SHINE TIF expansion, annexation proposal gets commission OK
JANESVILLE--No members of the public attended or spoke at the Janesville Plan Commission’s two public hearings Monday night on proposed TIF district expansion and annexation for the SHINE Medical Technologies development.
“This is a big deal, what we just voted on,” plan commission member Robert Consigny said. “It’s a big deal, and (there’s nobody) here.”
He said someone from Forward Janesville or the business community should attend the next council meeting when the issues will be discussed again.
“I’m really disappointed that people aren’t here, from the portions of the community that are saying we need jobs, we need jobs, that they aren’t here to say, ‘Hey, do this!’” Consigny said.
SHINE Medical Technologies is planning to build a production facility in Janesville to produce molybdenum-99, a medical isotope used in more than 30 varieties of diagnostic imaging procedures.
When it begins production—most likely in 2015—SHINE plans to be employing about 125 people.
The plan commission voted, 6-0, with member Deb Dongarra-Adams absent to OK two items related to the development. The city council will consider both items at its Monday meeting. They are:
Modifying the boundary of Tax Incremental Financing District 35 for the development to add 84 acres of vacant land adjoining the southwest portion of the existing TIF boundary. The property is south of Janesville across Highway 51 from the Southern Wisconsin Regional Airport.
Annexing about 81 acres of land at 4021 Highway 51 into the city for the proposed development and rezoning it to M1, light industrial district. The property is contiguous with city limits.

Donnaw, I object to any and all subsidies, hand-outs, tax breaks that happen when A.) other sources of capital are willing and available or B.) the recipient is not hardship, C.) the subsidy or assistance is captured in a "deal" of coercion or extortion, or D.) the business or industry would exist anyways without the subsidy. I could go on, but I think at least 80% of these projects fit that mold. Solar might be one that might not exist without a subsidy. There is an absolute need for government assistance using collective power, but only when assistance is genuinely needed. Not to used as a leverage tool by government officials or businesses. It's corrupt the markets and instills distrust. Sorry, I see no hypocrisy on my part. I believe in private-for-profit free market enterprise with as little to no government assistance as possible. What do you believe in?

Exactly JasonTh, who would be opposed? And they made sure it would be no one. But don't mistake the committee's decision as one based on creating jobs like they try to project. This is about the wealthy and connected using government power and collectivism to leverage private enterprise with taxpayer revenue. Any jobs happen to be a mere coincidence.
Wortnik, Consigny is digging at the public for not showing up. That's too bad. I've been among people who did show up at local public hearings only to have our concerns dismissed. The Comp Growth Plan over-rules everyone. The process is a joke and the game is rigged. Sorry if you or Consigny don't agree.

Who would oppose adding 150-250 decent paying jobs to Janesville supplying a product available (using these safer manufacturing processes) nowhere else in the world?
Break ground, pass the laws, expand the tif, and let's get this company hiring!

But the dig at Mr Consigny was unneeded and juvenile. He is serving the city he lives in in a way he finds worthwhile. Can you say the same? without the cynicism??

good point nemesis. The good ol' boys have bought politicians to create laws and slush funds tilted towards the connected and the wealthy and have full throttle access to local government and tax treasuries, captured committees, etc. These hearings, committees and councils are nothing more than dummy entities to give the public a sense of due process and participation. They are puppets of the plutocracy and have no genuine purpose. Disband them.

The system is inherently over-regulated and over-taxed when they need to have a hearing to modify the TIF district and annex some land to accommodate the new industry.

Seriously? They are complaining when no one shows up? I can't wait to watch and hear from business leaders and others stand and spin their corporate fascism in defense of TIF slush fund welfare for jobs. Was anyone from SHINE there OR is the city committee, administration and council doing their work for them?

as per the city website, Janesville plan commission meets on the first and third monday of the month. If you are really interested, you can access all the city meeting times on the website, attend, and voice your concerns there. Or, you can make uneducated, frivolous comments here.

SHINE is having an "Open house" at Rotary Gardens tonight (Tuesday 7th) from 5 to 7 pm. I've heard that they will be making a presentation of their plans and safety measures. So many questions may be answered then.
I don't recall Janesville having very many TIF fiascos.
People can make a difference - Look at the Recall Walker and/or the Tea Party grassroots efforts. Differences from both ends of the spectrum starting with the little people.
Look at the roundabout on E Milwaukee street that didn't happen because residents spoke up.
The Plan Commission meeting was in many ways a mere formality - The Lands been Bought and SHINE has announced they plan on going forward with this project - all based on previous Council actions. It reads as if Mr Consigny's point was - If the Development community wants things done in Janesville - They should come out and support their projects in Public - even if it's a done deal. Because next time something like this arises and if there are questions about the project, who is going to be there to answer the Plan Commissions concerns.

Was the meeting widely publicized? I didn't know about it, did you? Here's a strange thought.- The facility is very near an airport. What if an airshow vehicle or passenger plane crashed into it? Would U-235 or "Moly 99" possibly be released into the air in local neighborhoods? How well has the "plan" been thought through in detail? What are the possible plans for emergency evacuation and housing of displaced families, long term and short term? Shouldn't much more study be done before our city jumps headlong into another TIF fiasco?
