Walker announces $100M for Milwaukee development
MILWAUKEE (AP) — Gov. Scott Walker has announced a $100 million initiative to upgrade a poor section of Milwaukee, in a bid to encourage business growth.
Walker said Monday the investment from state agencies and other investors will help attract companies and at least 2,000 jobs in coming years.
The five-part plan includes developing vacant business properties and improving transportation infrastructure.
Milwaukee has been especially hard-hit in recent years. While that state's unemployment rate is 6.8 percent, unemployment in Milwaukee has remained around or above 10 percent.
Walker says the Wisconsin Housing and Economic Development Authority, or WHEDA, will invest $100 million in the project. The resources will include federal tax credits, business-development loans and residential mortgage loans.

WHEDA's intent was for "low and moderate income family mortgages," not for "business." WI has persons facing bankruptcy, who might "survive" or stave-off being put on the "public-social-programs," should these funds be used for the "original intent, stated within the WHEDA guidelines."

RAF, I asked you specifically for a link to the DA's report that you quoted, not what some newspaper article reported that some computer forensic expert had allegedly said. Did you read the DA's report to know the DA said what you claimed they said? If so, what's the link to the report? If not, just admit you didn't read the DA's report and be done with the charade.

To your witless remark on the DA deciding not to charge him, this had nothing to do with the activities he did do, it was in fact because we have laws. The only laws the activity fell under are covered by election and campaign laws. At that point in time not a single campaign or party officially associated with this person and his actions. Since he was not officially tied to a campaign or party the activity did not fall under that aspect of the law, this only left broken employment rules. For whatever reason the DA didn't investigate very deeply his ties to the AFSME, graeme zielinski, and his cooherts....hmmm, wonder why?

I would like you to cite a link to the DA report that you have quoted. Not to some newspaper article or blog about it. I would like to see the actual DA report. Where's a link to it? Anything contained in what you call "the DA report" is alleged. DA's are not triers of fact -- judges and juries are. The DA concluded the matter was a personnel matter, chose not to charge him and referred it back to his employer. His employer handled it as a personnel matter, did their own investigation and "found no evidence that the blogger had used county equipment to post on his blogs." I never suggested he was suspended for no reason. In fact, I told you in my original post that the reasons his employer gave for his suspension were "wasting time at work" and for doing "personal activities during the workday."
You surely now can not claim ignorance to the fact that his employer "found no evidence that the blogger had used county equipment to post on his blogs." 4300 jobs lost last month Wislady. The BLS stats dont adjust for seasonal jobs. I know that you are one of those people that buys it when Walker does pressers in the summer taking credit for job gains in the dells for the summer as "Job gains" . Seasonal adjustment is a real statistic. All of the jobs from the holiday saeson are now gone. Again, fuzzy math or reality?? We all know where darlene lives.

I understand why they did it though--but that is completely different when considering what is going on here. Giving the same auto union that had a major role in taking that company down, an ownership interest in that same company while completely shafting the bondholders who had invested their savings was not only stupid, but criminal as well.......If you can't see the difference between injecting cash into a relocating or expanding company versus throwing billions as a completely out of whack company structure which defined the US automakers, please go back to polishing the chrome on your truck's bumpers and let the adults carry on the conversation here........

Fear...I totally agree with you. As I said it's the reality of the world we live in. If Walker doesn't step up, other states have and will continue to do so. So unless you go state to state and remove these incentive programs, Walker doing nothing to draw these businesses in or keep them here would be economic suicide for our state. On the flip side of that I also would amend your comment regarding providing services, by seriously limiting the services provided. It should not be the government's(taxpayers) responsibility to provide free food, free housing, free utilities, free health care, etc, to those who have made poor decisions or simply don't want to work.
Those that are bringing up the HSR program, it was a joke and anyone with any amount of intelligence could see that. Short term gain for long term suffering. That train would have saddled the state's taxpayers with millions of dollars in maintenance and operating expenses after the federal government washed it's hands of it. This is a transparent move to make the next month very difficult for Tom Barrett, whom Walker expects to be his opponent. When you look at Walker's record in Milwaukee County, it's clear he doesn't have a clue about how to proceed with economic development. Walker failed to protect the historic structures on the county grounds in Wauwatosa, and as a result the inadequately-financed developer he sold the land to may have no choice but to tear them all down. Meanwhile, the famed Monarch Trail will also be lost as a result of his incompetence.

This does not bode well for "Transform Milwaukee", whatever that means, a plan apparently hatched by insiders in Madison rather than developed jointly with city and county leaders and stakeholders. Plans created in back rooms rarely have the local support and buy-in that they need to succeed and reach the intended beneficiaries. It's basically crony capitalism at work, and Wisconsin would be wise to be skeptical.

Fear - I get that part of it, but lets not forget our transportation fund was raided by the last WI government and that obviously put us in a bad spot. I realize gas is always going to be an issue, but I also realize our roads and infrastructure will always be needed for trucking, transportation etc. More so than commuter train during this particular economic crisis. Spark- I agree , but the train, IMO is a little more forward thinking. While many may think it wouldnt support itself and be a failure, with the price of Gasoline ever increasing, mass transit will be a reality. Sending back 800+ million dollars in federal money to increase construction jobs and future service jobs for something that will be needed in the future , due to the fact that OIL and GAS will never get cheaper, was very short sighted IMO. I also suspect that many of Walkers road building donors(Michels, etc...) were not too happy with the thought of mass transit someday taking money out of their pockets.

High speed rail is an infrastructure issue IMO, not a private industry issue. I would have preferred that mass transit be affordable and not controlled by private entities.

A lot of complaints on here about how government should not be playing a role in business creation, etc. I understand much of that idealology, but it appears for some that ideology is only acceptable if involves "their side" of the political spectrum. High speed train comes to mind. I recall many supporting this and putting up a fit when it was denied. Huh..again, government getting involved with telling the taxpayer where their money is going. These announcements by the state "investing" $100 million is just another giant shift in selective favors, tax credits and property tax kickbacks to businesses. But we have been fed this line of crap so often that we take it as business as usual exercise to create jobs that it's not even embarrassing for a public official to give a private entity a tax break or hand-out. The culture of corruption is so embedded into the system that it doesn't occur to most of us that there is something deeply wrong and corrosive of democracy to admit that the money side of politics and the elected side of politics are attached at the hip.
In 1986, Wisconsin residential property owners paid 59% of all property taxes, today we pay 70%. Think about who is paying every time you hear about a "package" deal of kickbacks to attract or incentivize private-for-profit business. Or when developers are allowed AG property taxes for merely growing a crop on their land. Who do you think is paying? Walker is taking this con game into hyper-drive.

You do not recognize that the dollars spent to upgrade the area will go to private business (building contractors, building trades, etc.) and most, if not all, of the properties that are upgraded will be owned by private businesses. So this isn't just about giving taxpayer money to the businesses that are attracted to occupy these upgraded buildings. The taxpayer dollars are going directly to private businesses in more ways than one. All of these are businesses that can, and do, fail.

I also thought that the state was broke?? Out of money , kapoot? I guess that was another Zinger huh? If we were so broke then why 750k of raises to the Lawyers that defended act 10? Now we have 100 million dollars to dump into a poor area of milwaukee? Makes me wonder how broke we really are. I know that we saved like 6.8 million dollars on the original Walker admin estimate of Capitol clean up and the final numbers. But we should thank the protestters for that, since they mosly cleaned up after themselves.

Upgrade the area - to attract companies and other investors.

If that were true then why on Earth are state governments allowed to use taxpayer dollars to bribe businesses to re locate. If the market allows you to build a business here then build it, not because the government has to bribe you. To me its legalized extortion by business, and also legalized bribery by government. This type of action should be ANIMATELY opposed by all teapartiers.
Tax dollars should be use for services, PERIOD. Handing tax money to businesses so they will relocate should be illegal. The amount of wasted tax dollars here should be ILLEGAL.
I said in previous post I would be in support of this if itr was not stinking of cronyism. The more I think about it I am not!! Never spend the precious tax dollars on businesses instead of what they are intended for, should be illegal IMO. Bribery and extortion are illgeal no?

Fear....I don't understand your comment regarding a lack of consistency. Most conservatives have no problem with offering businesses and corporations incentives to either relocate or develop/expand in our state. It is simply the reality of the world we live in. I don't understand why this article surprises anyone. Our state and local governments, both democrats and republicans, have been doing it for years......

Joy- Maybe you conservatives should stay consistent and criticize your heartthrob Governor when he increases government spending to encourage job growth! I am actually a fan of this as long as its not him handing money to political friends/donors as a large part of this 100 million dollar investment. If there is no back door buddy buddy , win win, handshakes and this is on the up and up? i am all for it. Unfortunately this Governors track record says when he implements things like these, people that have given him money almost always stand to benefit.
What happened to "The private sector creates jobs, not government." Conservatives, pleae see this for what it is, a ploy to buy independant votes. This to me says Walker is very afraid of being recalled.
I would appreciate some manufactured outrage from our conservative friends that would be slamming Obama or any democrat for this type of "Stimulus". So lets hear it righties, stay consistent, if you can. Are you people principaled at all? Or do you just heerlead as long as its a republican led policy? Guess we will find out.

This appears to be a "Walker Promise" to me - nothing concrete and could well be withdrawn if Walker the Talker wins. Of course, when these jobs come, if they only pay $10 instead of $20 for UNSKILLED labor, then the locals will complain about it so much the businesses will back out and go to a suburb. It's happened before in the city of Milwaukee, and it will happen again. My question: do all of these particular unemployed persons in this particular area actually want to work? I'm skeptical.
