Sidewalks issue remains unsettled

Janesville’s sidewalk committee has supported a modest move to add those sidewalks on this year’s portion of the city’s seven-year plan that committee members agreed were most needed.

The committee also suggested new funding methods for repairs and installations. The committee suggested that the city, rather than affected property owners, pay for repairs. It also asked whether the city could charge residents who do not have sidewalks to help pay for walkways on the seven-year plan.

This week, the committee agreed to forward to the council a compromise that would allow a property owner on a "local" street—not an "arterial" or "collector" street—to request a sidewalk deferral until the house is sold, 80 percent of the street has sidewalks or after 10 or 15 years have passed.

I am glad about the decision NOT to build a roundabout at East Milwaukee and Wuthering Hills. Perhaps a traffic light or a stop sign on East Milwaukee would suffice. Has anyone gone to Fort Atkinson lately? Their downtown along the Rock River is very nice and safe any time of day or evening. Janesville could learn something from Fort Atkinson.

I think the idea of having the property owner pay for the initial sidewalk but not future repairs is a decent idea, although I'd rather have the city pay for the initial installation and credit property owners who already paid. It does address property owners that already paid for their sidewalks though. The deferment plan just sounds silly, and complicated.
