BadgerCare cutbacks planned
MADISON — State officials have frozen enrollment and plan to raise premiums for the BadgerCare Basic program.
State Department of Health Services Secretary Dennis Smith says expenditures have outpaced premium revenues by nearly $2 million in the program’s first nine months.
The BadgerCare Basic started enrollment last June for low-income adults with no dependent children. It was to help more than 50,000 people on the BadgerCare waiting list.
Department officials say once all claims are submitted, they are expecting an estimated deficit of $5.7 million.
The enrollment was frozen effective Friday. The program was to operate through 2013.
Smith says the state will maintain coverage for those on the program and help new applicants find alternative coverage.
Beginning for May, premiums will go from $130 a month to $200.

Maybe Walker needs to work on getting the BadgerCare system fixed instead of halting it. They need people to check and make sure that the ones who get it, deserve it.

Mouse, I won't link blame to anyone. I believe there are good and bad in both parties and unfortunately we're all divided more now than ever before. While a lot of us are falling through the cracks right now, others are living very well by using part of our system they don't need to be using.

Mouse, believe me I've tried that route but the County doesn't care!!! A lot of our money is being wasted. Like I said, I don't have a problem with this program or any program that helps those in need. Who is more wrong? I know a family who has a woman who is a nurse at a local hospital, getting very good health insurance, the husband works mostly cash jobs, and he along with their two children are on BadgerCare! Their income is good enough for them to buy an expensive vehicle. If health insurance is available to them via her plan, then explain to me WHY he and the kids are still on BadgerCare?? We have A LOT of people taking extreme advantage of this program! I'm all for it if someone needs it, but if you're screwing the system you should have to pay back every single bill that BadgerCare has paid out for you!

Final bill??...lol He has already said no negotiations on HIS budget repair bill.I'll give him the fact that he started with state workers...but only so people would be busy on that issue and his other laws/bills would fly under the radar.What about the cuts he is making to the seniors and veterans of this state? At some point in life we will all be seniors(if we are lucky) to live that long without proper health care.Just something to think about or for the 20 something to add to their retirement funds on minimum wage jobs.Do you know what the average person at retirement age needs for savings to live out their final years?? or what the average has saved for retirement ? The $$ amounts are alarming to say the least.

Adam615...Lets think past the ER visit.You said that all they have to do is take the meds that are prescribed to them.Well that does make sense to a degree.The problem I see with that is....If the person doesn't have insurance...How will they afford to pay for the prescription the doctor has ordered.Could it be that some do go to the ER to get meds into their systems to ease the pain or to help in some other small way ? When you don't have to live like the less fortunate....you can't possibly know how to think for them.Or is it you just think they WANT to be sick and not get better?

New Reality Show "Treatment" where the rich enter a clinic/hospital posing as uninsured/unemployed realize they're treated like scum without money, insurance or employment. Yes, it's happened to me, and I really am appalled at the true lack of compassion people have for others without so much as inquiring how they landed in such dire straits. Racism has given way to a new kind of discrimination where income and assets determine your place in society more than looks. IMHO compassion does not have to go out the window because someone cannot pay. And where's the sense of community when it's being so determined? Perhaps in a disaster people without guns will be viewed the same way by those in our community that are in the National Gaurd? Several months ago I listened to a doctor complain and blame me for my health before entering the room and then proceded to insult me and lie to me. Needless to say I left, which resulted in me being 'banned' from further assistance. Just an example of how compassionate people can be, especially when they view themselves as so much better than the people they should be treating. I still deal with the daily pain as best I can until I graduate from college and get decent employment.

I am sure that the Koch boys would never tell Walker what to do - lol. Walker knows he is not ever wrong and that it's the other 80,000 plus protesters that are wrong.Walker has a direct line to God and nobody else might be correct or hear the voices of God like he does. God has told him to NOT include the police, fire, etc in with this bill at this time - so Walker is obeying this unrealistic move to include all public employees because it is what God wants. Business growth will improve with or without Walker, but with King Walker we will see the end of payments to help those in nursing homes, mental health care homes, and our veterans. Don't forget to look at the mess he has created with the many school districts all over the state. Education is very important and he is hurting the student with his plan. I would like to see you as the one that needs help and finds out that with Walker you cannot get it. I also would hope that you would have compassion in your life for the health, care, and well being of the elderly and less fortunate.Give your buddy Walker a pat on the back for adding over 140 million dollars with his special interest spending. That does not even include his recent money spent this week. You are a fool to think that there is an endless supply of money for supplementing people who aren't making as much as they would have liked in their old age. Every dollar given to a senior with a low pension is first ripped from a paycheck of a worker - who likely has a family to support. When I say a family - I mean children not cats or small dogs.

There are seniors that have small pensions that have had no increase in their pension in over 20 years. I don't understand why you think that $200 is more affordable for women than men. Women's pay averages 77% less than men's according to the 2010 census. http://www.pay-equity.org/
I volunteer at a place where many people don't have insurance and make very little money. They frequently run to the ER for the basic health needs. If they have a cold or sore throat, they go to the ER to get treated because the ER has to treat them. The hospital uses what's called Community Care Funds to pay for it.

12345678, hospitals DO have to care for uninsured. Anyone who shows up, they have to treat. And they lose lots of money on uninsured, and don't get enough from the Medicaid and other programs. I know this because my wife works in the hospital and is frustrated by needing to treat the uninsured stubborn patients who won't take medications but keep coming back costing the hospital. She has no problem with true emergencies. But she does with people who refuse to take care of themselves and keep returning and they are REQUIRED to treat them

As for treatment of the uninsured, I know someone who had a broken collar bone and they gave her a sling and told her to come back when she had insurance! She had to quit her job (not that she could work with a broken collar bone anyway) so that she could qualify for Medicaid.

With the Badger Core plan you must renew your enrollment every year. At that time you must submit your employement info and pay the non refundable $60 payment. If your place of employement offers health insurance, your Core plan will be cut, regardless if you take the insurance or not. If your income is above 200% of the federal guidelines(have to make at or less then $1,815.00 a month) your Core Plan will be cut off. If you become pregnant your Core plan will be cut off. The Core plan has no monthly payments only that one $60 payment to enroll. All these people that are paying monthly for Badger Basic are waiting to get on the Core Plan so they do not have to pay a monthly fee. I am enrolled in the Core Plan(I am at the 100% level for the federal guidelines) and i am willing to pay a monthly fee to keep my insurance, as long as its under $100. I have paid for my insurance in the past, when ive had jobs that offered insurance. I have only used my insurance benefits once, to full fill my required yearly health check so I would be able to renew my enrollment last month. Do I want to be receiving help from the state? NO. But its very scary not having insurance, and not to mention very expensive if you get sick. I have been there before and do not want to go back.

commonsense123.....Hospitals DO NOT have to treat uninsurance.All the hospital has to do is stabilize the person.When a person shows up at a EC with no insurance they are told to go to the ER,once there they get minimal care and sent on their way.This happens more than what people realize or want to believe.I know this to be a fact because I took a friend and that's what was told to her.She got a shot of pain med and then was told to contract her doctor.Well the other problem was ....she had no doctor.Later that night she was admitted to a different hospital with a burst appendix.

I now worry about Mercy and other hospitals in the state. Clinics don't have to treat patients without insurance. Hospitals do. Can we expect more non-emergency visits to the ER and longer waits? I suppose if the hospital has a significant number of people who can't pay, the one's who can will pay more. This would be some trickle down affect. BadgerCare and Medicaid are not perfect, but they do serve a need.

cardtrader show me the people that were told that as I know many that have BC and other insurance and they use the other insurance before they use Badger Care. I am disabled and still had other insurance at first and my medical came off that first I also have medicaid a part of the Forward card that badger care also uses and I WORKED AND PAID INTO IT SO HAVE MANY OTHERS and I suppose this is wrong to. Wislady YES IT IS HIS FAULT AS THE PEOPLE OF THE LOWER INCOME BRACKET ARE HIS VICTIMS AND so many of his supporters will see how it feels when he has complete control of this state and you become his victims HAVE A NICE DAY and don't WHINE when you too have nothing under his brutal plan for this state.

Why is it so hard to understand that when the top 10% of people hold 80% of the wealth, that money is also not in the economy. It's in banks earning more money for them. If the profits of the last 2 decades actually did trickle down to the workers, that would generate more income tax revenue. In addition returning the income tax rate on JUST THE WEALTHY, back to 39.5% would also create more revenue. It is raising taxes on a very few who can well afford it in order to take the burden off those who can't. That would require compassion and generosity, concepts I'm beginning to think more and more people can't begin to comprehend. This has become such a dog eat dog world, caring only about ones self and where everything revolves around money. It's disgusting

"OK Walker first cut down there water and food." (income) Then give us the power plants for peanuts so we can slam rate hikes on em! Take a few more million off them first for major repairs. I don't want to spend anything that can come from the taxpayer instead.
Now we want them to think it's just teachers we're after , so play smart on this one.

Clarity – you say you own a business and you support Governor Walker. Have you given some thought to the fact that, according to a State Journal article, the public sector workers will be losing about $400 - $500 per month from their disposable income because of the budget repair bill? When they have to cut back on expenses where do you think the first cuts will be? My guess it will be cutbacks on spending at local business whether that be stores, restaurants or coffee shops. Or maybe it will be even more additions to the already crowded housing market. Janesville has experience a major economic down turn as a result of GM and related business closures so now get ready for another as teachers and other public employees trim back their spending. Governor Walker’s budget proposal makes even deeper cuts in programs that will force people to restrict their spending even further.

I'm curious. Why the outpaced premiums vs. expense? Is it always a failure in the cost of such programs? Someone has to be able to project these things better. Or maybe (again) we are letting people slipd into this (and other programs) who should not be, which causes the strains.

It's always the same. Bleeding hearts talk of pregnant woman and little poor people , and the stingies talk of the attack on earned prospect. Well, if a social program or whatever you want to call Badger-care, is to operate more fiscally responsible, then start screening the people who are on it. Unless we as a society are willing to tell someone, "no" then we will continue to pay the bill for them.

There are a lot of offenders in the court system who have routinely used Badger care and are eligable for it. They don't (and WON'T) get their own insurance so we allow them to rob that system from others who should be allowed-such as farmers. We need to be able to have some safety net for truly good people without it costing an arm and a leg for the taxpayers. Learn how to say "NO!" to these other people, maybe then the state would not have to cut it....

I know of single people that were told by BadgerCare Reps not to sign up for insurance that is offered at their work and just stay on BadgerCare. Even tho both parents (not living together) have insurance offered at their work. I think the state needs to investigate the people on BadgerCare and also Welfare that are bleeding it dry and laughing as they go to the bank. These people hurt the ones that really need help.

I have a great idea to help with all of this mess. Has anyone talked about putting in some toll booths? I figure if you put one on the borders of Iowa,
Illinois, Minnesota, Michigan, coming into Wisconsin this state would be rich.
I mean really going through Il just think of how many tolls you have to go through just to get to Indiana!!!

Clarity: I have a hard time understanding claims of fact without the data to support them. I would think that a business person, such as yourself, would understand that people like to have the data to back claims. If I were to tell a perspective customer that my product is better than product X they would probably ask me why and how. If I responded with "well its better, its nicer" they would want to know the data that support these claims. You can't make statements without having the data and facts behind them. Or you can, it just makes it look like you don't actually know what you're talking about.

That was true but not any longer. Walker and the GOP changed everything. Spending money locally is a good idea until you find out that the business you're spending at is contributing to political causes not based on compromising our differences for the local and common good, but to divide and defund workers, families and entire communities by ramming through corporate-written class war legislation. When buying local becomes destructive it's time for the working poor and middle-class to rethink how we spend our money. Research the business like you research buying a new car or flat panel TV. Spend smart or forever have regrets.

Clarity: Funny, I too am an adult and a business owner. Now what end of what bargain is it that I didn't fulfill? I made no outrageous claims of any sort. For you to claim that there are more underperformers in the public sector than the private sector and to go on to say there are no standards in the public sector, but not actually be able to back up either of these statements is somewhat curious. Of course the answer to a tax raise by coservatives is , "Hell let's raise it 10%! Then we'll see.". That's just more hyperbole and fear mongering that see taxes as a swear word.
When I say a tax increase, I would rather see a 2-4% income tax raise, FOR EVERYONE. If the "average" tax payer makes 10 bucks an hour at 2% youre talking about 8 dollars a week! Or maybe a salestax increase of a half percent, or a full percent. Who would be opposed to that?? Sales tax would also be beneficial because tourists spend money here and that won't come from all of the republicans tight budgets. Why not impose a toll system for all of our interstate highways to raise more revenue? Raise fees on vehicle registration, Wisconsin has one of the lowest fees in the country. I don't want all of these things, but 1 or 2 of them would go a long way toward fixing problems that the middle class did not create. Why is it that this current group of "leaders" wishes to take from the poorest first? All of you seem to point to the poor or not so wealthy folks taking advantage of badger care as the problem. While I don't agree with it, I would ask you this: Who are the biggest TAX CHEATS in the state? Are they poor folks? The wealthiest around not only get the most tax breaks, they are also the biggest tax cheats and get wawy with it! i dont hear ant of you railing against them? Why is that?

I agree about stopping the free rides. I am struggling financially right now. I had to quit a job up north because my hours were cut to the point that I no longer could pay my bills/rent, so I had to move back home to live with my parents. I didn't qualify for BadgerCare because I had insurance in the previous 12 months before applying. So, instead of rewarding people who have tried to be responsible and productive and fell on some hard times, I was "punished" for having had insurance. I think BadgerCare should be for children and pregnant women. If a single adult wants insurance they can pay for it themselves.

Keep your money local and it will allow the local middle class to grow instead of the rich bankers in New York! You put your money in a big bank for a 2% interest payment while they loan it to your neighbor on a credit card for 29%! I would not take the word of a sworn Medicaid opponent that the program is "unsustainable". I don't know why any of you do. Even if the deficit claimed by Smith is credible -- and it's a whopping $360 per applicant, hardly a budget-buster -- we don't know why it isn't working. It may be that the program is in a race to the bottom as the only affordable alternative for persons with serious chronic illness, for example, because the sliding-scale Badgercare Core Plan is full. I had understood that the cost projections were based on Core Plan participants, but if the program requires a full premium from all participants, then only those who need it the most will pay, and the healthy adults who would normally help balance the income of the plan will not participate at all.

In whatever case, this is almost certainly a prelude to simply cancelling the entire plan.

Badger Care has children on the program who don't even qualify for it. One dad is to supply health insurance and also has legal custody but the child is living with her mother again so her mother justs puts her on Badger Care. It is time to check out the children and adutls on Badger Care. I for one feel it is time to stop the free rides in the state of Wisconsin.

Over the past 3 weeks, one thing is very clear to me: Every problem our once great state has was created by Gov. Walker!! Oh, but he has only been in office 2+ months, so I guess he really could not have created any of those problems.
If the previous regime of Gov."Sticky Fingers Doyle", Mike "Its OK to sleep with Lobbyists" Sheridan, Russ Decker, Erpnbach, Etc. had actually done anything constuctive in their 8 years control of state goverment, maybe, just maybe we would not be in this damn mess.
You can critize Walker for how he is proceeding, but I still have not heard ONE SUGGESTION from the Lefty, Democratic, Liberal/Solialist party on how to solve any of our problems other than to raise taxes (the dem's tried and always failed idea).
