After audit, Nass says UW exec doesn’t deserve job
MADISON, Wis. (AP) — Wisconsin Rep. Steve Nass says the results of a recent audit suggest that a top official with the University of Wisconsin System doesn’t deserve to be retained.
Auditors say the UW System overpaid for insurance premiums and pension contributions by $33 million over the last two years.
Nass on Thursday said the discovery calls into question the leadership of Michael Morgan, the UW System senior vice president for administration and fiscal affairs. Morgan was appointed to a three-year term in 2010, and a permanent candidate is being sought.
Nass, a Republican from Whitewater, says Morgan needs to withdraw his own name from consideration.
Morgan did not immediately return a message seeking comment.
UW System spokesman David Giroux says system officials plan to discuss the entire matter with legislators Tuesday.

On the question of accountability, an audit of the Wisconsin Economic Development Corp. revealed extensive mismanagement resulting in "not properly tracking $56 million in loans to businesses. Borrowers have fallen behind on payments on loans now worth more than $12 million."

This just barely scratches the surface. The whole system is corrupt and people are not doing the jobs that they were hired to do. It is a liberal utopia.

Whether he attended the brat summit is meaningless. The fact is that as the assembly's chairman of the College's and University's Committee he is a well known, long time critic of the the UW system. Sometimes his criticism makes sense sometimes it doesn't. This is obviously a collossal screwup. I don't know if Morgan needs to stay or go but the situation calls for an investigation into what went wrong and corrections that assure it won't happen again.

"Madison — A Republican lawmaker asked the attorney general Tuesday to investigate the University of Wisconsin System's decision to give a high-level job to Democratic Gov. Jim Doyle's top aide.
Rep. Stephen Nass (R-Whitewater) said the hiring of Administration Secretary Michael Morgan as the system's chief operating officer appears to violate the system's own hiring policies.
Meanwhile, the administration has confirmed that Morgan recently approved a promotion and a $4,100 annual salary increase for his executive staff assistant, Ruth Wyttenbach.
The developments come as Morgan, a top adviser to the governor on budget and strategic matters, is slated to begin his $245,000-per-year job next week as a senior vice president in the UW System.
The appointment has become controversial because Morgan's salary is going up by $108,000 per year, and UW System President Kevin Reilly did not post the position or conduct any kind of formal search. E-mails revealed that Reilly offered Morgan the job without looking at his résumé or conducting a criminal background check.
In a letter to Attorney General J.B. Van Hollen, Nass noted that Board of Regents policy says Reilly "shall appoint" a committee to search for and recommend candidates for high-level administrative jobs such as Morgan's. He noted that another UW policy statement commits the administration to following equal employment and affirmative action principles in the hiring of all positions. Morgan is black."
"In this case, President Reilly appointed no advisory committee, considered no other candidates for this position and has refused to publicly discuss this matter," Nass wrote. "All of these actions are highly unusual and President Reilly must be held to account for any inappropriate conduct in this matter."

Mr. Morgan not only would not admit there was a problem with this system early on, but in fact said it was working well. This as people were being paid incorrectly or not at all for months on end. At a time when the vast majority of HR people were in emergency payroll mode and could not work on filling key positions. But, if the philosophy is that government runs like a business then it is definitely true that Mr. Morgan should not only be permanently hired but should be given a raise and a bonus.
