Wis. Republicans refuse to take up voucher limits
MADISON, Wis. (AP) — Assembly Republicans have refused to take up a bill that would limit Wisconsin’s divisive school voucher program after Democrats tried to force a vote.
The voucher program subsidizes private education for students in struggling districts. Republicans included language in the state budget that created new criteria for joining the program, enabling districts in Milwaukee County and Racine to join the program.
Voucher opponents are concerned the language could allow students across the state to join the program. Senate Republicans passed a bill this past fall that would require legislative approval for further expansion. But the measure has languished in the Assembly. GOP leaders say they’re not sure they have the votes to pass it.
Minority Democrats on Thursday moved to bring up the bill, but Republicans rejected the attempt.

Well schnibble, with a $6500 voucher, you certainly could send your kid to an elementary school (most of the voucher schools in inner city Milwaukee are elementaries) and I only know of a couple high schools in the 10k range, I think a lot are more around 6k.

Interesting that the voucher amount is more than what the state funds public schools at. Seems the voucher program costs the state more than public schools. I wonder how that will work when we are already "broke".

It's easy to see what would happen here though. Vouchers for all. Public schools are decimated and then the amount of the vouchers drop (or even just stay the same while tuition and costs at the private schools go up up up). Middle and poor classes are left unable to go to private schools and the public option is gone. Only the wealthy get an education. Mission accomplished for the Kochs and their ilk.

My adoring fans. It pleases me to no end to see you all come out on my behalf. And yet, not one single hater can hold up their head and tell me why you are against a less fortunate child receiving an opportunity to be given a choice of getting an education from some place other than a public school. You want free everything else from your government, why do you shut the door on education? I know why, and you do too. You just can’t say it out loud can you.

When the legislature evaluated voucher legislation last year, some Republicans refused to sign on, because they appreciate their local public schools. In order to get those votes, Republican legislative leadership promised to them and the full legislature that they would fix the legislation, so that voucher expansion would be limited to Milwaukee and Racine. The Republican refusal to bring this legislation forward not only breaks a promise to the public--it violates a promise to their own party members.

Ac & schnibble - everything varies, but most public schools spend $10-12k per student. Thanks to scooter's slashing the state pays only about $5500 (again different depending on the district) and I'm sure this will go down again next year. Private schools vary widely too, with K-8 schools spending considerably less than high schools. K-8 tuiton at a private school is roughly $2-3k while at a high school it can be from $5500 - over $11,000. Remember that tuiton isn't the cost per student - it's only what they charge. The cost per student is higher; most private schools do extensive fundraising to keep their schools affordable and make up the diffrence between tuiton and the actual cost.

I don't know what the voucher amount is - I thought it was the state's share of funding (formerly 6k, now $5500). I've heard the number $7,000 thrown around but have no verification on that.

@schnibble- I'm not too sure exactly how much the vouchers are worth without looking up the information. It costs approximately 6 to 7 k to educate a child in a public school so my guess is that if a child enters a voucher school that amount would be paid to the voucher ( private) school. I'm in agreement that anyone could decide to open a school to accept money to educate kids. Scary really. The cost per child attending a public school would then go up of less money toward public education. Either way- education is not cheap, but necessary.

kaysbrew, as long as unions no longer control the teachers, there is hope for the public schools. Don't give up on the future as there are still many many very good teachers that took advantage of ACT10 and opted out.
You make the best point about the welfare state in all areas expect education. You have to wonder why it is that no one from the left has been able to explain why.

I'm not against choices. Thanks to the school choice program, you can send your child to any public school in the state, provided they have room. Don't like J-ville Schools? Go to Milton or Beloit or Whitewater ar Madison or whatever.

Most private schools have a religious mission. Don't ask me to pay for your child to go to a religious school with my tax dollars if there is a secular alternative. If that religion means that much to you, pay for it yourself.

And if the "choice" is a substandard fly by night school that just opened it's doors to take advantage of vouchers and is not accountable for student achievement, forget it.

So I guess I'm ok with vouchers if they are paid to non-religious schools that have been in existence since before the voucher program started that have and maintain the educational data to show they are educating students as well or better than the publc school in that district.

Liberals, (I guess that means me), want all children to be educated critical thinkers not some clone of their crazy parent. Your outrageous claims about public school staff encouraging kids to " lie, cheat, beg, and borrow" is crazy talk. Why is it so hard for you to accept that someone educated (that would be me), having raised several successful children in private schools, (some with advanced degrees,) would want to support public education? Our entire community benefits from public education, that's why.

AC - I do have children and it's a typical response from a liberal to think a middle school which is 6th grade, and 11 years old to think it's okay to ask sexual questions. Talk about abuse in the public school, not the mention the fake teachers notes and telling kids it's okay to lie, cheat, beg, and borrow.
Again, Why is it okay to give food, healthcare, welfare, housing, but NOT okay to give them a chance at a better education.

@kaysbrw et. al.: You guys do know what's been going on in Milwaukee for the last 20 years with the voucher program, right? Fly-by-night "schools" that don't educate the children (because there is no accountability)where the CEO is living in a big house and driving a fancy car (at taxpayer expense) and the teachers don't get paid (because the CEO took all the money) so the school closes after a year or two, dumping those uneducated kids (who are now a year or two behind their peers) back into the public school system.

Kaysbrew- First of all if you had children of your own, you would know that an 11 year old is usually not in 7th or 8th grade as the assessment that your provided shows. An 11 year old is generally in 5th or 6th grade. I see nothing wrong with an assessment such as this given to 13 or 14 year olds. My own kids went to private schools that had a very good sex ed program as part of their curriculum beginning in 5th grade. At each grade level, the subject matter changed to an age/ grade appropriate lesson. And... that was in the 70's and 80's. Let's not go backward to the 50's where the entire subject was taboo.

When the Democratic leaning state legislature held the voucher schools accountable through test results in 2010, no improvement or worse results were found when comparing public and private schools.http://www.jsonline.com/news/education/118886284.html
My experience with vouchers is more about public tax support for private/religious schools, to ease the tuition costs. If they take it, they should be reporting out all of the testing/accountability info publically.

We need vouchers here in Janesville! After that recent Gazettextra article about how low Janesville's student AP test scores are, it's obvious our students need an alternative to the public school monopoly that most of our children are trapped in since most can't afford any alternative without vouchers. The state constitution guarantees a free education, but that doesn't mean that can only be provided by a public school system, particularly a system that has as its primary objective the welfare of its employees to the detriment of its students like ours does.

This is utterly shameful. There was a bi-partisan agreement to rectify unintended flaws in this bill. Republican leaders were part of this agreement. Now they won't even allow it to come up for a vote. Locals need to call their assembly reps today and tell them to at least allow a vote.
