Retraining dollars running out
MILWAUKEE (AP) — Assistance for job retraining isn't keeping up with demand from dislocated workers across Wisconsin.
The state Department of Workforce Development has lost $10 million in federal funding this year to retrain workers who've lost their jobs. Federal stimulus funds of $16 million hasn't even been enough to deal with unprecedented job losses.
The number of workers laid off due to plant closings in Wisconsin is up 31 percent from a year ago.
Local agencies trying to help dislocated workers are putting people on waiting lists because they don't have the funding for retraining.
The Milwaukee Area Workforce Investment Board recently told its staff that it was suspending new training vouchers because requests had exceeded available funding.

Maybe too much of the money was "accidently" applied to administration costs and that is how they "lost" it.

I couldn't find a clearer version of this article elsewhere. It does seem to refer to a drop in baseline federal funding, though, without explaining why.

I'm also confused. Lost as in the funding was cut at the national level? And how is it really "lost" if $10 mil was taken away, but $16 mil granted as the stimulus bill?
