Secrecy reigns in Orfordville

Not only did the Orfordville Village Board conduct a closed session last Monday that appears to have been illegal, but residents and the media have no way to contact board President David Olsen. He won’t offer a phone number where he can be reached.

Apparent miscommunications were behind the call for a closed session last Monday night “to start the process of finding a new Chief of Police due to the retirement of Chief Wickstrum.”

The trouble is, Chief Dave Wickstrum says he has no plans to retire and blamed the confusion on a discussion in an earlier meeting. Before last week’s meeting started, Wickstrum handed each board member a letter stating he intends to work beyond the end of this year.

The board went ahead with a 50-minute closed session anyway. So what did they discuss? We may never know.

When Gazette reporter Gina Duwe contacted Olsen by phone at work to ask him about the discussion, he said, “There’s nothing to talk about.” He said he couldn’t talk at work. When Duwe asked for a phone number to reach him when he’s not working, he replied “absolutely not” and indicated he doesn’t give his number to the media.

Please do a follow up with consequences of breaking the closed meeting law.
If Orfordville doesn't put a stop to it, it will continue.

Perhaps there is some type of grant available to build a high speed rail system between Orfy and Miltown.

Not really negative, extremely pessimistic, maybe so. It is goig to take a lot to reel in the spending and favoritism that seems to be normal operating procedure right now.
If this board believed that you have any right to know what it does, then why is it that when George Stewart stopped printing the Orfordville Journal, they must not have been able to find another paper that gets delivered to every house and business in town to have it printed in. Oh yeah, I guess there is one 6 miles to the west. Imagine that!!

Thanks for the input Janesvillean. I doubt that it will change anything, but I do hope they decide to have a half a dozen or so more closed sessions regarding the Chief and his retirement. If they think it cost them a lot to get rid of the former chief that I referred to earlier. I really hate to think of what it is going to cost the good ol' boy system to force the current one out, just to make room for one of their own, And make a laughing stock out of Orfordville.

nowwhat, there are actual laws governing when closed sessions are appropriate and what may be discussed. The problem is that the village board appears to be making arbitrary decisions about when to go into one. This isn't wise as it opens them up to a lawsuit.

Obviously the board can talk about something that might happen someday. The issue is that this needs to be in public. The board should not add in unnecessary issues so that they can hold a wide-ranging closed session, either, as that is contrary to the spirit of the law.

The progressive movement began in Wisconsin due to just such lack of transparency in government, and Wisconsin has been a leader in open government through the years. It's pretty disappointing to see a body like Orfordville try to turn back the clock and ignore the law.

Well now that you got me going, why don't we talk about some of the issues that irk me. How about the big raises for the village clerk and the wastewater treatment operator when the rest of the village employees took a 9 percent cut in pay, seems really fair to me. But I do suppose that we can call them engineer and creative publisher to justify those raises.
Has this board even heard of competitive bids. I don't think so!
I am looking forward to not having to drive out of town to go to a casino. Because after this board forces the current police chief into retiring. the EX police chief that we spent good money to get rid of will be back. And then he will know he is above the law, and it would not suprise me to see slot machines in village hall and the police station. On the bright side, space should not be a problem in our new garage!

Hi Nowhit, whoever you are!!
I see you really like your air of secrecy, at least I let people know who is talking. Maybe you ought to try it out. It isn't a single issue I am running on. And the board meetings any more are not much more than a dog and pony show, I don't hang in the bars much, so I can't get in on the pre-meeting meeting.

Al, is this how you are going to run your campain to get on the village board? Using social media to get your information and make accusaions. If you want to get on the board why don't you go to the board meetings and get some information there? Or why don't you go to a village board member and ask them your questions? But I suppose you are going to be another one issue person running for the board. If anyone is going to be on any board they should educate themselves or at least attend some of the meetings, instead of going to the internet. But I see you just joined this website today so you could throw insults at the current board.

On the topic of secrecy. Does anyone know what our new village hall is going to wind up costing, without a referendum, I might add? I know we paid $290,000 plus $9000 realtors fees, and I would imagine we got stuck with all the closing costs, but I haven't heard what it is going to cost us for streets and utilities yet. Nor have I heard what it will cost for the renovations to our new pole barn/garage to make it meet code for a municipal building. If anyone is in the loop, let's hear some numbers.

As always on here, a bunch of people including the Gazette talking about stuff they have no clue about. Chief Brett Favre I mean Chief Dave Wickstrum has been going to retire several times. From the start he was only going to work for 2 years and retire. That was 8 plus years ago. How many times must the board guess on what he is doing. Shame on the Gazette for always trying to make a bigger story about something than it really is. Maybe you should change the name to Fox Xtra.com or extraxtra.com they like to make mountains out of mole hills to. The Gazette knows darn well that board members can not talk about stuff from closed sessions. And why can't they still talk about a hiring process that will take place at some point. It has been over 25-30 years since they have hired someone from outside the department. I would guess their process needs updating.

Our Town attorney reviews every agenda plus attends every meeting. Just try to talk about something that's not on the agenda, he/she stops you right now.

Orfordville is really a nice little town, with a lot of good people in it.
Unfortunately, as in many small towns,(and just like Janesville too) the cream does not always rise to the top when local board seats need to be filled.
Just an opinion from one who lived there for ~17 years.

It sounds like Olsen has been in touch with the Milton School Board.
