Assembly to vote on protecting transportation fund
MADISON—The Wisconsin Assembly is scheduled to vote on a constitutional amendment designed to prevent lawmakers from raiding money from the state transportation fund to pay for other items.
The measure passed both the Senate and Assembly last session. If it passes both this session, it would then go to voters for their consideration in the November 2014 election.
Under the Republican-authored amendment, any money the state collects through the gas tax, fees imposed on driver’s licenses and titling vehicles must be deposited in the transportation fund. Once in the fund, the money could not be used for any program that isn’t run by the state Department of Transportation.
Former Democratic Gov. Jim Doyle diverted $1.3 billion from the fund to pay for schools and other expenses.

Constitutional Amendment Restricting the Use of Vehicle Fees
and Taxes for Highway Purposes
NEW SECTION: All fees collected by the State of ________ as license fees for motor
vehicles and all excise taxes collected by the State of ________ on the sale, distribution or
use of motor vehicle fuel, and any another motor vehicle related tax or fee shall be paid
into the state treasury and placed in a special fund to be used exclusively for highway
purposes. Such highway purposes shall be construed to include the following:
(A) The necessary operating, engineering and legal expenses connected with the
administration of public highways, county roads and city streets;
(B) The construction, reconstruction, maintenance, repair, and betterment of public
highways, county roads, bridges and city streets; including the cost and expense of
(1) acquisition of rights-of-way,
(2) installing, maintaining and operating traffic signs and signal lights,
(3) operation of movable span bridges,
(4) operation of motor vehicle carrying ferries, which are a part of any public highway,
county road, or city street; and
(C) The payment or refunding of any obligation of the State of ________, or any political
subdivision thereof, for which any of the revenues described in this section may have
been legally pledged prior to the effective date of this act.

10 million went to GM, that never got paid back.
34 million went to the UW so that they could embezzle it, I mean it was a payroll glitch.

Do you have any proof that Walker used funds other than general funds to pay our bills? If your going to accuse him of misappropriations, you could at least come up with some evidence.

And the $60 million being paid back to Minnesota is a drop in the bucket to help their financial situation. Minnesota is facing a $5 BILLION hole in their deficit. Oh, Walker is a breath of fresh air in this state! Their Democratic governor is pushing more tax increases to help balance their budget. Hopefully businesses in MN will look at moving across the border.

It is paid from the General Fund (the fund used for paying bills). Or do you have evidence that Walker stole it from another fund, like Doyle did?

Constitutionally guaranteed pot of cash for campaign contributors. Both sides of the isle should like this one. After all, the tax money does go back to those who gave donations.

The $60 Million Dollars, that was 17 months late in being paid by Doyle?

No governor, Dem. or Repub. should be allowed to divert funds originally designed for anything other than what it was intended for. An emergency fund should be for what it is intended...emergency.
