Anti-union bill passes Assembly
MADISON, Wis. (AP) — Wisconsin lawmakers voted Thursday to strip nearly all collective bargaining rights from the state’s public workers, delivering a key victory to Republicans who have targeted unions in efforts to slash government spending nationwide.
The state’s Assembly passed Gov. Scott Walker’s explosive proposal 53-42 without any Democratic support and four no votes from the GOP. Protesters in the gallery erupted into screams of “Shame! Shame! Shame!” as Republican lawmakers filed out of the chamber and into the speaker’s office.
The state’s Senate used a procedural move to bypass missing Democrats and move the measure forward Wednesday night, meaning the plan that delivers one of the strongest blows to union power in years now requires only Walker’s signature to take effect.
He says he’ll sign the measure, which he introduced to plug a $137 million budget shortfall, as quickly as possible — which could be as early as Thursday.
“We were willing to talk, we were willing to work, but in the end at some point the public wants us to move forward,” Walker said before the Assembly’s vote.
Walker’s plan has touched off a national debate over labor rights for public employees and its implementation would be a key victory for Republicans, many of whom have targeted unions amid efforts to slash government spending. Similar bargaining restrictions are making their way through Ohio’s Legislature and several other states are debating measures to curb union rights in smaller doses.
In Wisconsin, the proposal has drawn tens of thousands of protesters to the state Capitol for weeks of demonstrations and led 14 Senate Democrats to flee to Illinois to prevent that chamber from having enough members present to pass a plan containing spending provisions.
But a special committee of lawmakers from the Senate and Assembly voted Wednesday to take all spending measures out of the legislation and the full Senate approved it minutes later, setting up Thursday’s vote in the Assembly.
Walker has repeatedly argued that collective bargaining is a budget issue, because his proposed changes would give local governments the flexibility to confront the budget cuts needed to close the state’s $3.6 billion deficit. He has said without the changes, he may have needed to lay off 1,500 state workers and make other cuts to balance the budget.
The measure forbids most government workers from collectively bargaining for wage increases beyond the rate of inflation unless approved by referendum. It also requires public workers to pay more toward their pensions and double their health insurance contribution, a combination equivalent to an 8 percent pay cut for the average worker.
Police and firefighters are exempt.

Walker and his cronies may have won the battle of the budget bill (though the outcome is yet to be decided) but when the number of recalls make history, the next power-tripping gov. and legislature will think twice before trying to abuse their power so mightily.

Change_is_Coming, in your earlier post you listed the following laws protecting workers: EEOC, Labor Wage and Hour, Affirmative Action, Sexual Harassment Laws, OSHA and the list goes on. Where do you think those laws originated? Those labor protection ideas originated with Unions. Politicians that Unions helped elect passed them. They passed because dues paying union members fought for them by calling and writing their representatives. In most of those cases, Corporations and GOP leadership resisted them. Once the unions are crippled Corporations and people like the Koch brothers know that the GOP will work to soften or repeal most of those labor protections that you site. This pitting of Union and non-union working and middle class people against each other fits right into the playbook for destroying all worker rights in this country. We will soon have a working class with few benefits and low wages supporting the wealthy class.

Last night I watched the documentary 'Waiting For Superman' and it was revealing to say the least. It points a finger directly at teachers unions as being the core problem for our educational mess. One bad teacher in a school can destroy the future of hundreds of kids. But unions protect these teachers and the damage continues for decades.
In Wisconsin the swapping of bad teachers is referred to as the 'Lemon Dance' where schools pass off the 'lemons' to other schools, hoping that the 'lemon' they receive in return is better than the one that just left.
Anyone who sees this film will come away enlightened and would never think about demonstrating in Madison against what just passed in WI government.
Kudos to the strength of our Republican representatives!

Ok so if I am reading the comments correctly, and someone please point out where I am wrong.
When Walker does something and the Republicans also do it they are wrong and then called everything from Communist to whatever under the sun. BUT when on a national level Obama and the Democrats do something they are all cheered as the great saviors. Ok here is what I propose; we take all the rich so then they are poor, I mean after all they worked to get that money and why should the poor suffer? Then when they are all broke and poor we go after the next wealthiest and tax them so they are poor. If we do that enough then NO ONE will be wealthy, and gee isn’t that what we want? BUT then who will supply the jobs? Who will we turn to when the entire country is “middle class” and NO ONE will be working. Wait, I think I have the answer. We will all work on collective farms and each will supply what they can to make the country better and we all will be paid the same. I wonder where that idea came from, sound a little familiar?
I think some of you better get your head out of the sand and GO TO WORK. Oh wait there are no jobs, lets blame someone else for your inability to find a job. TAKE responsibility for your own actions, it is no one’s fault but your own.

Do you propose that we continue to run deficits year after year--as the administrations before Walker's did, which ultimately got us into this mess? You do know that sooner or later you have to pay that borrowed money back--right? Or should we just begin taxing people out of their homes to cover the shortfalls--because we're almost at that point.
It's not a matter of "I don't have it, so the public employees shouldn't have it either" It is a matter of "I can't afford to pay for it for you anymore, so you are going to have to cover the expense".....You can save the "unions made the HC/pension concession pledge" for someone that actually would believe their bs. We all saw how sympathetic the union was towards Janesville's dire economic situation when they signed their last contract........good riddance......

It used to be, but not any longer. Walker is a great example of that -- abandoning teachers. There is just too much greed in this country, especially at the top. 400 wealthiest people having as much wealth as the poorest 183 million. It's obscene and getting worse. And what happens? Middle class people are fighting middle class people for a few dollars here and there while the super wealthy screw all of them. Really sickening.

Oh My Oh MY.. For weeks I have been saying things are going to change, hence Change_is_Coming. I sometimes am so surprised to see what my fellow americans, neighbors have to say. Sometimes I have to pinch myself to see if I am really awake. Doesnt matter who I talk to it seems everyone has the same dream or perspective on life as I have and was brought up to know basic american principals. In my birds eye view this whole debate has been over every person taking responsibilty for their own responsibility. Entitlement programs as we know them gone..."I am not covering for me and for you anymore"...WE entrusted for far too long...as a result many many good people lost their whole life savings. Who is to blame for that? Some may say the Republicans...some say Democrats, some say Corporate greed...some say Wall Street, Fannie Mae, Freddie Mac...but if you ask me...(who am I)....I would say we all need to take inventory in our own backyards...if you REALLY think about it...if you are REALLY honest with yourself...what are you giving up....sure Teachers/Public Sector Employee's we are asking for you to cover your share...why...cause I lost mine in the private sector...and right now,today I cant cover you and make sure that me and my own are okay...is that too much to ask? That doesnt mean I disrespect you,I dont care about you! It means I am sorry I just cant afford to do it. GM worker's sat on Unemployment for years waiting for a better opportunity, waiting for that job that gave them the same benefits. The list goes on and on people. Collective bargaining happens in your own communities at the school, at the board meetings, talkin to your neighbor,if you get involved, if you spend as much time and energy on that rahter than what they are taking it would be so easy! It is time that we get back to the basics, as the saying goes "Keep it simple stupid"...take care of your own and the rest will be taken care of. I thought this is WHAT all Americans believed...what happened that has created a mentality that everyone feels they are entitled to something for nothing....what happened that because there are differing opinions or ideas that it is okay to send death threats and bomb threats to families... Has this whole world gone CRAZY??? I ask you what can you do to make things right to make Wisconsin work again, to help your neighbor? Walter, I don't look at this "as I don't have it and neither should you". But as I make less than you, and I contribute more to my health insurance and pension yet I am getting by. "Can't you help with your benefits so we can balance the state budget". To some of us the teachers are the higher paid people (the rich). The teachers didn't disagree with paying the extra so it has come down to not wanting to give up the collectively bargaining rights. Assuming this means they want to have the union bargain for their raises. I may be wrong, but Walker wasn't totally taking that away, but limited it to cost of living unless taken to a referendum.

djs, I challenge you to record your taxes paid in 2010 and then compare those numbers with your taxes paid in 2011, 2012 and 2013. You're in for a surprise and you won't be happy about it. Also, compare your current compensation (salary and benefits) and compare those to the next 3 years. As they say, careful what you wish for. You just got it!

Your blame assessment is wrong. Legislative action by Doyle and the Democrats over the past eight years was deficit neutral. Doyle inherited a $3.2 billion deficit that he was winding down to under $1 billion without enforcing a police state until the Bush economy struck. Walker inherited the Thompson/McCallum $3.2 billion deficit (projected) that he artifically ballooned to $3.6 billion.

There are many people that still support public workers, they simply disagree with unions, and how they operate. Why should everyone agree and side with your agenda? Do you really give a crap about others personal situations? Boycotting local business is absolutely pointless and will have the same effect the last three weeks has had. It will backfire. There are plenty of educated people in the workforce that are extremely intelligent. Just because they don't agree with you, doesn't make them the opposite.

I've noticed a lot of support for Walker in these comments that attempt to justify this legislation by claiming that public employees have something that other employees don't (pensions, generous benefits, collective bargaining rights) and therefore those things should be taken away from them. That sounds an awful lot like redistribution of wealth to me, which is something that Republicans would rather die than admit to believing in because of the Socialist implications of such an idea. If you're argument against public employees is "They shouldn't have it because I don't have it", then shouldn't we also go after Bill Gates, Warren Buffett, and the Koch brothers? They have a lot more than most of us have. Should we take it from them? If the argument has to do with the tax payers paying for these public employees, isn't it obvious that public employees are also tax payers? They are already paying part of their own compensation package. Now they are being asked/forced to pay even more of their own compensation package, and they're losing statutorily guaranteed rights.
This is truly a sad day for WI. Fortunately, the recall elections will probably swing the state Senate back into the Democrats' favor. Three Republican senators, Darling, Kapanke, & Hopper, barely won their seats in November. Hopper won by less than 200 votes and Kapanke's district went 61% for Barack Obama in 20008. Those three seats are all the Democrats need. Then in January recall proceedings can begin against Scott Walker. The people are angry, united, and becoming more and more informed every day.

I'm just glad that our state Capitol happens to also reside in the city of our most educated residents, and in the state ranked #2 in the land in overall educational rank. Walker might have fared better in Georgia or North Carolina (#49 and #48 in education - and both non-union).

I know the Hitler stuff seems unimaginable, but you need to know your history. He was elected. and:

He didn't start out with the holocaust - his power went unchecked. Walker is not president - but some of the similarities of Hitler's rise to power are uncanny.

Recall threats are on Facebook. They are on Twitter. They are on MySpace. They are in the news... but recall threats are meaningless and the threats are being thrown around mostly by people who, not only don't live in the same district as their targets, but who obviously have no idea how recalls work in the State of Wisconsin.
First things first: Your target must be recallable. In the state of Wisconsin, this means they must have been in office at least one year.
Wisconsin's Government Accountabiity Board (GAB), which has authority over recalls, has published their recall guidelines and timelines. You can view those here: http://gab.wi.gov/elections-voting/recal...
What many people do not seem to remember is that the targets were elected by a majority vote. These same targets WILL be on the recall ballot and will likely win again by majority vote. A recall campaign does NOT remove someone from office, it simply allows for another election. The target can win that election.
The only people who can vote in the recall election are those who are eligible to vote, have registered to vote and live in the same voting district as the target.
Let's say that a recall campaign was successful in getting enough signatures to get on the ballot, then what? Then an election is held. Let's say the target loses that election. The target has the right to petition. But let's say the target ultimately loses the recall election, then what? Someone has to replace them. Who will that be? It might be someone of the same party. It may be someone from the opposing party. It may be someone better or it could be someone worse. You just don't know.
So, not only would you need to be successful in the campaign, but you must be successful in the election and then you have to be successful with the new candidate. Not an easy thing to accomplish. This is why, historically speaking, recall elections are rarely successful.
Several recall campaigns have already been filed. It will be interesting to see the outcome.
Careful what you wish for.

Well earlier today Fox news was reporting that one of their reporters was assaulted by protesters...yet there was no protesters arrested for an assault on a reporter. They also reported that windows were broken at the capital by protesters. But the truth was a window was opened that protesters climbed through. So based on that I would say msnbc has a little more truth in their reporting.

It is truly a sad day in Wisconsin!! It might have been a little about the budget but it is mostly about power!! I feel sorry for all the parents and adults acting so happy about this...we will see what you think when your schools offer nothing anymore.....and it won't be long before that happens. AND as for the first year teacher who lost her job maybe she was nominated by a relative or best friend and didn't really mean much. That happens. Perhaps teachers kept by seniority had also won that award at some time. I cannot understand why people are so jealous of the unions. We had to watch people bash GM for so long and now the teachers and other unions. SAD, SAD, SAD! I am thankful my children received a good education but worry for the generations coming up!! Most of the teachers my children and grandchildren had loved teaching and loved the children. I do not expect to see this in the future. Why would you go in to education if the majority of the public doesn't respect the profession? Our governor didn't campaign on union busting. I am so tired also of hearing about how the democrats ran away and wouldn't come home to debate. It was proven that there was never going to be a debate. Voters....remember this in coming elections!!

Senator Fitzgerald admitted this crap is all just to get a republican president elected in 2012 so we are all pawns in their dirty little game. In Rock Co it is true we voted mostly for the democrates. I think up in northern Wisconsin Walker did better where they are mostly republicans and do not know about Walker and how he screwed up Milwakee.

Just saw a school teacher named Jenny Fish on MSNBC saying she voted for Scott Walker but is mad because he lied to her. Here is a heads up, if you teach school, punch a time clock or belong to a union, voting for a republican is like a chicken voting for Colonel Sanders. A leopard can't change his spots so I don't know what the hell she was thinking; but it is hard for me to feel sorry for her. You reap what you sow.

The bill will not effect any current legislator. The terms of thier salary and benefits may not be changed during thier term. Any changes they make will not effect them, until and if they get re-elected. So, no, the didn't vote themselves a paycut.

I'm not too ignorant too know, however, that it is possible for a teacher who is better than another to be let go under the rules of seniority. The system is not fool-proof.
On the flip-side, you must remember that education is not-for-profit, like its private industry counterpart. The district's number one concern is to stay within the constraints of their budget. Their number two priority is their product - as much student success they can buy within the constraints of their budget. In private business, a successful worker is kept because they will make the company profitable. Not so in public service.

Do you really believe eliminating collective bargaining rights is going to lower your taxes? Please keep copies of your 2010 tax returns (federal and state). Then compare your 2011, 2012, 2013 tax returns (taxable income and taxes paid) with your 2010 return.

While I don't approve in the way the our little "Scottie" has handled the budget "crisis", I just looked up in PolitiFact to see if the pension and health care provisions affect our elected representatives (?) as well as the teachers,et al.
It's a point I haven't seen brought up as yet, and it seems as though the new law will in fact affect the lawmakers as well as all other public employees (except firemen and police). It looks like our boys voted themselves a pay cut too.
Now if they'd cut another 2/3rds of their salary, we'd finally be getting what we're paying for.......

Wisconsin Stat. §19.84(3) Public notice of every meeting of a governmental body shall be given at least 24 hours prior to the commencement of such meeting unless for good cause such notice is impossible or impractical, in which case shorter notice may be given, but in no case may the notice be provided less than 2 hours in advance of the meeting.

Sadly, Wisconsin's open meetings laws are overruled by internal legislature rules. State Statute 19.87 is very clear on the matter.
Have to ask yourself why the Legislature has approved rules meant to limit citizen participation.

We pay our garbage fee on our property taxes. Since the state no longer will help pay for curb recycling then our garbage pick up fee will probably double so yes our tax bill will go up.
