Walker wants to lift cap on Family Care programs
MADISON, Wis. (AP) — Gov. Scott Walker says he wants to lift the enrollment cap on state programs designed to keep people out of nursing homes and expand them throughout Wisconsin.
About 60 counties offer state Family Care programs, which provide long-term care options for the elderly and disabled to stay out of nursing homes.
Walker, a Republican, capped enrollment at about 43,000 people in the state budget that took effect July 1. Republicans contended during the budget debate that the program was growing too rapidly.
Now Walker says talks with Family Care providers have identified efficiencies that will generate $80 million more for Family Care, enabling him to lift the caps and expand programs to all 72 counties. The moves will require legislative approval.

Ha! At first when I read this story, I was actually thinking "Well, good for him. Finally looking out for some of his constituents." Then I thought "Ok, maybe he's just really worried about the Recall effort." Now today, it comes out that the Fed ordered it. Walker is just pathetic and panders only to big business.

Only after the federal gov't ordered the state to that. He will help WI, but when ordered to.
Sheesh.
Then he passively/aggressively takes tries to take credit. Dishonest!!

I'm with 916. Another out of control entitlement program we can't afford. If the federal govt mandates it let them pay for the whole thing. Obama seems to have a money tree growing in DC. Oh that's right, he just has more money printed and adds it to the national debt. What's his newest request....$1.2 TRILLiON to add to the debt!! He just doesn't get the message that we need to cut spending. But then he just took a vacation to Hawaii that cost taxpayers $4 million. And according to the Hawiian paper Nancy Pelosi is ensconced at a luxury Hawiian hotel for the holidays to the time of $10,000 A DAY! And some of you whine about Ryan's $300 bottle of wine.

There were over 2 million votes in the 2010 election and 52% were for walker. If you can't get around a million people your walker recall is not going to work!!! I will be voting for walker!

Also, 916, the results of that study were made known last month before Thanksgiving, so if Governor Walker really felt lifting the cap was the right thing to do, he had the data before the federal order came out. Guess not.

916, DHS just released a study comparing Family Care to IRIS and the Legacy Waivers, which are what you have in Rock County. Guess which program it showed to be most cost effective? Yep, Family Care. Costs per person were less and Family Care also includes nursing home costs where the others do not. Actually many of the nice things the governor said were true, he was just lying about his intentions.

Perfect.....another out of control entitlement program that is going to end up costing the state's taxpayers tens of millions. No surprise that the federal government, who is only partially subsidizing the program, is insistent that there be no caps on spending. After all, we have an endless supply of taxpayer dollars at our disposal.......right?? Oh well, I guess it will make the tax and spend liberals happy!!:)

Eagle1, we have a disingenuous and opportunistic president who threw many of his supporters under the bus; a group of Republican presidential candidates who are flopping in the winds of Iowa like bedsheets trying to find an advantage over their opponents and a Congress full of economic elitists who are little more than professional campaigners representing the interests of wealthy individuals and corporations. That said, this is an article about Walker. One only needs to know one fact, that the Federal government ordered him to remove the cap 14 days ago, and to have his office's press release in hand. Given those two things, no reasonable person could see this press release as anything other than a piece of misleading malarkey that can only indicate Walker's belief that the citizens of this state are just too ignorant to question what his office is stating. It's totally disgusting.

I agree the GOP is a mess but I really think you are falling into a trap that people that vote republican are not compassionate or are greedy, I can compare it to the stereotype that Democrats are anti Christian it simply is not true, of course there are small percentages that fit those molds but when you break it away from the partisan rhetoric there are more similarities in the voting public than differences. The problem seems to be when voters buy into the crsp that gets spewed from the parties, unions, churches and other special interest. I am far from wealthy however I make donations and offer my time and skills to people and groups in need. I am about as far from a modern day democrat as one can get being a libertarian, but being allowed to choose to be charitable rather than forced to the appearance of it through taxation is only slightly more genuine.

Sure eagle, there are many wealthy folks that make charitable donations and help their communities , but many of them also use charitable donations as tax write offs as well. They also are the ones that support our current health care system which I believe is about as far from being Christian as one could possibly be , no?
Again, I am not trying to sit here and say that being a Dedmocrat makes you closer to Jesus, but I would say that many beliefs of those on the left would be more in line with the actual teachings of Jesus himself. The belief of self reliance and get all you can get for yourself seems to be more right-wing capitalistic, to me. Am I wrong?
I still contend that if he lived in todays world, Jesus Christ would be labeled a socialist my most right wingers in this nation.
Hell by today's standards Ronald Reagan would have never been a Republican.

Fear you bring up valid questions but does paying taxes that you have no choice in the matter really make somebody compassionate or is it truly compassionate to willingly donate to people in need? Would that be closer to the Christian way?

Well said Eagle , Wislady does that ALL THE TIME, at least you can be honest about it.
This seems to me to be him getting scared of being recalled, and portraying himself as human, not some conservative money machine. This is the right move, but the right move would not have been capping this in the first place.

TTT said-""We are the real Christian Americans"" Really?? I find that one humorous. I am curious about how Jesus would feel about the conservative view on health care? Hows about the tax code? How we treat the poor? You may be a greedy SOB and your viewpoints may position yourself in that way, but to call yourself a Christian is laughable in itself.
If you could quote the passage in the great storybook(Bible) that prevents us from recalling these tools please enlighten me, I would LOVE to hear it. Because I could quote Bible passages for hours and hours and hours that would or should make you feel like anything BUT a Christian. So don't go there pal, ever heard of the Golden rule? Do you even know what Christian values are?

A more factual story from Walker's website? Are you kidding? He totally failed in his press release to tell citizens he was ORDERED by the federal government to remove the cap over 14 days ago. And he fails to tell citizens it was himself who had total authority over installing the cap in the first place. That press release is something I would expect from the Governor of Weaselsin, not the Governor of Wisconsin.

I don't know much about this program nor do I really care but I predict it will become yet another out of control program that costs more than can be afforded. If the federal government really is forcing the cap to be lifted it pretty much guarantees my prediction will come true. I was going to bash walker for this but if it was out of his hands I guess I won't.

Another story that might be more factual than your link:
Governor Walker Announces Plan to Lift Family Care Enrollment Cap, Expand to New Counties
Madison–Earlier this year an enrollment cap was placed on Family Care in response to a Legislative Audit Bureau (LAB) evaluation which found a number of areas the program could be improved and made more efficient. After a briefing on the hard work done by DHS over the past couple of months, today Governor Walker announced a plan to lift the Family Care cap. Governor Walker’s plan also calls for Family Care to be expanded to additional counties.

Truth, that's funny. You don't have a problem with Walker lying, huh? "I'm recommending lifting the caps..." No, really, listen to the press conference please. Please tell me at what point you hear the governor say that the federal government has ordered that the caps be lifted. I'll be waiting.
By the way, I've witnessed more than 100 recall signatures. I can assure you that they are all very real. I want all of them to count so I am sure to be following the rules very carefully. Swear to God.

Wow, I just watched the governor's press conference on Wisconsin Eye. NO mention of the federal order to lift the caps. Just because it's the right thing, cost-effective, and all the other feel good reasons for doing this. You'd think this man actually cared about the elderly and people with disabilities after watching that. It was all a LIE.

Wonder why they write that Walker wants to lift the cap, but left this out of the story. "The cap went into place on July 1, but this month federal authorities said the state needed its approval to put it in place and ordered the state's Medicaid director, Brett Davis, to immediately lift it."

actually goodamerican, he never intended on keeping it. they imply that they are not even actively seeking the federal approval needed to keep the cap, for they have no intention of keeping it. The cap was designed to give the system a chance to streamline itself, finding more money within. as for the shallow simple minded fool part, i guess it takes one to know one.
