roll. Renovation of old buildings is tricky work and often forces antiquated systems of the building to be revised to meet current building codes. The amount of specialists required to make sure that everything is up to snuff is unwieldy and not needed most years. If the county did retain their services on an employee/employer basis, their combined annual salaries would dwarf the $46,000 budgeted for the study.

Why do they spend so much on studies? Isn't that someone's job at Rock Co?
