Former Rock County sheriff's deputy pleads not guilty to sex charge

JANESVILLE -- The Rock County sheriff’s deputy accused of sexually assaulting a teen at a Halloween party pleaded not guilty Wednesday to third-degree sexual assault.

Steven L. Stenulson, 39, was arrested Monday, Nov. 2, after the teen told police she awoke from a nap at a Halloween party in Milton and found an off-duty deputy assaulting her, according to the criminal complaint. The two know each other.

Stenulson appeared in Rock County Court on Wednesday with his attorney, Jack Hoag. A motion hearing was scheduled for May 26.

Stenulson resigned in the midst of the allegations. The Halloween party included underage drinking.

This is to big of a case , because of the fact it was a cop for the D.A. to take a chance on. There is something to this case, or they never would have charged him.

jvgirl, I also know that not everyone that they arrest for sexual assault do they charge. The fact that they charged him says something. They must have some evidence. A good case. Because D.A.'s do not like sloppy police work, and crappy investigations, and no physical evidence. There is something to this or it would not have gotten this far. *** ALSO no one made him NOT report the underage drinking he made some awful choice that night, and it all leads to credibility. He has none.

Frogger apparently you need to go back and read previous stories. The girl was not under 18 y/o. Otherwise the charge would have been Sexual Assault of a Child. She was 18. Which means she is an Adult. No one forced her to go to this party and drink alcohol. The comments about her physical condition...until the evidence is brought out during the trial who appointed you judge and jury to decide the man is guilty. There are two sides to this story. Wait until you have all the facts before you start casting stones. Just because someone is arrested that doesn't make them automatically guilty. If you knew anything about law enforcement and how things really work you would understand that. But hey we are all entitled to our opinion and I have stated mine.

Steven L. Stenulson, 39, of 1934 Liberty Lane, Janesville, was arrested Monday, Nov. 2, after the teen told police she awoke from a nap at a Halloween party in Milton and found an off-duty deputy assaulting her, according to the criminal complaint. The two know each other. Stenulson resigned from the sheriff’s office in the midst of the allegations.
Stenulson appeared in Rock County Court on Wednesday with his attorney, Jack Hoag. The Dane County District Attorney’s Office is prosecuting the case because Stenulson is a former Rock County employee.
Judge James Daley scheduled a motion hearing for May 26.
At the preliminary hearing, the woman testified that Stenulson flirted with her several times at the party, which included underage drinking.
Stenulson asked her if she was dressed as a naughty pirate and at one point slapped her on the bottom, the woman said.
She was drinking beer and vomited in the bathroom before going upstairs to sleep, the woman said.
She said she awoke to find Stenulson lying on a mattress with her, his hand under her clothes, touching her inappropriately. "

Actually if you commit a crime you are guilty right then in there. Only until you go to court are you PROVEN innocent or guilty by how much evidence you left or did not leave behind!

curtaincall- I agree the guy should have known better to not even be there! If he was there he should have arrested some people instead. HUM I wonder if that was the thing he had over her. Don't tell or I will arrest all your friends.

jvlgrl- okay so she was drunk and that gives him the right to abuse her? NOT. Lets say consent(drunken) She is under 18. I have said it before do not touch girls under 18. Pretty simple. Pretty sure the cop KNOWS this law!!!

Wasn't the girl scraped up inside? How romantic! Yea that sure sounds like consent to me. NOT

jvlgirl--First you say we're too quick to assume someone is guilty then you say everyone makes mistakes. Well which is it? Is he not guilty or did he in fact "make a mistake" and mess around with an underage girl? Furthermore, yes it does make a difference what your profession is. A police officer, a teacher, a judge, etc. should NEVER put themselves in a situation where there is underage ANYTHING going on. If I'm a plumber(and drinking) at that party I can figure it's the parents decision to let these kids drink but if I'm a police officer I'm getting the heck out of there or it becomes my responsibility to do something about it. And that would not include going upstairs with one of them.

Boy people sure are quick to assume people are guilty. The reason the charge was changed from 2nd to 3rd degree...the victim admitted during the prelim she wasn't drunk (had very little to drink) or intoxicated to the point she was incapicitated. Hence, 2nd degree no longer is applicable. Sorry there was no special treatment. The facts didn't support that particular paragraph of the statute. As most of you should know there is always more than one side to a story. Don't be so quick to judge and assume you know what is going on. Think about this...How many of you have been at high school graduation parties where underage kids have been drinking? It doesn't matter what your profession is...you too are just as guilty allowing it to happen. In this case the party was at a house where the underage people were related to people attending the party. People are human and make mistakes regardless of who they are.

beating immagrants?! What does that have to do with anything... Nothing... And 2nd, I bet Mr. Hoag sleeps very well at night. Its his JOB and he gets PAID pretty well. Mr. Hoag is a great person. Please remember to separate business and pleasure. Thanks... and 3rd... The comments should be disabled. Innocent until proven guilty!!

kathryn, the very fact there was underage kids there and he did nothing speaks volumes about his character, his ethics, his credibility. It is not something I or alot of people can over look. It hurts his case. He can't say he did not know there was underage kids there, as she was under 21 and he knew it. He should have been fired on that a lone, not given the chance to resign. He is a creep.

I agree Kathryn, she was innocent until he made her be guilty! A cop at a party with underage kids? Things that make ya go hmmmm! Was he undercover(s), he tried it seems.?.?. At least for a little bit! Good thing that he didn't have a pocket full of candy, it was a halloween party! Or was a teen age girl, that knew he was a cop, and said "now I'm going to get him in trouble"? Doesn't matter to me (thank god I"m not going to be on the jury) because he put himself in the situation! No matter the story he was guilty for putting himself in a bad situation. Being a cop you would expect a little higher level of smarts! Or is he immune to punishment because he was an officer of the law? Sounds to me he said/she said! The fine Rock County Justice will get to the bottom of it, sooner or later! It only took three years to convict Koepp, should only be 1 1/2 years for the truth to come out in this!
