Janesville teacher contract might reopen
The Janesville teachers union would discuss reopening its contract if a state budget amendment offered by a local legislator survives, the teachers union president said.
Rep. Joe Knilans, R-Janesville, last week added an amendment to the 2011-13 budget bill that would allow districts and unions to reopen a contract to modify compensation and fringe benefit requirements only.
In Janesville, that could mean a savings of $3.1 million.
The measure cleared the Joint Finance Committee, and Knilans is confident it will be part of the budget.
It’s likely Gov. Scott Walker’s budget bill will pass this summer, but whether the JEA agrees to reopen the contract is uncertain.

Where was everyone when Doyle made cuts to people with autism?
The proposed cuts are mostly towards a program called Project Unify, which supposedly works to build inclusion and acceptance in schools. Every program in every state has had cuts, a lot on the Federal level also.
How do people feel about the Assembly Bill 110?
Wisconsin children with special needs may soon have the opportunity to use scholarships to attend the public or private school of their parents' choice.

According to the Gazette, there have been many cuts and lay-offs at the school district. I don't recall reading much about city. I would doubt any at the school district would say their contract was a job guarantee. Not to mention over the last couple of years each "group" has agreed to a pay freeze at some point. At the school district they do pay a portion of their health insurance also. Last point; the District and the School Board did not have to approve any of the contracts, they choose to!!

Knelray, you are correct that they are taxpayers but why should they be guaranteed a job and raises every yr. pay the same for health care that other people pay, as well as abolish the pension and start a 401k plan that everyone can contribute too. This is the best thing for this city, we need to cut spending and lower taxes now, people cannot afford it and the only ones that will be paying it will be the teachers, policeman, firefighters, and public workers.

wislady, Walker's policies will do much to hurt the Special Olympians. Many of them depend on programs that will have funding cuts or be eliminated under the GOP proposals. So don't pretend like you care for them -- it's insulting. You and Walker are the radicals, wanting to convert everyone to a "sink or swim" culture that in reality has no room for people with special needs. Those whose families are not wealthy will have many fewer options. That is a massive restructuring of the way this country has operated.
.
By contrast, the students are the ones exhibiting conservative values. They want to keep our society, not destroy it. It's sickening to see you try to claim otherwise.

wislady: It's appears that you were the perfect child. You must have ALWAYS agreed with the establishment and that those in authority are NEVER wrong. Isn't that what growing up is all about; learning about life's experiences and learning who you are? And where in my post did I make excuses for their behavior? Your inability to look through anything other than "rose colored glasses" amazes me.

I didn't know that the zombies were a non partisan group. Yes, they are students.....maybe they should do a little research and see what is involved in paying taxes, following and budget, and prioritizing between the needs and wants. They apparently do not understand when there is no money to fund everything, that cuts need to be made.
Quit making excuses for boorish behavior.

Good teachers are leaving Janesville. As a parent I hate to see this happen. Especially when the district issues too many pink slips (based on one teacher for every 30 students) and later tries to recall those teachers back. Too late, all our excellent teachers were quickly hired by other districts. Many want to stay teaching in Janesville but know they can't in this climate. It's a shame.

I find it interesting that many posters here seem to imply that the Zombies are left wing radicals. The reality of it is that they are college students protesting what is happening at U.W. and other educational institutions. They are STUDENTS, neither Republican nor Democrat. It's unfortunate that they disrupted the special olympic forum but it's also interesting to see that they too are interested in the political arena.

I love the "I got screwed over, teachers should get screwed over, too" attitude. Makes me proud to be an American. Why don't the communities close to Janesville have anything close to Janesville's financial problems? By the way, talk to teachers who have been layed off and are moving to other districts and what the pay and benefits are. The future looks bleak for JSD.

They should tell that to the millions of people who struggle to make ends meet everyday.

Its nice that Knilans and Walker trust the teachers to renegotiate their contract. Their last act of collective bargaining will be bargaining to take a pay cut. What a great guy that Knilans is. Those greedy unions, negotiating a pay cut.

I am pretty sure the bottom line is that the school distric is over staffed with teachers and they know it. With so many families leaving the area, the union does not need to keep everyone on the payroll just to show there power. Yes the teachers that are able to stay on will need to work a little now and take on extra duties. This is happening with every corporatation across america and Janesville should be no different.

Me thinks Knilans is a wolf in sheep's clothing. As I see it, the only winner in this situation would be Knilans or Walker.

Reopen and work out some cuts, we cannot afford it. The only ones working is the teachers, we cannot sustain it no more, during hard times everyone must suffer even the teachers as well as the administrators.

I have no problem with the teachers' union keeping the contract closed. As long as they understand that they will have to absorb the financial implications from doing so. If the teachers are comfortable with taking on the additional responsibility that is sure to come after their co-workers are let go, there's no problem on my end. There is only so much money to go around, if the union chooses to reward one group of teachers with fully paid pension and HC plans while at the same throwing another group of their members under the bus, that is their decision to make........

BIG HUGE MISTAKE! Do not open the contract regardless of what Knilans says or does. Do not trust a governor that was not brave enough during his campaign to tell the people of Wisconsin what he was really going to do if eclected to office. Taking away the voice of the people - the collective bargaining rights is all political and Walker knows it! Walker had to even admit to it during a congressional hearing to Re. Dennis Kucinich. Walker said - "IT DOESN'T SAVE ANY." - when asked how much money it saves taking away collective bargaining rights. Do not open a contract and trust Kilans, Walker, etc - Otherwise you will be sorry. Walker never campaigned saying he was going to take away the bargaining rights and is sneaky it would be a mistake to trust him or any ReFIBlican.
