Power outages affecting lights on Milton Avenue

JANESVILLE Traffic lights are not working on a significant portion of Milton Avenue, Janesville, contributing to already hazardous conditions.

“It’s around the area of Milton and Kettering, and Milton and Kennedy,” said Rock County Communication Center Supervisor Jullian Peterson said around 2 p.m. Thursday.

The area includes the Janesville Mall, the intersection of highways 14 and 26, Interstate 90/39 off and on ramps, and shopping area on the northeastern side of Janesville.

About 2,500 households are without power in Rock County, said Scott Reigstad, spokesman for Alliant Energy.

Of those, about 2,300 are in Janesville. The majority are on the northeastern side and include the Milton Avenue outage, Reigstad said.

The remainder are on the southern part of the city near West Delavan Drive, Center Avenue and South Jackson, he said.

“There have been whole trees down, and branches that have fallen on lines,” Reigstad said. When the wind picks up and the lines are blown around, the do something called “galloping” that can cause cracks or breaks.

In other areas of the city, the snow has been so heavy and so wet that it is sticking to stop lights, said Peterson.

That’s happened at Highway 14 and 51 and at other busy intersections.

Two run-offs have been reported in the southern part of the county, on highways 81 and 213, she said.

Conditions are expected to worsen as the day goes on, according to the National Weather Service in Sullivan.

Driving south on Milton Ave. is particularly difficult with the wind out of the north and the snow being blown onto and covering the signals. Those "green" traffic signals don't generate enough heat to melt the snow off the lenses. When the snow freezes, those signals may be covered for awhile.
