Wis. gov: Concealed carry needs permit, training

MADISON, Wis. (AP) — Republican Gov. Scott Walker says any concealed carry bill that emerges from the Legislature should require permits and training provisions.

Republican lawmakers are considering two bills that would allow state residents to carry concealed weapons. One would require a permit but no training. The other lays out no prerequisites whatsoever, a nod to gun enthusiasts who believe they have the constitutional right to bear arms without any restrictions.

Police are calling for permits and a database that officers could check to see if people they encounter might be carrying.

Walker issued a statement Friday saying any bill that reaches his desk should include a permit and training. His spokesman stopped short of saying the governor would veto anything less.

Guntraining siggy, If Walker wants training to be a part of this bill(it should) how do we make sure that poor folks get that training as well? Especially since they would be in need of this law more than any of you that just want to carry guns to feel big about yourselves. this isnt a measue to protect anything really. Don know where you extrapilated the NRA from my 1:35 comment. Nice try back atcha;)

garyprimer, you're right, ccw at the Capitol for citizens should be allowed, both for assisting in rounding up the bad Senators if they try another jailbreak and to protect ourselves those crazy truant teachers that go marauding around the building when they don't like the progress the good Senators are making.

I don't see why a database of CCW permit-holders is necessary or logical. Again, it's not the law-abiding citizens we should be concerned about.

Carrying a permit? Yes. Passing a skills/knowledge test? Yes. Required training? Not if you can pass a skills/knowledge test.

I agree with the comments about what Walker and Republicans have done towards the poor and the various programs to help those in need. Regarding the concealed weapon carry - even with training - I am against it. Do we need another local person killed because of an alcohol fueled verbal altercation on our streets when they pullout a handgun?! This is a really lame bill - especially when you consider that Walker has closed all but 2 entrances at the State Capitol and they have metal detectors. The Repubs are okay with carrying concealed weapons into the capitol, but concerned about safety - duh.

After reading the posts on here its pretty obvious that none of you have even read the legislation being proposed. This is why our country is in the shape its in, everyone jumps up to shout without even knowing what theyre jumping for. Read the bills at www.legis.state.wi.us SB90,SB93,AB126 compared to Federal legislation its pretty easy to understand(without hiring a lawyer)

The primary poor decision of most poor is the same poor decision of most middle-class and wealthy people, they voted for a "Republican" or a "Democrat", rather than an independent, thinking, person. If we didn't have so many self-serving, self-centered party hacks in office, tax burdens and social programs would be more balanced.

What could a reasonable, polite legislature and governor (not Doyle or Walker or the current and last few batches of Senators and Representatives) have done with the money that has been wasted on P.A.C.s and polls and lobbying and attack ads?

BTW when has scott walker or ANY republican gave two S*itz about any poor person? The premise that the permits is somehow a slam against poor people? What a joke! Considering everything these a holes have done since taking power is to completely make the poor man poorer! Give me a break!

If conceal carry is such a good idea, why does Governor Walker want to us to be permitted and trained? After all, its our constititional right to carry. It does not say anything in the constitution about training. And since this such a good idea, there should be no restrictions on where we carry...including the state capitol.

I would support training along with a permits for conceal carry individuals , but I think the police looking at a database of permit holders would give them a false sense of security. It is not the lawful citizens they need to fear, it is the unlawful. I don't think that refresher training every couple years would be out of line and I think a $25.00 yearly fee for the permit should be a standard fee throughout the state.
The money collected for the permits should be mandated to be used as a fund for victims of crimes.
And to those of you that think you look superior to others by ridiculing their spelling, grow up! I love to see lively debate and care less about their spelling. They get their point across clear enough. Isn't that what really counts? Not everyone has the same grasp of the computer or spelling, but I applaud them for contributing to the conversation.

Indiana's legislators are trying to make it legal to carry concealed weapons into public sporting stadiums. Imagine being a packer fan going to a Colts game. Lots of drinking, lots of emotions, and maybe a guy next to you is packing. Remember the Constitution was written in 1787. Our society has changed, our technology has changed. It is a great base, but it has to adopt to our times. If all you can do is quote the Constitution with no other argument you sound like Palin, Beck and Bachmann. Don't forget Bachmann said 3 months ago that she was so happy to be in the State where the Revolutionary War started, "New Hampshire!!!" Guess what-I'm not a democrat, I was a Republican, now I'm one of those Independents.

TechMasterFlex, what is it with the "poor" status of human beings that people have a problem with? Do you read the paper, watch the news, even read these posts? Our economy sucks! People are poor because of poor decisions? HUH? I think some of those decisions are made for them by the economy. That brings me to this stupid, idiotic bill, our economy sucks, depression is running rampant and people want to conceal carry? My God, what a great combination! Someone, somewhere needs to get their head out of their nether region and wise up before tragedy strikes!

I have no problem with anybody of any intelligence level carrying a gun, concealed or not, permit or not, training or not. After all, it's your second ammendment right.

Bullets, however, should be prohibited. There's nothing in the constitution about THAT.

ANY BILL SHOULD HAVE A PERMIT AND TRAINING CLAUSE IN IT, AS A 16 YEAR MARINE VET., I WOULD LIKE TO HAVE A REFRESHER COURSE IF I DECIDED TO CARRY.

Perhaps training could be provided for every student in high school. We know no matter what we say some people are going to carry guns therefore we ought to at least make sure every student knows how to use one correctly and safely.

Criminals don't bother to get permits. Most of them aren't even allowed to own guns. I agree that permits and training should be required. I know some stupid people that own guns legally. Not to mention, the way laws are usually intentionally incomprehensible to the average person. Requiring some training and a permit to carry a gun that helps people understand what the law is would be a great idea, because you know the politicians are going to screw it up when they write it.

How about no training, but you need to pass a test, both written and practical? Written would cover the laws concerning concealed carry and self defense, as well as common sense items, such as "know you target and beyond". Practical would include being able to shoot straight and being able to tell the difference between someone pointing a gun at you and a kid pointing a lollipop; basically test your reflexes. Last thing we need is some yahoo thinking he is the next super street crime fighter and ends up shooting some innocent kid that surprises him while he is out chasing down a bad guy.

TechMasterFlex – You think that the odds of people being poor are because of poor choices? Everyday 2,660 children are born into poverty, or at least 1 of 4 children (http://www.heartsandminds.org/articles/c...). Most of those grow up to stay in that poverty because they never were taught the lessons to rise above it. 32% of persistently impoverished children stay poor into adulthood, and it’s not because of personal choices that they made or because they are “bad” people. It is because they do not have the opportunity, guidance, or personal relationships to get out of poverty. It also doesn’t mean that they are too ignorant to own a gun, or shoot it for that matter. I do believe that people that own guns should have proper training to use them, however I don’t believe that training should cost more than the gun itself. If you can purchase a firearm, training should be included in the package, unless you can prove that you have already received training. I myself wouldn’t know how to shoot a gun correctly, and wouldn’t want to without training. I’d probably shoot my eye out :)

I work in a Constitutional Carry state, Arizona. It is fightening to realize that some of the people I deal with are actually packing when they have difficulty using a pen or pencil.

(more raucous applause)

I think it would lead to harassment to have a database but should have a permit to carry. If you look at a lot of criminals they carry concealed weapons no permit and sometimes officers have no idea. I think it will just make a case for an officer to harass you just to make sure you have all your paperwork etc when carrying.

You can buy a gun for alot less than training costs. What about lower income families that already own a gun? Everyone has the same constitutional rights reguardless of income. Maybe you should suggest that idea to the NRA they just might do it or provide free training to low income persons since they are the ones who certify the instructors and design many of the firearm ranges in the country.

What database do the Police check to see if the criminals they encounter might be carrying? If I were an officer I would "assume" anyone I came in contact with "Might" be carrying.

Training should be up to the CCw permit holder not required by the state. I support SB 90 and I think its the way to go for CCW in WI. SB 93 will put a higher burden on LEO's to verify that a person can legally own a gun and therefore carry it while SB 90 will require you to have on your person your CCW permit at all times when you are armed. How ever I dont think the police should be given access to a state wide data base of CCW permit holders because I think in some cases it would lead to harrassment. Having your permit on you would allow the police to check its validity at the time of contact but not allow them the ability to target you just because they found your name on the data base before the fact. Oh and just in case you dont already know ALL LEO's are trained from day one to assume that everyone they come into contact with is armed and potentially dangerous so CCW will not change anything in that aspect.

Training is just fine with me because I can afford it, but its going to hurt the poorest of our state who live in high crime areas and cant afford the high cost of pro. training. Pro traing is already expensive but once they decide to make it manditory the prices will go even higher leaving those who need CCW the most out in the cold. Where are all the Dems when our EVIL repub gov is going to give the "Rich" the right to self defense but leave the "Poor" unarmed?
