Sparks fly at mining bill hearing
MADISON, Wis. — Republicans have started their push to pass mining legislation at a messy public hearing.
Dozens of people jammed the hearing Wednesday before the state Senate and Assembly mining committees in the state Capitol.
The Assembly panel’s chairwoman, Republican Rep. Mary Williams, declared committee members would be allowed to ask only two questions of each person who speak.
Democratic committee members flew into a rage when Williams used the rules to cut off questions for the bill’s authors. Rep. Brett Hulsey, a Madison Democrat, shouted out that the hearing amounted to a kangaroo court.
The bill would make sweeping changes to Wisconsin’s mining regulations in hopes of persuading Gogebic Taconite to open an iron mine just south of Lake Superior. Conservationists contend the project would devastate the pristine area.

HighRoad are you really that clueless? They held those "meetings" to discuss the legislation they crafted with the INTENTION to put it forward when they next were in session. Clearly having a consistent message on govt was never your intention. Spin away, you fit right in with the left fringe.

A hearing is set up by legislative committees to get input on pending legislation, i.e. AB1 SB1 THE MINING BILL. I checked the links you provided. These were not hearings, they were listening sessions and informational sessions. There was no bill related to these. I was commenting to the fact that you mentioned the Dems being in control and the hearings. The Dems were in control of nothing for those 5 months as the legislators were out of session. Most of them were out campaigning. The Dems that stuck around did so to get to work in line in case the won the recall. Well, we know they did not, and they will have zero control for the next two years as well.

RAF- the last legislative session ended in March 2012. The new began 2 weeks ago. They weren't writing laws in the interim. What Democratic hearings are you referring to?

Highroad...the news said that Cullens plan taxes them on the ore removed, Walkers plan taxes them on net profits. So, me thinks, if they set up a equipment rental co in the caymans, rent the equip to the mine at HUGE rates, they might not have any net profits. All the cash would be sitting in the caymans.

I am not all that thrilled with mining, but I am not one of the people in the area looking for a job to support a family. That being said, I believe if it goes forward, that most of tax from the net proceeds, be returned to the community. I think that the ratio should be 90/10.
I watched the proceedings most of the day, and people from the area are equally passionate.

There is a little provision in the last two mining bills that I am really surprised I have never heard discussed. The way the law is set up now tax monies from the ore is put back into the local economy where the mine is at. The new bill robs 40% of the tax from this ore fund and sticks it right into the Scott Waller's invented Wisconsin Economic Development Company. Yes, the very same enterprise that lost track of $50 million in loan money. Now we are going to give them countless more millions to spend on their failed ideas.
FROM THE 2013 MINING BILL:
NET PROCEEDS OCCUPATION TAX
"Under current law, the state imposes a net proceeds occupation tax on the
mining of metallic minerals in this state. The tax is based, generally, on a percentage
of net income from the sale of ore or minerals after certain mining processes have
been applied to the ore or minerals.
Under current law, the revenue collected from the net proceeds occupation tax
is deposited into the investment and local impact fund. The fund is managed by the
local impact fund board. The revenue is then, generally, distributed to the counties
and municipalities in which metallic minerals are being mined.
Under the bill, 60 percent of the revenue collected from the net proceeds
occupation tax on extracting ferrous metallic minerals in this state is deposited into
the investment and local impact fund and 40 percent of the revenue is deposited into
the economic development fund.
The bill provides that when the revenue that is deposited into the economic
development fund is appropriated to the Wisconsin Economic Development
Corporation (WEDC), WEDC must use the revenue to make grants and loans to
businesses in this state, giving preference to businesses in an area affected by iron
mining"

ninja11, you are exactly right. These same people enjoying their free speech as they type on this web site are happy to stop mining here but get the necessary minerals from countries that don't favor the environment and in some cases use slave labor.
We all live on one planet so isn't better to get it here?
And here's the real kicker, they would most likely be union jobs.

Want to make it safe make those in the Capitol drink the ground water from around the mine. Do not know if they would be in such a hurry? Go take a look at some of these sand mined areas and see if you think they are good or bad I think they will speak for themselve$.

Do your homework people. This isn't just about "up north". There are plans in the works to put sand mines around Prairie Du Chien, Avoca, Arena, and who knows how many other places on and around the Wisconsin River.

Silica is a Class 1 carcinogen. Class 1 means it absolutely causes cancer. Silica can also cause COPD and auto-immune illnesses such as Lupus, Rheumatoid Arthritis, Scleroderma, and affect kidneys.

Dr. Feyereisn is greatly concerned about the exposure to diesel, a Class 1 carcinogen, from mining operations and hundreds of sand trucks daily. In the year 2000 there were 125,000 deaths in the U.S. due to diesel exposure. Two proposed mines in MN will each use 500,000 gallons of diesel per site per year or a total of 1 million gallons for both mines. 250,000 gallons of diesel per day are sold in the State of MN. Traffic safety is an issue with 1 in 5 collisions with trucks the size of sand trucks resulting in death.

Dr. Feyereisn stated that silica sand mining and processing is happening way ahead of State and Federal regulations that would protect public health.

The environment is protected by many laws, none of those have been changed, only the timelines. The standards set must be approved by the agencies who regulate the air and water standards.
The hearing was set last week for this bill, at which time the so called "Cullen Bill", did not exist.

Schultz is still not on board with his fellow Republicans version of the bill for the same reasons he opposed it last time. In fact Schultz appeared yesterday with Cullen as he presented the Democrats version of the bill. Hopefully some of Cullen's bill will be incorporated into the final version. The main sticking points are the time frame in which the state has to process a permit (the Democrats bill allows for a longer period), the enviromental impact (the Democrats bill leaves all enviromental requirments in place) and how much of the tax revenue goes to the impacted area (the Democrats bill gives all of the revenue to the impacted area).

This bill won't acknowledge the Cullen version, so what is the point? The Republicans in control will ram-rod this through like they tried, and failed, the last time...we have great mining laws already, and Gogebic is more than welcome to come here and play by the rules...if they would have started the permit process back with the first bill, they would be 2 years farther along in the permitting process, and that much closer to creating jobs for Wisconsinites...without polluting the Bad River Basin...and let's not forget there are other agencies that have to sign off on this, who are currently not on board at this time....
